SUMMARY OF WORK & PLACE OF PERFORMANCE:

The Federal Bureau of Prisons (FBOP), Federal Correctional Institution, McKean, located at 6975 Route 59, Lewis Run, Pennsylvania is soliciting a contract to remove and properly dispose of existing grease trap (interceptor) and replace with properly sized Highland Tank or equal, Triple Basin Passive Grease Interceptor (minimum of 10,000 gallon). Please see the required specifications below. The work to be performed under this contract and in accordance with this Statement of Work (SOW) shall consist of furnishing all necessary plant, labor, tools, transportation, supplies, supervision, equipment, materials, and incidentals necessary for providing all work shown in the SOW, and all applicable codes, regulations, standards, manufacturer’s instructions and criteria in effect at the date of solicitation.

SCOPE OF WORK:

All work shall be completed as shown and in accordance with the manufacturer's diagrams and instructions, unless otherwise specified. The Contractor shall visit the premises to become thoroughly familiar with details of the work and working conditions, field verify all dimensions and advise the Contracting Officer of any discrepancies before starting work.

CONTRACTOR PROVIDED MATERIALS (CPM):

Provide and install a new, properly sized (minimum of 10,000 gallon), Highland Tank, or equal, Passive Grease Interceptor. Provide and install all associated connection materials on both the inflow and outflow sides as well as vent lines. Provide dual clean out access on both the inflow and outflow sides. Provide equipment, tools, concrete, sand, select fill, gravel, concrete deadmans, hold down straps and grass seed as needed to complete grease interceptor installation. Provide hookups and temporary holding tank for length of the project. This will include pumping and transportation of existing, approximate 5,000 gallon grease trap.

EXISTING GREASE INTERCEPTOR REMOVAL:

· Contractor is responsible for coordinating with a licensed waste hauler to perform pumping immediately prior to excavation of existing grease trap (interceptor).

· Contractor is responsible for verification of underground utility locations prior to excavation. FCI McKean will assist with the locating using drawings and knowledge of known utility locations (ie. meters, transformers, vents, valves, cleanouts, manholes).

· Contractor is responsible for cutting and removing existing concrete and removing soil as needed to access existing grease trap (interceptor), existing grease trap cleanouts, vents, inlet line and outlet line.

· Contractor is responsible for removing and properly disposing of existing grease trap (interceptor).

CONTRACTOR’S REPSONSIBLITY FOR INSTALLATION OF NEW HIGHLAND TANK OR EQUAL PASSIVE GREASE INTERCEPTOR (PGI):

· Remove concrete and excavate area needed to install new grease trap (interceptor).

· Install new, minimum of 10,000 gallon, functionally compatible, Highland Tank or equal (must include 10-year warranty), Triple Basin, Passive Grease Interceptor (PGI). Gravity-based grease interceptor shall be constructed of high-strength, mild carbon steel to ASTM specifications. Internal surface to be commercial grit blast coated 15 mils DFT full immersion, high temperature, acid resistant polyurethane lining. The exterior surface to be commercial grit blast coated 75 mils DFT self-reinforcing polyurethane coated. A 15,000-volt spark test shall be performed to ensure coating integrity.

The sizing and construction of this interceptor must be consistent with industry protocols for complying with the sewer pretreatment regulations, therefore an interceptor of smaller volume or multiple, interconnecting vessel construction is not permissible.

· Rough in new grease trap (interceptor) manways and risers to match existing surface grade.

· Install new inflow line from the tie-in point of the existing line to the new grease trap (interceptor) including necessary sanitary turns.

· Install new outflow line to adjacent existing sanitary manway.

· Install new vent lines to the new grease trap (interceptor) including necessary sanitary turns.

· Install new double 2-way cleanout on the outflow side of the new grease trap (interceptor).

· Install new double 2-way cleanout on the inflow side of the new grease trap (interceptor).

· Install concrete deadmans and hold-down straps to ensure level is maintained during backfilling.

· Apply gravel and sand as necessary for securing/leveling grease trap (interceptor) in ground.

· Replace all removed concrete with 6” thick concrete (approximate area of 32’ x 60’) to match existing grade and provide pedestrian/utility compatible surface. Concrete poured over PGI must meet manufacturer’s recommended thickness.

· Replace concrete that was removed for outflow connection into existing sanitary sewer manway.

· Backfill and compact all trenches and plant grass where needed.

· Any work found not to be in compliance with the contract shall be promptly removed and replaced or corrected in an approved manner.

