NOAA/NATIONAL MARINE FISHERIES SERVICE
SOUTHWEST FISHERIES SCIENCE CENTER
Fisheries Ecology Division
STATEMENT OF WORK
Sea Water Tower Sand Filter Replacement
I. Background/Overview:
The Southwest Fisheries Science Center (SWFSC) Santa Cruz Laboratory has two (2) sea water towers which provide direct support to the research conducted at the lab. The sea water tower sand filters are 20 years old and the sand inside has useful life of 5-6 years, but is currently 8 years old. The sand is not filtering all the material (invertebrate larvae, algae, dirt, and sand particles) it is supposed to filter out from the incoming water.
II. Scope of Work The current sand filters are only filtering down to 125-150 micron particles instead of the 30-50 micron so things (invertebrate larvae, algae, dirt, and sand particles) are getting into the tanks and water lines that shouldn't. If the invertebrate larvae settle in the water lines and grow, the lines will clog with invertebrates and need require replacement.
III. Tasks All work needs to comply with manufactures instructions on how to remove filter media. In addition, filter media will need to be tested prior to disposal. Provide government copies of testing results and landfill acceptance certificate. The contractor shall complete the following tasks on 2 Stark S1-120 filters (35 sq ft filter area per filter):
· Task 1: Remove filter media from filters and dispose offsite.
· Task 2: Clean and inspect filter piping, laterals and underdrains.
· Task 3: Install new filter media (100% screened #20 sand – provide sample prior to beginning work to assigned NOAA Project Lead) Work can only be accomplished on one filter at a time. Schedule of work will need to be coordinated with government (Erick Sturm).
Working inside these filters is considered a confined space. Work shall comply with all federal, state and local rules for working in a confined space. In addition, contractor is responsible for providing all emergency rescue equipment.
Provide a site specific safety plan prior to beginning work.
As this is a federal facility there is no confined space permit provided by the Santa Cruz Laboratory. However, contractor shall check with the local fire department for confined space permits. Contractor is responsible for ensuring this permit is obtained (if required) including payment.
IV. Period of Performance The period of performance shall be four (4) months from the date of award.
V. Place of Performance NOAA/NMFS, SWFSC Santa Cruz Lab, 110 McAllister Way, Santa Cruz, CA 95060.
VI. Deliverable Schedule All tasks shall be completed within the period of performance.
VII. Government-Furnished Property (GFP) None.
VIII. Security Requirements Contractor shall check in daily with assigned NOAA Project Lead. There is no site security at this facility.
