Bid Sheet
Base for inspection and marking of boundary line = 75 miles
Scope of Work Maintenance of Boundary Line U.S. Army Corps of Engineers
Green River Lake 544 Lake Road
Campbellsville, KY 42718
SPECIFICATIONS
MAINTENANCE OF BOUNDARY LINE
I. GENERAL. The work shall consist of inspecting and marking sections of the Government fee boundary line at Green River Lake located in Taylor and Adair counties. The Government will provide copies of segment maps of the work area as needed by the Contractor as the work progresses. The Contractor shall provide all personnel, boundary paint, tools, equipment, and transportation needed to perform this work. Plastic boundary sleeves and placards will be furnished by the government. The contractor inspection and marking of boundary line is to be completed by March 31, 2027.
II. WORK TO BE COMPLETED. Mark the existing project fee boundary line with paint, or in areas designated by the government, boundary placards. Boundary placards are typically used in lieu of painting when the boundary line is following a road right of way. The contractor will keep field notes and records of boundary line marked and boundary points.
Points on the fee line are marked in the field with typical USGS type brass monuments and posts with survey pins. The monuments are stamped with numbers, which correspond with monument numbers shown on project segment maps. In addition, each monument location and points on line are marked with metal monument posts, which are standard "farm type" T-shaped metal fence posts, which have been painted red.

The Contractor is expected to locate the fee line by looking for monument posts, survey pins, and previously painted trees, however; previously applied paint may have lightened to the point where it is difficult or impossible to see. In these situations, a compass (Ranger type or similar) can be used to locate the fee line direction of travel by using the bearings noted on the segment maps provided by the government.
Once the compass has been used to determine the direction of travel and previously painted trees or posts are not visible; the contractor will proceed forward (without painting trees) looking for the next monument post or previously painted trees that will verify that the direction of travel is correct. Once correct direction of travel is known, the contractor will have to backtrack to paint trees (according to distance specifications) that may have been passed while searching for the correct line of travel.
a. Painting - All paint markings will be made red in color with paint specified to standards for marking trees. Paint shall be pre-approved by the technical point of contact and supplied by the contractor. The contractor may select the method of paint application. A sample of the red paint will be presented, and application will be demonstrated by the contractor for technical point of contact approval prior to beginning work. Between boundary posts, bands shall be painted on trees or wooden farm fence posts every fifty feet. Paint shall be applied to the largest tree within the fifty feet distance. All paint marks shall be within five feet of the boundary line. Paint marks shall be placed between four and eight feet above the ground. If a paint marking is incorrectly placed by the contractor (off of the line more than five feet) the contractor will paint over the incorrect marking with black paint. Bands shall be at least three inches thick and be visible from all directions.
The contractor will also place orange plastic sleeves, supplied by the government, to each government post. Currently, many of the boundary posts already have plastic sleeves (twenty four inches long). The majority of posts on the boundary line have sleeves. However, the contractor will carry a supply of sleeves to be placed on posts that do not have sleeves. Sleeves are applied by driving the sleeve over the metal post with a mallet or hammer. Supplied sleeves may need to be cut to the twenty four-inch length and a slit cut in them by the contractor which will allow for easier application onto the post.
In instances where vegetative growth is hiding the post from view, the contractor shall remove vegetation to make the post visible. Do not cut down a tree next to the post; only remove limbs and vegetation that is six inches in diameter or less necessary to open the post to view and on government property only.
b. Field notes and records - While inspecting and marking the boundary line the contractor shall keep field notes of the boundary line and the boundary points. The contractor shall use these field notes to complete a daily work record for each day’s work and submit it to the technical point of contact within three workdays from the time the work was performed. The daily work record shall include copies of segment maps and shall show: the date the work was performed; the starting and ending points of each day’s work; the distance (as computed from the segment maps); and any missing boundary points and/or boundary posts. Invoices for boundary line that is marked must correspond with the distances indicated on the segment maps.
Government will use a combination of 100% and random inspections for quality control measures; planned inspections may be used as appropriate. Contractors work must meet the specifications of the contract and be approved by the technical point of contact before payment for inspected and marked line mileage will be made.
c. Notification of Unauthorized Uses - While providing services under this agreement, the contractor shall note any unauthorized uses of U.S. Government property, doghouses, fences, etc., built or placed on government property or trespasses such as timber cutting, trails, mowing, cattle grazing, etc.
All unauthorized uses shall be reported within one day of discovery to the technical point of contact. In no case shall the contractor take action on their own to stop the unauthorized use.
The report shall include the exact location, type and extent of the unauthorized use noted.
Note: If the unauthorized use is underway at the time of discovery, notification will be immediate. In cases where immediate notification is necessary, the contractor will call the Green River Lake Office to report the incident. In cases where the contractor cannot call, the contractor will travel to an area where they can call or travel to the Green River Lake office to report the incident in person. The contractor will be paid for time lost while traveling to and from the office to report unauthorized uses. The amount of payment will be based on the amount of boundary line the contractor could have expected to complete during the "field" time lost. This amount will be negotiated between the contractor and the Contracting Officer, not the technical point of contact, on a case-by-case basis.
d. Interruption of Line - The contractor shall diligently attempt to mark the line without breaks or gaps, however; if the contractor cannot locate the line after several attempts using a compass he may skip this unknown section and attempt to locate the line somewhere beyond the skipped section and continue to paint line that can be verified. The contractor shall notify the Green River Lake office within the same day that this unknown section of line is skipped due to inability to locate. The contractor may invoice for payment for the section of non-painted line but payment will be made only after field investigation by the technical point of contact verifies that the line was impossible to locate in this area. No payment shall be made for improperly marked sections of boundary line.
e. Access over Private Lands - The contractor is responsible to obtain permission required to cross private property, when desired to allow easier or quicker access to government land.
The contractor shall contact the project office within 5 days of contract award to coordinate when the work will begin. There will be a 75-mile guarantee for this contract.
Contractor shall only invoice for work completed, not to exceed 100 miles.
III. SCHEDULE OF WORK.
The Government intends to award the base work for 75 miles at time of award. The Government will exercise any/all optional miles, up to an additional 25 miles for a maximum total of 100 miles, at time of award.