FINAL INSPECTION:

The Contractor shall advise the Contracting Officer in writing of the Contractor's desired final inspection date seven (7) calendar days in advance of that desired date to permit proper coordination. The date selected shall provide adequate time for Contractor to perform corrections from final inspection deficiencies within the contract performance time. The Contracting Officer will be the final authority for determining whether the Contractor's performance is sufficiently advanced to warrant a final inspection.

WORK AND MECHANICS:

The work for this project shall be executed in the best and most workmanlike manner, by qualified, trained and certified efficient mechanics/tradesmen, skilled in their respective trades. The Contractor shall assure that all trades coordinate their work with that of other trades. The Contractor shall coordinate and perform all operations in a manner that will result in a professional and expeditiously completed project. The work shall be in strict accordance with prevailing industry standards and manufacturer’s instructions. Work and materials shall comply with this SOW and the editions in effect at the time of this solicitation for all applicable criteria, regulations, guidelines, and codes, all of which are made a part thereof.

WORKING CONDITIONS:

The Contractor shall have sixty (60) calendar days to perform and complete all work after signing the Notice to Proceed (NTP). Applicable traffic control signage where required by the contract shall remain overnight. All Contractor operated/owned vehicles, equipment, tools, etc., shall be stored in an area that is reasonably secure and protected. Contractor will abide by all of the institution’s security requirements. Contractor must recognize that security has the utmost priority and Contractor will allow for unproductive work times, caused by unforeseeable security issues, such as lockdowns, weather conditions or any other security situation determined by the institution. The Contractor will be permitted to wear jeans in the institution; green or khaki-color clothing will not be allowed. The clothes will be proper and suitable for the services that are being provided.

WORK SCHEDULE:

Working hours for the Contractor will normally be between the hours of 7:00 a.m. and 3:00 p.m. excluding Saturdays, Sundays, Federal holidays, and during emergencies due to the nature of a correctional setting. The Contractor shall submit the work schedule to the Contracting Officer 14 days prior to the start of work. Due to the nature of the correctional setting, delays in performance of work shall be expected. The Contractor may be delayed when a security concern arises; such delays may include, but are not limited to, inclement weather (foggy days), electrical or mechanical problems, or any other security matters.

SAFETY:

All Contractor operations shall be conducted and performed in accordance with Department of Labor and OSHA requirements found in Title 29 Volume 5 Subtitle B Chapter XVII 1910.120 and Volume 8 Subtitle B Chapter XVII 1926. The Contractor shall also ensure all work is performed in accordance with project identified EPA, national standards, instructions, pamphlets, standards, and handbooks with the latest edition in effect on the date of this solicitation. All job sites are subject to inspections by the Government, Department of Labor, and State of Pennsylvania. In the event of conflicts between the OSHA standards and these requirements, the most stringent shall apply.

MAINTENANCE OF CONSTRUCTION OPERATIONS:

The Contractor shall be fully responsible for furnishing, installing, and maintaining suitable approved signs, barricades, roped barriers, etc., to warn occupants of hazardous areas at the jobsite for the duration of the project at no additional cost to the Government.

PROTECTION OF GOVERNMENT PROPERTY:

The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor fails to use reasonable care and causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.

SITE MAINTENANCE:

The Contractor shall protect adjacent property, buildings and their contents from dust, dirt or other materials. Work areas shall be maintained in a neat, clean, and safe condition and shall, at a minimum, be cleaned at the end of each shift. All streets and roadways in/or adjacent to the site shall remain free of project generated trash and debris at all times.

CLEANUP:

The Contractor shall collect any and all trash, debris, refuse, garbage, etc., that is generated and place it in appropriate containers with lids or approved covers on a periodic basis or as directed by the COR. The aforementioned materials shall be hauled from the site by appropriate means on a daily basis, unless otherwise approved by the COR. Disposal shall be outside the limits of Government property. Disposal shall be by sanitary landfill or other approved methods and shall conform to all local, state, and federal guidelines, criteria, and regulations. All project demo spoil (dirt, rocks, concrete, etc.) will be removed from FCI McKean and disposed of by the contractor. Upon completion of the work, the Contractor shall leave the work site and storage area(s) in a clean, neat, and workmanlike condition satisfactory to the COR.

SUBMITTALS:

The Contractor shall provide submittals in the form of manufacturer’s data, certificates of compliance for all items provided and installed.

WARRANTY:

The Contractor shall identify all items being installed that are guaranteed or under warranty for more than a one-year period and provide validated copies of the manufacturer’s warranty. All warranty information shall be filed by the Contractor in the Government’s name. All warranties shall be identified by product with a listing of the name and address of the company and the expiration date of the guarantee or warranty.

