Statement of Work for Metallurgical Precision Saw
1.0 SCOPE
This Statement of Work (SOW) describes the requirements for a specialized Precision Saw to cut (section) metal parts for metallurgical analysis. The overall requirements include a Precision Saw, special clamps, and on-site training at the Naval Air Warfare Center Aircraft Division Lakehurst Materials Engineering laboratory. Additionally, the requirements include five option-years for on-site preventative maintenance following the warranty period. PID: N68335-25-SIMACQ-BL32000-0004.
2.0 REQUIREMENTS
2.1 Precision Saw Requirements
2.1.1 The manufacturer shall manufacture and deliver a new Precision Saw in accordance with this Statement of Work and the requirements of the contract.
2.1.2 The saw offered shall be designed specifically for cutting preparation of components for metallurgical sample preparation.
2.1.3 The saw shall be a Commercial Off-The-Shelf (COTS) product and shall not require additional modifications or alterations from current product line to meet this specification. Addition of accessory tools is acceptable. The saw shall not be out-of-production or no longer supported within the manufacturer’s product line. The saw shall be new and not "refurbished" or "previously used".
2.1.4 The saw shall be capable of cutting metal alloys over a wide range of strength and hardness values when fitted with the proper blade.
2.1.5 The cutting table of the saw shall be designed with T-slots that facilitate the clamping of specimens using the appropriate clamping tools.
2.1.6 The saw shall have a guard/cover that prevents cutting fluids and metal shavings (or debris generated from the sample) from escaping during normal saw operations.
2.1.7 The guard/cover shall have safety interlocks that prevent saw operation unless properly closed. The interlocks shall activate automatically when operator starts saw operation.
2.1.8 The saw shall have an easily accessed Emergency Stop mechanism that can be quickly activated by the Operator. All saw operations shall remain inactive until the Emergency Stop is released by the Operator.
2.1.9 Interior surfaces of the saw shall be constructed from corrosion resistant materials, including the saw table, to protect saw components inside the cabinet from corrosion. The saw shall not require drying of the cabinet inside between uses to prevent corrosion.
2.1.10 All computer circuitries shall be internal to the saw and non-separable from the saw. The saw shall not be required to have an external, separate computer to control saw operations.
2.1.11 The saw shall have an electronic control panel integral to the saw cabinet. The display shall be easily readable in all lighting conditions.
2.1.12 The saw shall be capable of variable cutting methods, including blade oscillation and direct manual cutting. These methods shall be selected by the Operator from the control panel.
2.1.13 The cutting blade and/or the cutting table shall be adjustable in combinations of X, Y, and Z orientations to maximize the cutting capacity of the saw and maximize the size of parts that can be cut within the saw enclosure. Movement in the X, Y, and / or Z plane shall be permitted by the cutting table or as an accessory to the saw.
2.1.14 The saw shall automatically decrease the feed rate of the blade if motor overload is sensed during the cutting process.
2.1.15 The saw shall maintain a database of cutting methods that can be accessed from the control panel.
2.1.16 The Operator shall be able to create specific cutting programs that will operate the saw automatically through a series of operating steps.
2.1.17 Interior surfaces of the saw shall be well illuminated by LED lighting to provide optimal lighting and vision of the work piece.
2.1.18 The position of the saw blade on the cutting table shall be indicated by a laser line indicator.
2.1.19 The saw shall include a system capable of circulating the cutting fluid through the saw with sufficient volume and flow rate to lubricate, cool and remove cutting debris from the working area of the saw through both fixed (adjustable) nozzles and manual wand.
2.1.20 The circulating system shall include strainers and/or filters to separate or retain debris to maintain clean cutting fluid suitable for pumping into the working area.
2.1.21 Saw operating conditions shall be displayed to alert Operator of saw conditions, especially if an abnormal condition is present.
2.1.22 The saw shall be capable of following a sequence of commands in an automatic operating process that is resident to the saw control or can be based on a series of operator input steps.
2.1.23 The Operator can select saw operating parameters, such as feed rate, feed pressure, cutting length and stop position of saw blade, and these operations can be stored as programs for repeated cuts.
2.1.24 The Operator shall be able to move the cutting table through manipulation of buttons, knobs and / or a joystick located on the control panel.
2.1.25 The X, Y, and Z movements of the blade and/or table are activated through the control panel either via manual settings from the Operator or as part of an automatic program established by the Operator or resident within the saw.
2.1.26 The saw shall be designed for placement on a typical laboratory table or bench top.
2.1.27 The saw shall accommodate blades of initial diameter of 3-in to 8-in diameter and an arbor size of 0.5-in. diameter.
2.1.28 The cutting table of the saw shall be moveable in the X-plane to permit serial cutting of the specimen.
2.1.29 The power input to the saw should not exceed 240VAC, 50/60Hz, 1-phase.
2.1.30 The saw shall be fitted with a fluid sump or tank for cutting fluid, and a pump to circulate fluid to cutting chamber. The sump or tank shall be internal to the saw body.
