This document is a Statement of Work for the procurement of four Vision Research S991 High Speed Digital (HSD) cameras and two additional Vision Research S991 HSD cameras. The cameras are required to meet imagery requirements on the Mobile Launcher (ML) for the Artemis II program. The S991 is the only qualified camera that can meet the spatial resolution, temporal resolution, and vibration and electromagnetic interference requirements. The related federal contract opportunity is a Special Notice from NASA for a sole source contract to Vision Research Inc. for the six S991 HSD cameras. Vision Research Inc. owns the proprietary rights to the Phantom Cameras and does not use resellers. NASA intends to acquire the cameras as a commercial item under FAR Part 12. NASA is soliciting statements of capabilities from any interested parties that believe they can meet the requirement, which must be submitted by May 15, 2024. A determination on full and open competition will be made by the Government based on the responses received.

STATEMENT OF WORK
1. Objective/Requirements This Statement of Work (SOW) request is for the procurement of a Vision Research S991 High Speed Digital (HSD) camera, with spatial resolution, temporal resolution, as well as vibration and electromatic interference. Vision Research S991 cameras are currently being used to meet Program imagery requirements in other locations on the Mobile Launcher (ML).
The newly procured cameras will integrate into existing architecture and will be compatible with the current used and installed Camera Record and Control System (CRCS), which allows for health and monitoring, record start and stops, as well as other camera configurations.
2. Characteristics, Scope, and Specs
Currently this is the only qualified camera to meet the Program requirements for high-speed imagery capture and it will be used on the ML during Artemis II. A multi-year market research was conducted as well as review by the KSC Advanced Imagery Analysis Lab (AIAL) in qualifying the S991 camera. The S991 is unique in its ability to have the spatial and temporal resolution required as well as the required storage space for capturing high speed digital imagery used for engineering analysis of subsystems during Artemis II and future launches.

In accordance with commercial practice, software licenses and software and hardware maintenance are provided as non-severable services. Software maintenance includes the development and publishing of “bug” and/or defect fixes, patches, updates, upgrades in function, technology to maintain the operability and usability of the software product, as well as various technical support and diagnostic tools and resources. Hardware maintenance includes the labor for troubleshooting and part replacement.
