About this file
This is a Statement of Work for endoscopic imaging systems and surgical scopes for the Overton Brooks VA Medical Center in Shreveport, Louisiana.
The procurement requires a complete endoscopic minimally invasive imaging system with flexible and rigid video scopes capable of 4K fluorescence imaging using indocyanine green (ICG) technology. The system must feature a modular design for multi-specialty customization across general surgery, urology, gynecology, cardio-thoracic, ENT, and neurosurgery. Required technical capabilities include Chromo and Clara image enhancement features, Pointer and Grid visualization overlays, Screen Saver burn-in protection, Picture-in-Picture (PIP) functionality, and a dashboard with warning alerts. All equipment must be fully compatible with existing KARL STORZ equipment owned by the facility. The imaging platform must be 4K throughout, with a two-chip 4K CMOS camera design enabling true 4K-UHD acquisition with NIR/ICG fluorescence imaging in three modes (Overlay, Monochromatic, and Intensity Map). Additional components required include laser-free LED light sources with 30,000-hour bulb life, insufflators with 50-liter-per-minute flow rate capable of heating and humidifying CO2, and 32-inch flat panel 4K displays with MEDI-MATCH color calibration and 3D display capability. The contract period runs from October 1, 2026, through September 30, 2030, with a base period of one year and three optional one-year renewal periods. The contractor must deliver, install, and provide in-service training to all staff and clinicians, and provide a service agreement covering repair and replacement of all proposed equipment plus existing KARL STORZ scopes owned by the facility. All equipment must include manufacturer warranties of at least two to three years. Delivery must be coordinated with facility logistics representatives and comply with site-specific protocols for badging, escort, and operating hours.

Statement of Work
Endoscopic Imaging System and scopes for Surgical Department
1. General Overview
The services requested are for endoscopic minimally invasive equipment required to provide surgery to our veterans. It will be used across specialties: general surgery, urology, gynecology, cardio-thoracic, ENT, and neurosurgery. Fluorescence (ICG) 4K video imaging is required for these surgeries. It must provide video flexible scopes and rigid scopes and be 3D capable. It must be of a module design to allow customization per specialty. The imaging system must have Chromo and Clara enhancement features that add safety to surgical procedures. Clara eliminates darkness and provides a bright image edge to edge. Chromo increases the visibility of blood vessels. Additional features required are Pointer and Grid visualization, Screen Saver for burn-in protection, PIP, and a dashboard that provides warnings and alerts. All equipment must be fully compatible with existing KARL STORZ equipment—a service agreement covering the repair and replacement of equipment listed in the proposal and existing scopes owned by the facility.
2. Definitions and Acronyms Chromo increases the visibility of blood vessels Clara eliminates darkness and provides a bright image edge to edge.
NIR/ICG fluorescence 3D 3 dimensional Pointer visualization is a green dot that allows the surgeon to point to specific anatomy.
Grid visualization creates a grid of surgical anatomy, allowing for easy reference.
Screen Saver eliminates burn-in.

6. Contractor Requirements
The contractor will deliver, install, and provide in-service for equipment to the staff and clinical team. Successful implementation should result in all equipment functioning correctly and all staff and clinicians being educated on proper use.
7. Reporting Requirements
NA
8. Applicable Documents
The contractor will provide all IFUs required for each piece of equipment. The contractor shall meet all the following salient characteristics.
Salient Characteristics:
All items must be compatible and interchangeable with the existing KARL STORZ video, endoscopes, and instrument sets for all surgical specialties currently used at the VA Overton Brooks Medical Center. They must also have the following exact characteristics.
Camera Head and Camera Connect I Modules
• 4K platform for both the camera heads and the camera connect/modules
• True 4K-UHD acquisition with fluorescence imaging in the near-infrared range for visualization of indocyanine green.
• Modular design for future expandability to 3D, NIR/ICG, Flexible Digital Endoscopes, etc
• Built-in Chroma enhancement.
• Built-in Clara enhancement.
• On-screen Pointer visualization feature.
• On-screen Grid visualization feature.
• Screen saver for monitor burn-in protection.
• Dashboard display with warnings and information application.
• Built-in PIP (Picture in Picture).
• 20 Programmable Presets.
• The ICG Camera Head must be one piece with no separate modular couplers and include an integrated digital zoom.
• Must have at least a 3-year manufacturer's warranty
4k Technology:
The Camera Connect Unit, Camera Head, and Monitor MUST be 4K throughout the system. 4K has four times the resolution of 1080P HD and a wider color gamut. The wider color gamut and high resolution allow surgeons to see a crisp, vibrant image that enables them to discern more details.
