Statement of Work Groundwater Sampling:

USDA, ARS A. H. Whitmore Foundation Farm/Research Site - Groveland, Florida

Background:

The USDA, ARS A. H. Whitmore Foundation Farm/Research site is located in Groveland, Florida. The land is owned by the Florida Citrus Commission and is under the long-term lease to the USDA, ARS, SEA, Fort Pierce FL location in support of long-term citrus research and breeding programs. During the removal of aboveground storage tanks, #2 (off-road) diesel contamination in the soil and groundwater above regulatory levels was reported for two separate sites. One site has been remediated and groundwater is being monitored (by others). The second site, near the former Greenhouse #5, requires delineation, testing, interim source removal, remediation, and groundwater monitoring with an end goal of a “No Further Action”, as determination by Florida Department of Environmental Protection (FDEP). All that is left is Groundwater Monitoring with an End Goal of a “No Further Action”, as determination by Florida Department of Environmental Protection (FDEP). 1,2,4-trimethylbenzene [21 micrograms per liter (μg/l)] and isopropylbenzene (1.9I μg/l) were detected above the Department’s Groundwater Cleanup Target Levels (GCTLs) in the samples collected from MW-19.

Additionally, we are looking to have 4 option year pricing.

SCOPE:

MONITORING WELL INTEGRITY.

During PARM site activities, all the monitoring wells will be accessed/inspected/reported on the conditions of all monitoring well.

GROUNDWATER MONITORING ACTIVITIES.

Groundwater levels will be measured in thirteen (13) monitor wells (MW-1/1R, MW-7, MW-8/8R, MW-9, MW-10, MW-11/11R, MW-14, MW-15, MW-18 through MW-20, DW-1/1R, and DW-2). Two (2) of these monitoring wells (MW-19 and MW-20 and MW-7) will be included in the groundwater sampling event. The wells will be purged, and groundwater samples will be collected for subsequent laboratory analyses. All activities will be conducted in accordance with FDEP standard operating procedures (SOPs).

GROUNDWATER ELEVATIONS.

The calculated groundwater elevations will be used to generate a groundwater flow map for the site.

· The Department agrees with CES’s recommendation to continue PARM; Rule 62- 780.750(4)(a), Florida Administrative Code (F.A.C.), requires that at least two monitoring wells, one source and one downgradient, be sampled during PARM. As such, MW-20 should continue to be sampled along with MW-19. The latest groundwater flow direction appears to be north-northwest. As such, MW-7 should be included in the PARM and sampled for the same parameters as the other wells.

· The Groundwater Samples will be analyzed for VOCs/MTBE, PAH, FLPRO-TRPH, EDB, and lead.

· Volatile Organic Compounds (VOCs) by EPA 8260B

· Polynuclear aromatic hydrocarbons (PAHs) by EPA 8270D

· Total Recoverable Petroleum Hydrocarbon (TRPH) by FL-PRO

· Lead by EPA Method 6010

Upon completion of PARM and approval from the FDEP and a “No Further Action” determination is received from FDEP, all wells will be properly abandoned. These wells will be abandoned by a licensed well driller using the Tremie Grouting Method IAW FAC guidelines.

The next groundwater sampling event is scheduled in November 2022. The Department’s expected to receive the 9th Quarter Post Active Remediation Monitoring (PARM) Report on or before 30, 2023. CONSTRUCTION SECURITY REQUIREMENETS

A. Contractor Personnel:

1. Each employee may be furnished with a badge by the Government for access to site. This badge must be always worn and clearly visible while on the work site and all badges must be returned to the Location Point of Contact prior before final payment will be approved.

B. Security Procedures:

1. Contractor’s employees shall not enter the project site without appropriate badges. They may also be subject to inspection of their personal effects when entering or leaving the project site.

C. Contractor’s working hours shall be scheduled to coincide with the working hours of the location which are 8 a.m. to 4:30p.m. Should it be necessary to work hours other than the regular working hours or have any question or needing clarifications pertaining to this Statement of Work the contractor shall contact (Steven Mayo: Stephan.mayo@usda.gov - 772 462-5883). at the site at least three days prior to the need.

D. For working outside the “regular hours” as defined in the contract. The Contractor shall give notice to the Location Point of Contact so that security arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section.

E. No photography of ARS premises is allowed without written permission of the Location Point of Contact.

F. ARS reserves the right to close or shut down the project site and order the Contractor’s employees off the premises in the event of a national emergency or Government shutdown. The Contractor may return to the site only with the written approval of the Location Point of Contact.

G. All items demolished shall become property of the Contractor and be removed by Contractor from ARS property.

H. All employees of general contractor and subcontractors shall comply with ARS security management program, obtain permission of the ARS Location Point of Contact, be identified by project and employer by wearing contractor issued identification badges (if applicable) at all times on ARS property, and restricted from unauthorized access.
