About this file

This is a Statement of Work (SOW) for underground fiber optic cable installation services at Seney National Wildlife Refuge in Seney, Michigan. The contractor shall provide and install armored, direct-burial rated singlemode fiber optic cable (Corning glass) with LC UPC connectors to connect Highline Internet's distribution line at Highway M-77 to the new Headquarters and Visitor Center, and an additional run from the Headquarters building to the existing Maintenance Shop. The cable must be capable of supporting 2 GB service and all parts, protective conduit, and installation labor are contractor-supplied. Highline Internet is identified as the preferred contractor, though alternative state-licensed general contractors with demonstrated fiber optic installation experience and industry-standard termination practices are eligible.

Work shall commence when ground conditions permit trenching, estimated May 1, 2026, with all work completed by June 12, 2026. Normal duty hours are Monday through Friday, 8:00 a.m. to 4:30 p.m. The contractor must coordinate with the Fish and Wildlife Service (FWS) Infrastructure Management Division and Refuge, perform utility locates before excavation, obtain FWS approval for the proposed fiber route, use existing empty conduit beneath the Headquarters and Visitor Center parking lot where possible, and provide an as-built map showing exact fiber routing and burial depth. Deliverables include a fully installed and tested fiber optic system, restoration of disturbed grounds, material submittals for government review, and fiber testing results demonstrating signal performance and continuity. The technical coordinator is Sara Siekierski, Refuge Manager, with Timothy Fuller, Architect, as secondary contact. Quality control measures include proper installation depth and routing, clean terminations with verified optical performance, and accurate final documentation.
