STATEMENT OF WORK (SOW)
U.S. Customs and Border Protection Port of San Luis
Firing Range Services
1. BACKGROUND:
All U.S. Customs and Border Protection (CBP) Officers authorized and issued appropriate credentials and permitted to carry firearms must maintain at least the minimum level of marksmanship and re-qualify four times a year. In addition, it is mandatory that all CBP officers authorized and permitted to carry firearms participate in Use of Force Training (UOF) established by the Firearms and Tactical Training Division. Use of Force Training will be conducted by the UOF staff every requalification period.
Currently, the CBP Port of San Luis does not have a government owned firearms facility and must employ private firearms facilities in order to comply with the firearms training requirement. The CBP Port of San Luis will need an appropriate commercial firearms facility for weapons qualification and training.
2. SCOPE:
The purpose of this procurement is to secure the exclusive use of a commercial firing range facility that will effectively support the U.S. Customs and Border (CBP) official firearms training and recertification program. The requirements and capabilities of the firing range shall be as outlined in this Statement of Work (SOW), and the firing range shall be utilized by CBP personnel only. Any other use by CBP personnel (off-duty/not on duty) is strictly prohibited and not authorized for payment or other usage under the terms and conditions of this SOW and any potential contract resulting thereof.
3. APPLICABLE DOCUMENTS:

Chapter 6: Use of Force Proficiency and training
A) Firearms Proficiency and Training Requirements (Note: paragraph numbering refers to Handbook sections)
1. All Authorized Officers/Agents who carry a CBP-authorized firearm must maintain and regularly demonstrate an acceptable level of proficiency.
2. All Office of Field Operations personnel are required, at a minimum, to demonstrate their proficiency in the use of each of the firearms that they are issued two times per year during each of the following training periods.
a. October through March; and
b. April through September
3. UFCE will publish advanced firearms training exercises (AFTE) that are required to be completed during firearms training. Responsible supervisory personnel shall ensure that each officer/agent completes AFTE each training period.
4. Each Authorized Officer/Agent must successfully complete, at a minimum, one firearm-based use of force training scenario, approved by the Director of UFCE, on an annual basis.
5. Each Authorized Officer/Agent must successfully complete a night fire or low-light familiarization course of fire, approved by the Director of UFCE. On an annual basis (sunglasses or similar devices may not be used to simulate night or reduced light conditions).
6. During each training period, all Authorized Officers/Agents must receive UFCE-approved training on use of force policy.
4. SPECIFIC TASKS:
Task 1: Firing Range and Training Facilities
a. Firing Range
Shall accommodate shooting qualifications at a minimum distance of 50 yards.
Range shall include distance markers (temporary or permanent) crossing the width of the range (perpendicular to line of fire) that are spaced at the following intervals from the target line: 7-yard, 15-yard, 25 yard and 50 yards. These markers are to accommodate the specific distances of fire mandated within CBP qualification guidelines and shall not interfere with qualification firing.
Adequate earthen berms shall be established and maintained to safely allow for training with high velocity ammunition. The earthen berms shall be of adequate height to prevent rounds from bouncing over and out of the designated firing range for safety in and around the range facility. Proper earthen berm height shall be approximately 10 feet tall or higher.
Shall accommodate the number of annual range visits (personnel) as specified in Table 1 below to conduct live-fire firearms training, practice, and recertification on a year-round basis. Range visits will be separated into quarterly training periods each Fiscal year consisting of approximately 45 calendar days utilized each quarter for a total of approximately 180 days annually. The specific quarterly range days will require scheduling flexibility to allow for coordination between other unrelated agency training requirements. CBP shall have first-choice use of the firing range facilities, in order to ensure as-needed availability for scheduling purposes. In the event that the Contractor shall require the facility for other purposes, prior coordination with CBP shall be necessary in order to ensure that scheduling priorities of the Government are afforded first priority without interruption.