PERMITS:

Contractor is responsible for obtaining all required permits from Lafayette Township. Due to the requirement for multiple agencies to coordinate digging permit requests, it takes approximately 14 days for processing of the paperwork. Contractor requests should be submitted as soon as possible to preclude delays.

UTILITY OUTAGES:

When a utility outage is necessary, the outage shall be performed by the Contractor at the discretion of FCI McKean at no additional cost to the Government, unless otherwise approved by the Contracting Officer. The Contractor shall notify the COR of outage requirements to include buildings affected, length of outage, and reasons for the outage. The Contractor must allow FCI McKean a minimum of fourteen (14) calendar days’ notice prior to outage. The Contractor is also required to submit to the COR a written notification of the requested outage.

WELDING, CUTTING AND BRAZING:

The Contractor shall contact the COR to coordinate a complete inspection of all welding, cutting, and brazing operations prior to any operation. The Contractor shall provide an appropriate operable fire extinguisher. Contractor shall comply be with OSHA Standard 29 CFR 1910.252 Welding, Cutting and Brazing (General Requirements). A hot work permit will be issued prior to any operation and shall be kept on site until completion of operation or permit expires.

SECURITY:

The Contractor shall be constantly aware of security. The Contractor shall ensure it’s employees and subcontractor’s employees receive background investigations and understand the BOP security policies prior to access to the institution and BOP property. The Contractor will have no contact with the inmate population. Any violations of the institution rules and regulations are to be brought immediately to the attention of an appointed Government employee for prompt and proper action. Contractors will not be permitted to bring cell phones, cameras or two-way pagers into the Institution. Facilities Department maintains a digital camera that can be utilized by FBOP staff to document the project work. The Contractor may have copies of these documentation photos for record keeping. The Bureau of Prisons reserves the right to suspend, limit or revoke the Contractors’ privileges at FCI McKean due to any violations of FBOP security procedures, safety regulations and/or standard codes of conduct, which will be presented during the site orientation meeting.

COMPLIANCE WITH LAWS:

Construction activities are NOT exempt from air emission, storm water, hazardous waste, and other environmental compliance rules and regulations. The Contractor shall comply and ensure that all Sub-Contractors comply with all applicable federal, state, and local laws, regulations, ordinances and standards related to environmental matters. The Contractor shall also comply and ensure that all Sub-Contractors comply with all specific instructions or directions given to the Contractor by FCI McKean regarding environmental matters.

HAZARDOUS AND SPECIAL WASTES GENERATED BY THE CONTRACTOR:

The Contractor shall identify, characterize, containerize, store and dispose of hazardous wastes in strict accordance with federal guidelines found in the Code of Federal Regulations, Title 40 Volume 26 and 27 parts 260-270, PA DEP Regulations, all local guidelines, and as specified. Hazardous waste treatment, storage and disposal facility shall be located within in the state of Pennsylvania and permitted by the U.S. EPA, and approved by PA DEP.

HAZARDOUS MATERIALS:

The Contractor shall have a list of all hazardous materials brought to the work site. The Contractor must supply up-to-date Safety Data Sheet (SDS) for each requested items, that were listed as a hazardous material, as defined to be delivered under this contract. The hazardous materials shall be properly identified on the required request form and shall include any applicable identification number (such as part numbers, manufacturers name and any other special item number). This information shall also be included on the SDS submitted under this contract. The Contractor must maintain a file of all SDS. No chemicals, lubricants, oils, liquids or related materials shall be deposited in the refuse containers at FCI McKean.

NUISANCE AND POLLUTING ACTIVITY PROHIBITED:

Polluting, dumping, or discharging of any harmful, nuisance, or regulated materials (such as but not limited to concrete truck washout, vehicle maintenance fluids, residue from saw cutting operations, solid waste and hazardous substances) into building drains, site drains, streams, waterways, holding ponds or to the ground surface shall not be permitted and the Contractor shall be held responsible for any and all damages which may result. Further, the Contractor shall conduct work activities in such a fashion as to avoid creating any legal nuisance, including but not limited to, suppression of noise and dust, control of erosion, and implementation of other measures as necessary to minimize offsite impacts of work activities.

RELEASE OF FLUIDS TO THE SANITARY SEWER SYSTEM:

Contractor shall not discharge wastewater to FCI McKean’s sanitary sewer without prior approval of the Government.