TRU 4K-UHD with Fluorescence Imaging:
There is a two-chip 4K CMOS design. One chip is dedicated to white light detection, while the second focuses on the NIR/ICG signal. This design enables the camera head to present the three different NIR/ICG modes (Overlay, Monochromatic, and Intensity Map) in 4K.
Modular design: The camera System MUST be a modular architecture design with separate modules that include picture-in-picture technology, 4K, NIR/ICG, and 3D for future expandability.
The camera platform must be compatible with existing KARL STORZ camera heads and flexible digital scopes that are both backward and forward compatible. Modular design enables the standardization of one user interface and customizes its functionality and performance on the respective surgical applications.
Chroma Enhancement: Camera Control Unit MUST include KARL STORZ Chroma technology.
IMAGE1 S Chroma enhancement increases the visibility and vascularity of blood vessels, which minimizes the likelihood of injuring delicate anatomy, i.e., carotid artery, in transsphenoidal ENT/Neurosurgery.
Clara Enhancement: Camera Control Unit MUST include KARL STORZ Clara technology.
IMAGE1 S Clara is a unique feature that allows in real time (no visible lag time) to eliminate dark areas in an image, allowing the surgeon to keep their telescope at the proper distance from the surgical target and be able to perceive and discern additional content effectively. With other/current systems in the market, the surgeon needed to move their telescope closer to the target for proper illumination, reduced space for instruments, lost overview, and came with the risk of getting mucous on the lens, hence impeding clarity of the surgical field -the Clara has the potential to reduce surgical time. This reduces errors/complications as the surgeon will not need to remove, clean, and reinsert, which is time-consuming during a procedure.
Pointer Visualization: Camera Control Unit MUST include "Pointer" enhancement. The IMAGE1 S video architecture features a pointer visualization overlay that facilitates effective verbal communication between the attending surgeon and his assistant.
Grid Visualization Feature: The Camera Control Unit MUST include a Grid Visualization feature.
This feature facilitates effective verbal communication between the surgical team members, minimizing operating time. The IMAGE1 S video architecture features a grid video overlay that facilitates effective verbal communication between the attending surgeon and his assistant.
Screen saver for burn-in protection: The Camera Control Unit MUST include a Burn-in Screen Saver. Suppose the video system (camera controller, monitor) is not powered off (e.g., in an integrated operating room). In that case, the camera output is permanently displayed on the monitor, and after some time, it is burned into the glass. This burnt-in image overlaps the surgical image, leading to a significant reduction in quality.
Dashboard with warnings and information application: The Camera Control Unit MUST include a Dashboard with warnings and information application. lMAGE1 S features a dashboard on the monitor when the video tower is powered on. It must consist of exclamation points to indicate items requiring attention.
PIP (Picture-in-Picture): Camera Control Unit MUST include PIP. IMAGE1 S Picture-inPicture (PIP) functionality allows simultaneous documenting and viewing of two images on one monitor.
Presets: The Camera Connect Unit MUST allow 20 presets on the Dashboard for the Nurse Circulator to select for the next case quickly. If somebody inadvertently changes the settings, these settings can be stored, deleted, saved to a USB device, and, if necessary, restored.
LED Light Source:
• Laser-free LED light source with white and Near Infrared (NIR) capabilities. Bulb life of 30,000 hours
• Device control must be provided, allowing complete unit control from all other components individually.
• Must contain no mercury or lead and be environmentally friendly.
• Light source MUST have a light intensity display feature. After starting the unit, the light intensity will be automatically adjusted to the lowest level to ensure maximum user safety.
• The KARL STORZ light source minimizes the likelihood of burning patient tissue by excessive heat from illumination. This provides high light intensity at low power consumption with intelligent cooling for minimal noise emission.
• Must have at least a 1-year manufacturer's warranty
Insufflator:
• Must be able to control the device from the KARL STORZ camera head.
• Must be able to display the surgical team's flow rate, set pressure, and other important information.
• Flow rate of 50 liters a minute.
• Must be able to heat CO gas.
• Must be able to humidify gas.
•. Must have at least a 2-year manufacturer's warranty
Flat Panel Surgical Display Requirements:
• Monitors shall be capable of displaying in full 4k resolution. These monitors shall meet all necessary medical standards and be properly designed for the operating room environment.
Must meet or exceed all specifications below.
• Screen Type Flat Panel LED
• Screen Size 32"
• Resolution: 3840 x 2160
• Must have MEDI-MATCH color calibration technology
• Must have ability to display 3D images
• Must have brightness rating of 650 NITS or higher
• Must include white monitor bezel for infection control
• Must have splash proof edge to edge glass
• Must have 10-year scratch resistant glass
• Must have at least a 2-year manufacturer's warranty
