STATEMENT OF WORK

Fixed-Price Maintenance / Repair Support Contract

1.0 GENERAL: The objective of this contract is to provide software maintenance and repair on a propriety database utilized to electronically capture sample and customer information and analytical results. The contractor will perform this maintenance and repair remotely which does not require access on the facility. The software list is provided below in this statement of work

(SOW).

1.1 SCOPE: This is a contract to provide software maintenance and repair support for the Horizon Laboratory Information Management System (LIMS) proprietary Oracle-based database. The Government shall not exercise any supervision or control over the contract service provider performing services herein.

1.2 BACKGROUND: The CBC Environmental Monitoring Laboratory (EML) is responsible for performing time-sensitive health and safety monitoring for chemical agent operations at APG-Edgewood. Additionally the EML provides chemical agent health and safety monitoring at multiple CONUS and OCONUS sites in support of remediation efforts coordinated by the Army Corp of Engineers and the Chemical Materials Agency. This effort requires the use of a LIMS in order to electronically capture information and generate customer reports which are transmitted via email. In order to support its customers, the laboratory requires the use of a contractor to provide remedial repair services for the software package used in these operations.

The software package, the Horizon LIMS, is a proprietary Oracle-based database. The contractor selected to perform repairs, or patches, for this software must have the experience and reliability to adequately diagnose and repair software problems so that supported monitoring missions and health and safety monitoring are not compromised.

1.3 PERIOD OF PERFORMANCE: The base period of performance shall be from time of award to twelve (12) months, specifically 01 August 2020 to 31 July 2021.

2.0 APPLICABLE DOCUMENTS AND AVAILABILITY: Specific software applications, user guides, and instructions are available after submitting a contact request on the website:

3.0 REQUIREMENTS:

3.1 The contractor shall provide firm-fixed priced unlimited remedial maintenance and repairs for the following Government-licensed software listed later in this section.

3.1.1 Software Name: Horizon

3.1.2 Software Name: Oracle 11g on-site and Oracle 9i travel

Version: 11.2.0.3.0 on-site and 9.2.0.8.0 travel Licensed Users: Unlimited, processor-based

3.2 The firm-fixed price plan, WA-703 Horizon Software Maintenance Renewal, consists of a Main Site, Remote Sites, and Chemistry Lab.

3.3 The Government technical points of contact (TPOCs) will provided at time of award:

3.4 The Principle Period of Maintenance (PPOM) for work to be performed is 0800 to 1700 hours, Monday through Friday, excluding Federal Holidays.

3.5 The contractor will perform maintenance and repair actions remotely and will not require access to the installation or any of its buildings. The EML LIMS administrator will perform all IT tasks that require access to government information systems. The contractor will have no access to classified or sensitive information.

3.6 When notified of a production emergency software issue with Oracle, Horizon or associated LIMS software such as Actuate from COR or LIMS administrator, the contractor will respond within one business day. Emergency software repair requests will be resolved within three business days of notification.

3.7 When notified of a non-emergency software issue with Oracle, Horizon or associated LIMS software such as Actuate from COR or LIMS administrator, the contractor will respond within three business days. Non-emergency software repair requests will be resolved within ten business days of notification.

3.8 If the contractor anticipates that a repair will take longer due to factors such as (but not limited to) complexity or intermittent nature of problem, the COR and/or LIMS administrator will be notified via email with a proposed path forward and proposed completion date.

3.9 Repairs to Oracle, Horizon and associated software such as Actuate will be supplied to the laboratory as they become available.

4.0 DELIVERABLES AND DELIVERY SCHEDULE:

4.1 The contractor shall maintain the Oracle, Horizon, and associated LIMS software to keep the CBC EML LIMS operational.

4.2 For non-emergency software repairs, the contractor will respond with an acknowledgement within three business says. The non-emergency software repair request shall be resolved within ten business days of notification.

4.3 For emergency software repairs, the contractor will respond with an acknowledgment within one business day. The emergency software repair request shall be resolved within three business days of notification.

5.0 GOVERNMENT-FURNISHED FACILITIES, EQUIPMENT, AUTOMATION

SYSTEMS, MATERIALS, AND SERVICES: The Government furnished material is limited to the Government-Owned data management system equipment and licensed Horizon, Oracle, and supporting operating software required for LIMS operation.

6.0 CONTRACTOR-FURNISHED FACILITIES, EQUIPMENT, AUTOMATION

SYSTEMS, MATERIALS, AND SERVICES: The contractor shall provide all facilities, equipment, automation systems, materials and services required for satisfaction of the contract terms.
