About this file
This document is a Statement of Work (SOW) for preventative maintenance services for the PROTEC Optimax and KODAK M35A film processors located in the Building 4 Dark Room/B2-18 on the NIH campus in Bethesda, MD. The purpose is to ensure continued use and maintenance of these film processors without interruption, as they are critical for NIAID scientists to accurately perform their new and ongoing experiments. The services to be provided include checking for damaged/worn parts, cleaning and adjusting the racks and processors, changing chemistry/filters, checking replenishment rates/temperatures, running test films, and maintaining the drain system. The period of performance is a base year from 5/1/2024 to 4/30/2025 with four one-year option periods. This SOW is associated with a federal contract opportunity, Solicitation Number RFQ-NIAID-24-2216533, which is a Request for Quotes (RFQ) for these preventative maintenance services under Simplified Acquisition Procedures. The acquisition is being competed with full and open competition, including a small business set-aside. The award will be made on the basis of technical capability to meet the requirements and price.

STATEMENT OF WORK for preventative maintenance services AMBIS Sequence Number 2216533
The purpose of this service contract is to ensure continued use and maintenance of NIAID’s PROTEC & KODAK film processors located in the Building 4 Dark Room/B2-18, without interruption. NIAID scientists need continual access to the PROTEC Optimax and KODAK M35A Film Processors in order to perform their new and ongoing experiments accurately.
NIAID will utilize this space with the desired outcome of continued scientific discoveries that promote the development of new vaccines, therapeutics, and diagnostics to improve human health.
The National Institute of Allergy and Infectious Diseases (NIAID)’s Division of Intramural Research (DIR) (collectively “Program”) conducts basic and clinical research in a wide range of disciplines related to immunology, allergy, and infectious diseases. Program works to expand its knowledge of normal immune system components and functions, define mechanisms responsible for abnormal immune function, understand the biology of infectious agents and the host response to infection, and develop strategies to prevent and treat immunologic, allergic, and infectious diseases. Many of Program’s experiments require the continued use of the PROTEC and KODAK film processors in the dark room located in Building 4, Room B2-18 on the NIH campus in Bethesda, MD.
In order for Investigators and Scientists in Building 4 to continue perform their new and ongoing experiments accurately, they need the equipment in dark room B2-18 to function properly. Thus, this dark room and Protec and Kodak film processors need preventative maintenance services.
These services ensure continued use and maintenance to the PROTEC Optimax and KODAK M35A film processors in dark room B2-18 without interruption. The services of S&W Imaging Systems Inc., provides without additional charge to include the following: 1) Checking for damaged and worn parts to the KODAK film processor in dark room B2-18) the cleaning and adjusting of the rack and processor, 3) the changing of chemistry, developer, and water filters, 4) the checking of replenishment rates and temperature as well as the use of the systems cleaner and starter, 5) runs test films to ensure equipment is running properly, 6), snakes and clears out any occluded drain in connection with contracted film processor, and 7) maintains a clear and unobstructed drain by adding monthly solvent solutions, as well as using wet vacuums to dry out and clean up any spill that occurs when the drain backs up. They also replace the water filter on a regular basis as needed. Their services ensure continued use and maintenance to the PROTEC Optimax and KODAK M35A film processors in dark room B2-18 without interruption. The potential switch of vendor and equipment could potentially disrupt ongoing experiments or cause delays with work and projects.
VENDOR will perform services that are covered without additional charge, including:
1. checking for damaged and worn parts to the to the KODAK film processors in dark room B2-18
2. cleaning and adjusting the racks and processor
3. changing the chemistry, developer, and water filters periodically,
4. the checking of replenishment rates and temperature and the use of the systems cleaner and starter
5. running test film to ensure equipment is running properly
6. snaking out cleaning/removing any occluded drain in connection with contracted film processor.
7. maintain a clean and unobstructed drain by adding monthly solvent solutions.
8. use a wet vacuum to dry out and clean up any spill that occurs when the drain backs up
9. replace the water filter on a regular basis as needed.
10. respond to service requests on an appointment schedule
An example of an existing acceptable service offer is as follows:
• 1x Darkroom Drain/Water Filer Service (Service includes: Snake out and clean out any occluded drain in connection with contracted film processor; Maintain a clean and unobstructed drain by adding monthly solvent solutions; Use wet vacuum to dry out and clean up any spill that occurs when drain backs up; Replace water filter on a regular basis as needed)
• 12x preventative maintenance checks (Includes checking for damaged/worn parts.
Cleaning and adjusting of racks and processor. Changing of chemistry, developer and water filters. Checking replenishment rates and temperatures. Use of systems cleaner and starter. Run test film.)
• 12x maintenance supplies
• 204x quantities of developers
• 228x quantities of Fixers
• 1x Silver Recovery Trap
• 1x E-Pan Chambers
• Shipping
VENDOR will only be responsible for a portion of the drain in the darkroom, any blockage beyond darkroom is not covered by service. VENDOR is not responsible for damages due to overflow or leaking of the drain. VENDOR is not responsible for any cracked and/or broken drain line due to user negligence.
VENDOR will also install an E-PAN chamber. This chamber will help to reduce the amount of chemical sludge that enters the drain which will help to reduce or eliminate the need to have the drainpipe unclogged.
Emergency services are not included.
The period of requested performance is listed below. A Base plus Four (4) one year Option Periods may be included as detailed:
Base Year - 5/01/2024 - 4/30/2025
