About this file

This Statement of Work (SOW) details NIST's requirement for a Terahertz (THz) Quantum Cascade Laser (QCL) Module for the Physical Measurement Lab's Sources and Detectors Group. The specific procurement is for one new DFB QCL Array compatible with an existing LWP-EASY-QCL-HP system, with technical specifications including a ~4.8 THz output frequency, distributed feedback design, and at least ~2 mW of continuous wave power. The module will support research in absolute reflectance measurements of microscopic carbon nanotube coatings and characterizing carbon nanotube detectors at THz frequencies.

Delivery terms specify F.O.B. Destination to NIST's Boulder, CO location within 14 weeks after receipt of order. Payment is structured as a 100% lump sum after successful installation, testing, and governmental inspection, with Net 30-day payment terms. The procurement follows a pre-solicitation sources sought notice (Solicitation Number: NB686010-25-00768) targeting small businesses under NAICS code 334516, with a size standard of 1,000 employees. Interested vendors were asked to submit four-page capability statements by March 14, 2025, to demonstrate their ability to meet the technical requirements.

STATEMENT OF WORK

Title: QCL Module Requesting Lab: Physical Measurement Lab, Applied Physics Division, Sources and Detectors Group

I. BACKGROUND INFORMATION

The National Institute of Standards and Technology (NIST) is the US National Metrology Institute (NMI) responsible for establishing standards along with advancing measurement science, standards, and technology. The Sources and Detectors Group is engaged in constructing novel sensor systems and requires additional THz Quantum Cascade Lasers to perform absolute reflectance measurements of microscopic carbon nanotube coatings in support of calibrations and remote-sensing research activities. The acquisition will allow NIST researchers to characterize carbon nanotube detectors at THz frequencies which will enhance current capabilities and meet current research obligations.

II. MINIMUM REQUIREMENTS

The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Line Item 0001: THZ QCL Module (also known as “DFB QCL Array”) compatible and designed for operation with existing THz QCL system known as model “LWP-EASY-QCL-HP” (serial number 50017) Quantity: 1 Technical Specifications:
