DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK LOCKSMITH TRAINING

REQUIREMENTS:

This solicitation provides requirements locksmith training as specified by the Federal Bureau of Prisons (Bureau). The locksmith training is required to be provided for a Firm- Fixed Unit price in accordance with the Bureau specifications, as stated herein.

The locksmith course will normally take place at the Management and Specialty Training Center (MSTC) located in Aurora, CO. The training course can be designated to take place at any Bureau location in the 48- contiguous states when requested by the Bureau of Prisons (BOP). A listing of these locations is available for viewing at www.bop.gov. The Contractor will be required to ship all training aids belonging to the contractor to the designated training site. The BOP will be responsible for all items and material belonging to the agency.

Descriptive literature is required for the purpose of determining before award whether the course offered meets the specifications. The descriptive literature shall address each of the required specifications. If the contractor fails to furnish descriptive literature with its offer that particular offer will be considered non-responsive to the RFP and ineligible for award

The prices offered shall include all applicable taxes and Bureau destination charges.

COURSE SCHEDULING:

Contract terms require locksmith course scheduling with a minimum of 60 day advance notice and a maximum of 18 month projected course dates.

INVOICES:

Invoices shall be mailed to, and paid by, Management and Specialty Training Center (MSTC) located in Aurora, CO.

PACKAGING AND MARKING:

Packing and marking of training items and materials delivered to a location other than MSTC under this contract must be marked as follows:

“HAZARDOUS MATERIAL FOR DELIVERY TO FEDERAL PENAL INSTITUTIONS.

DELIVER TO SECURITY OFFICER ONLY.”

Course Description

The 7-day hands-on course will provide a comprehensive knowledge of locks and a fundamental locksmith base. The training course must provide the skills necessary to be a competent technician who can service, install, trouble shoot and most commercial, industrial, and detention key lock systems.

Each student must be given the capabilities and vulnerabilities of each of the key lock systems demonstrated and presented during the course.

Course Objectives At the conclusion of the course each student will be qualified to perform the following:

Identifying keys by manufacture, design, and type Rekey pin tumbler style locking systems Rekey lever tumbler style detention locks Service and maintain pin tumbler style locking systems Service and maintain lever style detention locking systems Door preparation and lock installation Hand file keys to known depth and space data General use and calibration of key duplicating and originating machines Employment of several lock by-pass techniques to include: picking, impressioning, bumping and tool specific by-pass techniques.

Understanding of high security lock systems Install and service utility style cam locks

Key blank identification Lock identification Hand filing Rekeying Door preparation and drilling Lock installation Lock functions Lock picking Lock impressioning Master keying basic overview ASSA high security locks Detention lock teardown and servicing (Southern, Folgers, Airteq, Brink) -Electro-mechanical locks to include 50 series, 120 series, 300 series, Solenoid gate locks.

-Mechanical locks to include series 80 and series 10 detention locks, sliding grill/door locks.

Detention lock rekeying Electric detention lock UL requirments Mortise lock tear down and servicing Disc lock installation and picking (Utility cam locks)

Kaba Unican mechanical pushbutton locks Key Duplicators Code cutting equipment and software
