About this file
This statement of work outlines requirements for wireless internet access services to support technology deployed by the United States Border Patrol Newport Station in Vermont. The Border Patrol requires high-speed wireless internet access of at least 100/50 Mb download/upload speeds with static IP addresses at ten initial locations to transmit data from detection technologies back to the station. The service must have reliable and relocatable wireless infrastructure, rapid outage repair support, and password protected Wi-Fi integrated at each technology location. The internet service provider will supply and install all necessary equipment within 90 days of contract award. The one-year service period will be paid monthly and the Border Patrol reserves the right to cancel at any time. The Department of Homeland Security Customs and Border Protection agency issued a related solicitation for this wireless internet access requirement to support operations of the Swanton Sector Newport Station.

STATEMENT OF WORK
PR# 20139105
Wireless Internet Access
04/24/2023
1.0 Background
Newport Border Patrol station (NVB) currently has no existing technology to anticipate, detect and identify illicit traffic beyond our local area of operation. Newport Station purchased several pieces of technology that will assist in layered approach and strategical effort and improve our detection capabilities within our entire area of operation. The technology Newport Station purchased requires the use of a wireless based internet service to transmit the data from the technology back to our station.
Newport Station currently does not have any wireless internet infrastructure/service to deploy these technological assets. NVB needs the ability to connect to a high-speed wireless internet service that is stable, reliable, and secure. This service will allow the use of technology to assist us in detection and apprehension capabilities, as well as extend our awareness to extremely remote areas. The flow of illicit activity is forever changing, which requires NVB to evolve how our technology can be deployed as well as allow for new innovation.
2.0 Scope
• Minimum download/upload data speeds 100/50Mb – with minimum of 1 static IP address. Must have the ability to add more static IP addresses.
• Must be wireless based internet that can be relocatable. Hard wired service (fiber optic, coaxial, phone, DSL, etc.) is not relocatable and therefore not usable. This is not to include the Back Haul data drop location to bring the wireless hubs to main line.
• Must be stable internet service.
• Must have technical / field support for rapid outage repairs and technical resolution.
• Must have the ability for Wi-Fi to be built into each receiver/transponder location that NVB technology connects to.
• The Wi-Fi must have the ability to be password protected.
• The Internet Service Provider must have the ability to expand their service area.
• The internet Service Provider shall maintain and repair all of their internet equipment, so that NVB technology will remain operational.
3.0 Applicable Documents
Commercial standards shall be used.
4.0 Initial internet service locations
The following are the Initial locations that need high speed internet service of 100/50 Mb with password protected Wi-Fi hubs. Only the initial locations cited below will require service for this Statement of Work (SOW). Additional locations will be selected by Newport Station in the future and will be addressed by another SOW. It stands to reason additional sites will require the same high-speed internet service as specified in this SOW.
