About this file

This is a Statement of Work for Environmental Laboratory Analysis Support services to be provided to the Naval Research Laboratory (NRL) in Washington, DC. The contractor shall perform independent laboratory analysis of environmental samples (potable water, wastewater, fuel, and waste) to meet NRL's environmental compliance requirements. The contractor must pick up materials for analysis from NRL within two calendar days of request and maintain all Chain-of-Custody procedures. The contracted laboratory must be certified by MARTEL LABORATORIES JDS, INC, the DC Department of Energy and Environment, and/or the U.S. Environmental Protection Agency for the specific analyses being conducted.

The scope includes routine analyses with a 10-day turnaround requirement: 90 lead and copper samples (EPA Method 200.8DW), 100 total coliform tests, 2 nitrate samples, and 3 Stage 2 DBPR samples for drinking water; 2 TPH samples, 2 total oil and grease samples, 2 metal samples, 1 cyanide sample, 2 TTO samples, and 2 PCB samples (detection limit 0.001 mg/L) for wastewater; 3 PCB transformer oil tests; 16 API gravity, 16 BTU, and 16 sulfur content samples for fuel oil analysis; 4 TCLP complete extracts; and various additional samples valued at $7,000. All analyses must follow standard EPA Methods. Routine laboratory reports must be submitted to NRL's point of contact within 10 calendar days of sample receipt, with positive results or Maximum Contaminant Level exceedances reported within 24 hours. The period of performance runs from February 2, 2026 through February 2, 2030. Samples will be picked up at 4555 Overlook Avenue, SW, Washington, DC 20375, with electronic submission of analysis reports to the NRL POC.

STATEMENT OF WORK

TITLE: Environmental Laboratory Analysis Support

I. Background Information

Naval Research Laboratory performs sampling of various media (potable water, wastewater, fuel, and waste) to meet environmental compliance needs.

II. Scope

This Laboratory Analysis Support will perform analysis of samples provided to meet environmental compliance requirements.

III. Objectives

Provide laboratory support to analyze samples collected in support of the Environmental Program at NRL.

IV. Services to be performed or specification of items to be procured.

The contractor shall independently perform all work and furnish all labor, materials, supplies, equipment, and services

(except as otherwise specified in the contract) to perform the following services:

A. The contractor shall pick up the material(s) for analysis from the Naval Research Laboratory (NRL), Washington, DC within two calendar days of pickup request. All applicable Chain-of-Custody procedures shall be followed including appropriate document maintenance and retention.

B. The contracted laboratory must be certified by the MARTEL LABORATORIES JDS, INC, the DC Department of

Energy and Environment and/or the U.S. Environmental Protection Agency for analysis in the particular constituent being analyzed. The laboratory must provide NRL’s POCs with a copy of the Laboratory Quality

Assurance Manual and Laboratory Standard Operating Procedures, when required.

C. The following is a list of routine analyses required. Other analyses not listed may be required on an as-needed basis. All analyses must follow standard EPA Methods for each constituent. Vendor must provide a ten (10) day turnaround for test results

a. Drinking Water Analysis: All analyses must conform to EPA approved drinking water analytical methods and procedures contained in 40 CFR 141.

i. Ninety (90) Lead and Copper Samples (EPA Method 200.8DW)

ii. 100 Total Coliform Tests (EPA Method SM9222/9223)

iii. Two (2) Nitrate (EPA Method 200)

iv. Three (3) Stage 2 Disinfectants and Disinfection Byproducts Rule (DBPR) (Haloacetic Acid (HAA5), Total Trihalomethanes (TTHM)) Samples (EPA Method 552, 502)

b. Wastewater Analysis: All analyses must conform to procedures contained in 40 CFR Parts 136 and 403.

i. Two (2) samples for Total Petroleum Hydrocarbons (TPH) Oil and Grease (SGT-HEM) (EPA

Method 1664-TPH)

ii. Two (2) samples for Total Oil and Grease (HEM) (EPA Method 1664B)

iii. Two (2) samples for Total Copper, Total Mercury, Total Zinc, Total Arsenic, Total Cadmium, Total

Lead, Total Molybdenum, Total Nickel, Total Silver (EPA Method 200.8)
