About this file
This document is a Statement of Work for garbage and recycling services at recreation sites in the Chequamegon-Nicolet National Forest in Northern Wisconsin.
The Statement of Work outlines the requirements for solid waste collection and disposal, as well as an optional recycling collection service, across various zones and sites. It defines the collection schedule, with weekly pickups during the peak season, bi-weekly pickups during the shoulder season, and on-call/as-needed service during the off-season. The contractor must provide bear-resistant, earth-tone dumpsters and ensure proper disposal of the waste at a state-licensed landfill. For recycling, the contractor will provide collection and disposal services on a bi-weekly or monthly basis, depending on the season. The Statement of Work also includes details on site-specific exceptions and the process for requesting special container pickups.
The related federal contract opportunity, Solicitation Number 12444625Q0002, is for the provision of these garbage and recycling services on the Chequamegon-Nicolet National Forest, specifically covering Zones 5a and 5b. The intent is to start the service on November 1, 2024, with the Department of Agriculture Forest Service as the contracting agency.

Dumpsters must be painted earth tones (brown, green, tan, blue) and be distinguishable from recycling bins. Select receptacles (as identified in the Schedule of Items) shall be deodorized after emptying to neutralize the foul odors of the dumpster so that they can not be smelled when a person is within ten feet of the dumpster.

The contractor may choose any weekday, Monday through Friday between the hours of 6:30 AM and 8:00 PM as his/her regular collection day. However, collection shall be made on a regular schedule so any given site will be collected on the same day and same general timeframe each week. The collection day will be agreed upon between the inspector for each zone and the contractor prior to beginning the contract. The vendor will provide written notice to the Forest Service of their pick-up schedule.
Site exceptions: None for Zones 5a and 5b
• Collection and disposal at site 11 – Stockfarm Bridge Campground shall occur once every 2 weeks during Peak and Shoulder Season

All Seasons (Off Season, Peak Season, Shoulder Season) During all seasons, the government can request garbage collection (special container pick-up) on a call-as-needed basis at any sites listed in the Schedule of Items. A special container pick-up during Off Season is most likely to be requested between April 15 and May 1 and/or between November 1 and November 30. A special container pick-up during Peak Season and Shoulder Season would be requested during times of extraordinarily high or unexpected use and would be in addition to the regularly weekly or bi-weekly scheduled collection. A special container pick-up is expected to be made within 48 hours of notification of the contractor.
