CHICAGO FIRING RANGE TARGETS
1 BACKGROUND
This statement of work is for the Chicago Firing Range Facility. This facility occupies approximately nine (9) acres of land in the city of North Chicago, IL. While the primary user of this facility is the FBI, it is also utilized by several local law enforcement agencies throughout the region. The facility consists of an administrative and classroom building, two shoot houses, ammo storage building, a maintenance shed, range tower, running track, pavilion, small storage shed, repelling tower, 25-yard shooting range and a 50-yard shooting range.
The FBI is moving toward standardizing Range facilities, turning target systems, and simulation houses to enhance user capabilities.
This facility serves as the primary firearms training facility for the Chicago Field Office as well as several other local law enforcement agencies in the region. The existing targeting system is over ten (10) years old and becoming more difficult to maintain due to the availability of parts and service providers. Over the years, the existing system has been subjected to extreme cold weather and overall neglect. The cost to maintain the current system is becoming comparable to the cost of purchasing and installing a new modernized system. Future plans for the training site include a new permanent simulation training house and upgrades to existing structures.
With the proposed upgrades and additions, the Chicago Range training site will be capable of providing a higher volume of personnel to be trained in the future. The intended upgrades will address the increasing demands and also improve and enhance its core function of target interdiction.
The Chicago Range personnel will remove the existing targeting system and associated infrastructure and dispose of it properly.
2 SCOPE
Procure, deliver, assemble and install forty-eight (48) new firing range targets with two (2) 65’ moving target carriage systems to include all infrastructure, wiring, conduits, control boxes, concrete footings, etc. Construct a knee wall to match existing knee wall in height and width.
Provide full test and operation of system to verify that the system is fully functional and working as intended for training.

3 PERFORMANCE REQUIREMENTS SUMMARY
The designed system will have three (3) primary components listed below.
1. A programmable target control system
2. Forty-eight (48) lane electro-mechanical 180-degree Target Turning devices
• The target turners will be spaced nominal +/- 5’ on-center behind the existing berm wall in 12 target banks.
• All external connectors will be IP65 rated or better.
• A removable L Bar will be mounted on each target holder made of steel rod
1/16-inch-thick to allow the target to be connected by rubber band. The mounting height of the L bar will be set to any position height as required by the range requirements.
• The front of each target turner will be protected using a V-shape certified AR500 ballistic steel design.
3. Two (2) Running Man target carriage systems
• Two independent Running Man target carriages with lateral motion carry wooden target frames at various fixed and programmable speeds and lateral distances behind the existing target berm.
• The tracks for the two (2) systems will be in line with the end of each track meeting behind the target turner positions.
• The carriers will always know their home/running positions on this rail system via encoded drives, switches and limit devices or similar.
The FBI will expect that the installing contractor will be responsible for OSHA compliance in the handling and disposal of materials deemed hazardous. Any permits required for this project shall be the responsibility of the installing Contractor.
New target system will be mounted so as to accommodate the existing footprint without expanding footprint.
4 DELIVERABLES
No work shall be performed until contract has been negotiated and ratified by all parties. The FBI will assign a Project Manager that will act as the Point of Contact (POC) between the Government and the Contractor. Expected deliverables from the Contractor shall include but may not be limited to the following:
• Price quote to include detailing of all inclusions
• Project schedule
• Operations & Maintenance materials, as appropriate (see attached specification Section
017820)
• Warranty Information

• Invoicing
• Permits, as required
• Insurance/Bonding Documentation
• User training
• Procedure Layout for Equipment
• Multiple Asset Template Sheet (FBI to provide barcode supplies)
5 SECURITY
5.1 The Limited Access Request (LAR) (formerly the Limited Background Investigation (LBI)) process is designed to ensure personnel without clearances requiring escorted access to FBI space are properly vetted through the FBI. Personnel that undergo a LAR may be permitted to work maintenance issues, construction projects, teach unclassified seminars or provide other services to the FBI on a limited basis. To be clear, persons provided an LAR have no greater privileges than anyone else being escorted into FBI space - they are not authorized to view or be exposed to Classified or Sensitive But Unclassified information, nor have system access, nor be left unescorted at any time. The value of the LAR is to ensure we are not allowing known criminals, those with open warrants, etc. access to FBI space.
The LAR is a requirement for anyone who does not have a clearance and is not entering the FBI as a family member. The limited exception is for persons attending unclassified meetings in sanitized spaces under escort. If meetings become more frequent than once or twice per year, the LAR may become a requirement.
Persons with active clearances are not eligible for the LAR and must pass their clearances via official channels for any type of FBI space access.
5.2 Process
Upon award of the contract/work order, all personnel involved in the process must have a completed LAR consisting of checks from the Data Integration and Visualization System (DIVS), National Crime Information Center (NCIC)/Interstate Identification Index (III), Sentinel, and the Treasury Enforcement Communication System (TECS). The following forms must be accurately completed and furnished to the OSO at least 45 work days prior to the arrival of contract individual to FBI space (or as early as possible).

Failure to allot enough time to conduct the checks can result in access delays that cannot be waived.
6 DELIVERY
6.1 Place of Performance
890 Foss Park Ave North Chicago, IL 60064. All work will be conducted at the range site in an outside environment. Any fabrication of parts that cannot be completed onsite must be inspected prior being bought onto the grounds.
6.2 Period of Performance
The Period of Performance for this project will be four weeks from the date of award of the contract.
• Delivery and installation shall be completed within four (4) weeks.
• All work must be scheduled in advance with the Range Principle Firearms Instructor to ensure minimal disruption to Range training and mission requirements.
7 KEY PERSONNEL
Key personnel include the following:
• Range Principle Firearms Instructor – Robert Melton
• Project Manager & COR – Emily Conner
8 SPECIAL CONSIDERATIONS
This is a live fire range facility, as such, safety is of the utmost concern. Safety rules and guidelines must be strictly adhered to at all times. Any individual or individuals observed not following the safety guidelines will be escorted off the grounds immediately.
