Statement of Work
Annual Boiler Inspections in Building 302
BASIS: NIST-OFPM has a recurring need for annual boiler inspections each summer to ensure that the boilers are in good operating condition and no visible weaknesses exist prior to preparing for Winter Operations. There is an operational risk for the NIST Gaithersburg campus to lose a boiler during the winter months at the peak steam load.
Objectives:
The objective is to obtain a qualified boiler inspector to access NIST’s boilers and inspect them to insure there is no visible damage that requires repair prior to winter operations.
Construction statement of work:
The contractor shall provide all the necessary services, including labor, materials, equipment, supplies and supervision as necessary to fulfill the requirements of this project. Once approved the inspector shall issue a permit to operate inspected boiler as being certified “safe operation, maintenance, repairs and alterations of the pressure retaining objects”.
All inspections shall be performed by an inspector commissioned by the National Board of Boilers and Pressure Vessel Inspectors. The inspector that comes on site and reports to the NIST Shift Supervisor will present their State of Maryland “Commissioned Special Inspector” licensed issued by the Chief Boiler Inspector of Maryland that certifies their competency for performing the inspections. The license must be a current/valid license for the inspection period of the work to be performed.
Job Specific Safety Plan: The contractor shall submit a job specific safety plan prior to startup of work. This plan shall include the need for self-performance of air monitoring and confined space entry. All safety procedures must be strictly adhered to. The contractor must follow OSHA lock Out/Tag Out procedures for all energy sources to the boiler. The NIST shift supervisor will perform primary lock out with secondary control placed on the NIST lock by the contractor.
Safety plan shall be submitted to the Contracting Officer’s Representative (COR). Notice to Proceed will not be issued until Safety Plan is approved by the COR.
Service: Annual testing of the NIST water tube boilers and Heat Recover Steam Generator is performed during the early summer months as schedules allow to minimize operational disruption to the plant. Close coordination with the COR to prepare for the inspections is necessary. Two-week lead time is needed to prepare the boilers for inspection and adjust equipment loads. NIST will give access to two boilers during each visit with the CHP inspection being done the Monday following the Fall Sitewide Outage that occurs each year in October.
The boilers to be inspected are as follows:
SG-1 44,000 PPH Union Iron Works Boiler S/N 22951
SG-2 44,000 PPH Union Iron Works Boiler S/N 22952 SG-3 44,000 PPH Union Iron Works Boiler S/N 22957 SG-4 44,000 PPH Union Iron Works Boiler S/N 22958 SG-5 80,000 PPH English Boiler Model APP80250 S/N 960391 SG-6 80,000 PPH English Boiler Model APP80250 S/N 960392 CHP 80,000 PPH RENTEC Boiler S/N 2015-39
The contractor shall perform internal inspections of the steam drums, mud drums, headers, tubes, furnace area and fireside surfaces for signs of corrosion, erosion, rusting, cracking or any other signs of damage or deterioration. External inspections shall be performed for examination of controls and safety devises, safety valves, pressure gauges, valves, fittings, pipe connections for evidence of leaks or other adverse conditions.
All work shall be performed by inspectors that holds a Certificate of Competency from the State of Maryland. All work shall be done in accordance to American Society of Mechanical Engineers (ASME) and NBBI Guidelines.

Government Furnished Information:
The Government will provide the drawings/documentation for the project, as necessary. The contractor shall be responsible to verify those drawings against field conditions before starting the project. The contractor shall notify the COR of any discrepancies found in field during walk down of the project.

c. How many employees of each trade were on site
d. What work was performed that day
e. Various pictures that show areas of concern or damage
Security
NIST is a Federal facility and access is controlled at all entrances to the campus. Only Government employees may grant access to non-Government employees. All non-Government employees must be registered with security prior to site access. Contractor shall notify COR a minimum of 48 hours prior to site access. Contractor shall provide COR with first and last names, country of citizenship, and whether the individual has a permanent resident card, (a.k.a.
Green Card), of all personnel requiring site access. If any individuals are here on a work visa, they will need to complete a NIST 1260 form and return to the COR. Please refer to the following web site for additional Visitor Information http://www.nist.gov/public_affairs/visitor/
Automobile & Personnel Access:
Contractor personnel arriving in cars on their first day must check in at the visitor center to receive a temporary paper badge prior to proceeding to the project site. Hours of operation of the visitor center are 0600-1700. Once in possession of a valid NIST badge, workers may enter via the Main Gate or Gate “C” and proceed to the project site. Note that all automobiles are subject to a random inspection.
Trucks: All Trucks are to enter NIST via “C” Gate along Quince Orchard Rd. between 6:00 am and 3:30 pm daily, and at the main gate off W. Diamond Ave. between 3:30 pm and 4:30 pm.