10:00 pm, Monday through Friday, and may infrequently be needed on weekends.
Provisions for the removal and disposition of brass firing shells. Contractor shall provide the necessary containers/trash cans for the regular removal and disposal of all brass from firing range. The Government will collect all spent brass and place in the contractor provided containers to be removed from the range by the Government. The Government will also dispose of all other miscellaneous Government produced trash on the range in contractor provided dumpsters.

b. Training Facilities
Shade canopy at firing line on beginning of range measuring 59 ft x 8 ft set atop a concrete pad measuring 80 ft x 10 ft.
The Government shall provide restroom facilities for male/female officers.
The Government shall provide bottled water services for Government use.
The Government shall provide classroom training area.
The Government shall provide mat room/physical training room.
Live Fire Training area for non-lethal training ammunition.
Allow and provide for adequate footprint at range to accommodate connex storage boxes, to be supplied by the Government, for use as secure storage for non-weapons support equipment such as targets, target equipment, and expandable supplies. Available space for the connex box equipment needed is:
approximately 32 feet x 24 feet area to accommodate 4 connex units measuring 8 feet W x 8 feet H x 23 feet L.
Shall provide secure fencing from the access road to the earthen berms to enclose the range to limit range access from unauthorized personnel. The fencing will predominantly secure the parking/staging area leading up to the range earthen berms which act as a natural barrier preventing access. Gates with locking capability shall be provided.
All keys necessary to access contractor provided areas such as gate keys and restroom keys shall be provided to CBP at the time of contract award.
5. DELIVERABLES AND DELIVERY SCHEDULE:
a. Fully Operational Range.
i. 7 - 12 lane range, suitable for officers in accordance with the requirements of this SOW, made available to the CBP Area Port of San Luis Training Unit upon award of contract.
ii. Range shall be made exclusively available to the San Luis Port for official operations between the hours of 6:00 am and 10:00 pm, Monday through Friday, and may infrequently be needed on weekends for official use only. Weekend coordination shall be conducted with the Contractor at least 24 hours prior to actual need. The San Luis Port will be conducting training approximately 45 days each quarter of the Fiscal year. Use of the range facilities for the actions of this contract shall be used for duty related qualifications.
iii. Range shall be able to accommodate night shoot requirements, including available space for the Government to provide portable lighting as required.
b. Security Fencing.
i. Secured fencing structure erected in a perimeter around the range and operational areas, including the porta john servicing location and the connex box storage location.
ii. Fencing shall be 10-foot-tall chain link or equivalent, with a minimum 20-foot-wide gate, able to be locked and secured by Government-provided locks. Fencing linear requirements shall be approximately 145 feet long on the west side, 120 feet long on the east side and 220 feet in width. Fencing structure shall be secured in the ground with concrete, and not allow for access to the range facility by the general public.
c. Range Markers.
i. Distinctive range marking system (concrete walkways or other markers) designating range distances at 50-foot intervals. Markers shall run perpendicular to range and shall not interfere or otherwise impede range services.
d. Electrical and potable water services for the modular building.
6. GOVERNMENT and CONTRACTOR-FURNISHED EQUIPMENT AND INFORMATION:
a. The Government shall supply all necessary equipment and supplies as required for training. This includes, but is not limited to; Safety Officer, ammunition, firearms, first aid and safety equipment, targets and targets backing.
b. The Government shall provide Connex boxes for storage, to be properly secured and remain in place at the firing range.
c. The Government shall provide porta-john equipment and services to the range area, on an as needed basis, for exclusive use by Government personnel only. The equipment and services for this requirement shall be acquired via separate acquisition action.
d. The Contractor shall provide adequate space within the secured fencing perimeter in order to store the Connex Boxes to be provided.
e. The Contractor shall provide adequate space for the porta-john equipment and servicing of same. Designated space to be identified shall be located inside the secured fencing perimeter and in an area that allows for easy and convenient access by the Government personnel training on the facility, as well as easy and clear access for an Industry-standard porta-john dumping truck to the units for servicing.

Exercising of option years is dependent on the needs and requirements of the Government.
