Statement of Work- Florida Keys National Marine Sanctuary Vessel Yard Work R3604 Leatherback

A] GENERAL INFORMATION:

1] This Statement of Work contains the requirements for the annual haul-out of the Florida Keys National Marine Sanctuary (FKNMS) vessel Leatherback. Vessel characteristics:

a) NOAA Registration: R3604

b) Year Built: 2021

c) Manufacturer: Newton Boats Inc.

d) LOA: 36.0 feet

e) Beam: 14.5 feet

f) Draft: ~3.5 feet

g) Displacement: ~20,000 Lbs.

h) Propulsion: Single, Cummins QSL9 450 HP

2] All work is to be accomplished at the contractor’s facility. The contractor’s facility shall be located less than 50 miles from the dock at the Dr. Nancy Foster Florida Keys Environmental Complex at 33 East Quay Road, Key West, FL. NOAA shall deliver the vessel to the contractor’s facility, and the vessel shall be returned to NOAA at the contractor’s facility. The period of performance is:

November 1, 2024 through February 28, 2025

3] Coordination of the work schedules shall be the responsibility of the contractor so as to avoid any delays or disruptions. The contractor shall provide all facilities, labor, materials, tools, and services required to complete the work.

4] Upon arrival at the contractor’s facility, the contractor shall accept full responsibility for the safety of the vessel, including fire protection, security patrols, water-tight integrity, and protection from adverse environmental conditions. This responsibility shall terminate only after all work is complete, accepted by NOAA, and NOAA personnel remove the vessel from the contractor’s facility.

5] NOAA employees and contractors may be working on board the vessel during the contract period of performance on a not-to-interfere basis. During this period, these personnel shall be given full access to the vessel during normal working hours.

6] The contractor shall ensure that all machinery and equipment used hauling the vessel from the water is fully functional, suitable for the task, rated for loads at least 20% greater than the maximum weight of the vessels, and operated by trained, competent personnel. Docking plans for the vessels are not available, and proper sling positioning is the responsibility of the contractor.

7] The Government reserves the right to award some or all tasks defined herein.

8] All work performed under this SOW shall meet or exceed all current requirements of ABYC and USCG (Subchapter T) as applicable to this size and type of vessel, in addition to any specific requirements stated below.

9] In the event defects or damage unrelated to the work tasks are discovered, the contractor shall submit a Condition Found Report (CFR) to NOAA staff. The CFR shall define corrective actions needed, the cost for that work (separated into labor, materials, services, and total), and the impact to the period of performance. No additional work shall be requested or performed without prior approval by the Government Contact Point and the Contracting Officer.

10] Any welding, if required as part of the tasks below, shall be performed by certified welders working in accordance with approved weld procedures. Certifications and approvals by USCG, ABS, or another nationally recognized authority are acceptable, and copies of these shall be provided with the quote.

11] All work performed on the vessel shall be accomplished as described unless alternatives are presented in writing BEFORE the work commences, and are agreed to by NOAA. Any work that does not adhere to the descriptions below will be redone at the contractor’s expense and within the defined period of performance.

12] Bidders are strongly encouraged to inspect the vessel before submitting proposals, and understand all general and local conditions that may affect the cost of the performance of the contract to the extent such information is reasonably obtainable. In no event shall a failure to inspect the vessel constitute grounds for a claim after award of the contract. The R/V Leatherback is located at 33 East Quay Road, Key West, FL 33040. B] SPECIFIC WORK TASKS:

1] Haul out, pressure wash, block, lay days

a) Ensure that the vessel is hauled out and blocked in accordance with standard practice for this vessel type and size.

b) Pressure wash and scrape to clean bottom and running gear of the hull below the waterline to include prop, shaft, struts, rudder, dive platform supports, and thru-hull fittings of all marine growth. Clean transducers with a non-metallic brush, taking care to not mar the emitting surface in any way.

c) Check clearance of cutlass bearings on rudder and propeller shaft. With a dial indicator, check the run out of the propeller shaft. Provide FKNMS a written copy of these readings.

