About this file
This is a Statement of Work (SOW) for MATLAB software licensing and maintenance services at the National Institutes of Health's National Eye Institute (NEI), effective November 1, 2025. The contractor shall provide comprehensive support and maintenance for MATLAB and Simulink products, including biannual software releases, worldwide technical support from specialized engineers, and access to online offerings such as MATLAB Mobile, MATLAB Online, and MATLAB Drive. The period of performance runs from March 6, 2026 through March 5, 2027. No specific tasks are required beyond delivering the specified support, maintenance, and licensing services. The government will furnish no property, and no access to NIH systems will be provided to the contractor.
Security requirements are minimal as this involves commercial off-the-shelf (COTS) software with no sensitive data handling or federal information system operation. The software will be used in accordance with NIH IT security policies, and no additional security requirements apply. The related federal contract opportunity (Solicitation Number 75N98026Q00075) indicates this is a sole-source acquisition under FAR Part 13 (Simplified Acquisition Procedures) being awarded to MathWorks, Inc., the exclusive developer and manufacturer of MATLAB. The sole-source rationale emphasizes that NEI's existing validated analytical models, scripts, and research workflows are exclusively written in MATLAB, making transition to alternative solutions economically and technically infeasible.

1.0 INTRODUCTION/OVERVIEW
MATLAB (matrix laboratory) is a multi-paradigm numerical computing environment and proprietary programming language developed by MathWorks. MATLAB allows matrix manipulations, plotting of functions and data, implementation of algorithms, creation of user interfaces, and interfacing with programs written in other languages used by NEI benchtop scientists.
1.1 BACKGROUND
MATLAB empowers the benchtop scientist by combining a desktop environment tuned for iterative analysis and design processes with a programming language that expresses matrix and array mathematics directly. It includes the Live Editor for creating scripts that combine code, output, and formatted text in an executable notebook.
1.2 OBJECTIVES
Maintenance and Technical Support
2.0 REQUIREMENTS
Software Maintenance Subscription
2.1 TASKS
There are no specific tasks the be delivered by the vendor to the government beyond the specified support and maintenance and licensing of the product.
2.2 DELIVERABLES
The Contractor shall provide support and maintenance for MATLAB.
Service includes:
• The latest updates to your MATLAB and Simulink products – with releases twice a year
• Worldwide technical support from specialized engineers
• Online offerings such as MATLAB Mobile, MATLAB Online, and MATLAB Drive
2.3 SCHEDULE
The period of performance is to begin following contract award dates. Estimated to be: 03/06/2026 through 03/05/2027
3.0 GOVERNMENT FURNISHED PROPERTY
· No government furnished property required
4.0 SECURITY REQUIREMENTS
This requirement is for the licensing and maintenance of commercial off-the-shelf (COTS) software. The Contractor will not be provided access to NIH systems, and no federal information system will be operated on behalf of the Government under this requirement.
The software will be used in accordance with NIH IT security policies. As no sensitive data is involved and no system authorization boundary is created, no additional security requirements are applicable.
