About this file
This document includes a statement of work and notice of intent to sole source a federal contract opportunity. The statement of work outlines requirements for a Phantom Radiology equipment package for the Wright Patterson Medical Center, including a 2D scanner, IC profiler/energy verification kit, solid water slabs for calibration, gantry mounting fixture, MapPHAN, Sun Nuclear phantom kit, and SunCHECK rack server. Installation, training, and a one-year warranty are also required. The notice of intent indicates the intent to award a sole source firm-fixed-price contract to Sun Nuclear Corporation to meet the requirements, as they are the only known company capable of providing a system fully operational with the existing equipment and compatible with the Dayton Veterans Affairs Medical Center system per a memorandum of understanding. Responses are due by a specified date and must be submitted by email with the subject line "Phantom Radiology".

Phantom Radiology Package 05 February 2024
1. Introduction: Radiation techniques for patients are now much more complex and current equipment/methods of quality assurance (QA) at Wright Patterson Medical Center (WPMC) are less accurate and are now considered obsolete according to recently published guidance by the field’s professional society. The addition of this system will allow QA to be performed much more accurately and efficiently than currently allowed; specifically, it will keep a digital history of all QA performed, allow cleaner/more robust hard copy documentation, and help diagnose potential problems with linear accelerator more quickly and accurately.
2. Background: In recent years, the WPMC Radiation Oncology Clinic has treated over 200 new patients with radiation. Of these procedures, 60-70% require highly complex radiation delivery techniques that call for more rigorous and advanced/state-of-the-art physics QA before therapy execution. The overall radiation workload is projected to remain stable, but the share of complex/high-dose cases is expected to increase in the future.
3. Delivery:
o Requested delivery dates: 45 days after contract award date o Base Access Point of Contact: Vivian Thompson, Vivian.e.thompson5.mil@health.mil o Surgical procedure dates – N/A o Is hand delivery by sales representative required Y N N/A o Does sales representative need to be present during surgery Y N N/A

STATEMENT OF WORK
Medical Center (DVAMC) system per the existing Memorandum of Understanding (MOU). Additionally, the software shall be able to seamlessly integrate with WPMC’s existing Sun Nuclear devices.
o Accessories – All of the items included in this equipment package are integral for operation. The Solid Water HEs being purchased with this product are meant to mimic true water within .5% to support calibration for radiotherapy beams.
o Configuration – Configuration of all equipment to the software is necessary to ensure successful operation of the product. Vendor is responsible for ensuring configuration is completed prior to conducting any kind of training or any kind of acceptance from Medical Group (MDG) staff. Hardware validation shall be completed to ensure proper configuration. The 2D scanner and existing linear accelerator shall be configured to the new software/server.
o Installation & Testing – Installation of the software shall be completed by the vendor with assistance from the Medical Group (MDG) Information Technology (IT) center. The software shall be tested to ensure operability prior to the departure of the servicing technician. The SunCheck Server shall be updated with a replacement server and the LINAC license shall be installed remotely. MDG IT center will be responsible for providing any additional information that the installation team may need.
o Training – End user training shall be provided by the vendor for one day by a qualified representative.
o Warranty – One year service warranty for remote support, repair services, phone support, web support, and software updates.
o Standards, Guidelines or Approvals – The software shall be a mirror platform to WPMC’s sister Radiation Oncology Clinic, DVAMC Radiation Oncology Clinic, to ensure inter-operability per MOU.