2] Replace Zinc Anode Replace all the underwater body zinc anodes as follows:

a) One 6”x12” plate zinc anode model DP-1 mounted on the transom below swim platform.

b) Ensure plate is electrically connected to the vessel bonding system.

3] Renew PropSpeed

a) Prepare propeller, propeller shaft, rudder, and struts for the PropSpeed or equivalent system.

b) Apply PropSpeed or equivalent in accordance with manufacturer’s instructions.

c) Upon task completion, provide NOAA staff an opportunity to inspect the new coating.

4] Renew bottom coating

a) Remove any failed or failing anti-fouling coating on the underwater hull of the vessel.

b) Tape off waterline.

c) Prepare the hull surfaces per manufacturers requirements, and apply one coat of Pettit Ultima SR40 blue antifouling paint or equivalent to the hull below the waterline, with an extra coat applied at the waterline to extend six inches below the waterline.

d) Ensure blocks and stands are shifted so that all areas of the hull are properly prepared and painted.

e) Clean and paint all submerged external intake strainers installed through the hull. Clean out intake thru-hulls before reinstalling the strainers.

f) Upon task completion, provide NOAA staff an opportunity to inspect the new coating.

5] Add cleat starboard aft Add one each stainless-steel cleat to the stbd side angled bulwark aft. New cleat size, quality, rated strength, and location will match that on the port side.

6] Add speaker in cabin linked to upper hailer Install a hailer speaker with talk-back function in the main cabin that is wired to the upper hailer unit so upper and lower station can converse by voice. Upon completion, demonstrate speaker function to NOAA staff.

7] Replace upper station VHF Remove and replace the upper station VHF radio with a new and unused model of equal or better performance. Connect the new radio in the same devices so it provides the same functionality as the old unit. Upon task completion, test the radio with NOAA staff present to demonstrate full operability.

8] Replace upper station trim tab controls Replace the upper station trim tab controls with a new and unused unit of the same brand and model.

Upon task completion, test the new controls for proper operation with NOAA staff present.

9] Repair gelcoat at stbd side aft There are up to ten locations encompassing up to 10 square feet of surface on the hull side stbd that require gelcoat repairs. These will be identified by NOAA staff on vessel arrival. Prep and repair these areas, ensuring the best color match possible. Sand and polish smooth.

10] Reseal five windows Remove the three windshields and the two windows in the cabin aft bulkhead. Clean the frame flanges and the house surfaces. Reinstall the same windows in new polyurethane sealant. Upon completion test the five windows with a ¾” hose stream to demonstrate the flanges are water-tight.

11] Reseal engine hatch frame Remove the engine hatch and hatch frame. Clean the frame flanges and the deck surfaces. Reinstall the same frame in new polyurethane sealant, and reinstall the hatch. Upon completion, test the hatch frame with a ¾” hose stream to demonstrate the flange is water-tight, and demonstrate the hatch opens and closes smoothly and seals when closed.

12] Repair bent handrail port aft Straighten the port aft handrail on the deck edge. Unbolt the after most stanchion base, straighten the base and rail, and reinstall with new bedding.

13] Service main engine and generator Provide annual, routine servicing of the main engine and generator in accordance with OEM guidance.

Main has ~750 hours, and the generator ~1100 hours. Include lube oil and fuel filter element changes.

Upon completion run the main and generator dockside with NOAA staff present and demonstrate proper operation of the machinery and that no leaks are present. Provide written documentation of servicing.

C] OTHER INFORMATION

1] IT Security Requirements The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply, and a Security Accreditation Package is not required. The Contractor will not be accessing US government computers or IT systems for this effort. The Contractor will not be accessing any information that is not within the public domain for this effort. The contractor will not be processing, transmitting or storing privileged access information (i.e., non-public) in carrying out the tasks of this contract.
