A.3 SCOPE OF WORK

Scope of Work for Design-Build

A-501 SID Card Reader Relocation (A&E Design-Build)

I. Overview

The Secure & Intelligent Documents (SID) requires a Design-Build (DB) project to repair/renovate building A 5th floor room A-501 at Government Publishing Office (GPO) located in Washington DC.

A Contractor will be required to develop a full realized design based off the provided conceptual drawing (see Attachment 2). The Contractor will also perform the required repairs and renovations for the facility to be utilized as a new Smart Card Reader manufacturing hub.

Repair and Renovation should include all systems (HVAC, Electrical, Architecture of the interior and exterior, Fire Protection, and Security) in accordance with the applicable codes of National Design and Construction standards.

II. Background and Facility

A. Existing Site Conditions

1. GPO is located at 732 N. Capitol Street Washington, DC 20401. Uses for Room A-501 previously included open-area office space for the Publication and Information Sales Department. Directly

Adjacent are the offices for Acquisitions and Information Technology.

2. A lot of the character defining features of room A-501 are well beyond their useful life expectancy and beyond repair.

3. Room A-501 is currently vacated and does not house any furniture. Anything temporarily occupying the space can be moved prior to the start of work. The floor is made up of a short carpet with sections in front of the bathroom being tiled with a Vinyl-type material. Bridge 51 has flooring made up of a mix between wood and cement blocks.

4. Room A-501 uses a 9.5-foot drop ceiling. The drop ceiling houses fluorescent lighting in a 2-by-4 pattern across the whole space. Please Refer to Attachment 6 for more information on the lighting plan.

5. Bridge 51 is currently not being used for anything other than a corridor connecting Building A with

Building C.

6. Please refer to Attachment 2 for the conceptual design of the space.

7. AHU 15A is a constant volume, pneumatically controlled AHU that currently supplies air to most of the floor. It is in the Mechanical Room C530/541 and was installed around 1976. The equipment is in working condition but is nearing the end of its life cycle.

8. Heating is maintained via a series of reheat coils scattered around the space which are due for replacement. For cooling, there exists a chilled water line on-site if needed. Dehumidifiers provide the space with additional climate control and are also due for replacement.

9. Smoke Detectors in the space are EST3 light-detectors and were installed within the last 3 years.

There exists no drawn layout of their placement so please refer to attachment 1 for visual reference.

10. A wet fire-suppression system is currently being utilized in A-501. The last time it was updated was over 10 years ago. Please Refer to Attachment 5 for drawings of the Sprinkler layout.

11. Power is being supplied to the area via the 208 substation. The connection to the substation can be found the C531A Transformer Room. Please Refer to Attachment 7 for more information on the electric grid within the A-501.

12. There is already a plan in place to abate Bridge 51 of any hazardous materials. The existing insulation on the ductwork contains hazardous material but it has yet to be removed since the ductwork can’t be left exposed without a plan to immediately re-insulate. The Safety Branch will coordinate with the contractor to abate according to the project timeline.

13. Results of lead testing done in Room A-501. Nondestructive Niton XLp 301A Lead Paint analysis showed the presence of lead-based paint in the following areas:

(i) Rm A510D, North Side – Brown Window Casement

(ii) Rm A510C, North Side – Brown Window Casement

(iii) Rm A510E, North Side – Brown Window Casement

(iv) Rm A510E, East Side – Brown Window Casement

All areas appear to be intact or in good condition. GPO’s safety officer doesn’t think it needs abatement so that decision will be left to the contractor. If any work will be required to disturb the areas listed above, then it will be the responsibilities of the contractor to complete.

14. The contractor is responsible for any further evaluation of the repairs, renovations, retentions, and additions and subsequently finalized by the COR.

B. Pre-Bid Walkthrough

A pre-bid walkthrough will be held on site and scheduled by the Contracting Officer (CO). Questions may not be asked on site or directed to individuals. All questions shall be in writing and submitted to the CO by the specified deadline date. An attempt to provide responses for questions that do not make the deadline will be made, but there is no guarantee that they will be answered.

Parking information for the site-visit can be found in Chapter V, Article E, Section 5 of this document.

C. Government Furnished Information

1. Pictures taken by the Contractor are only permitted of the installation site and any equipment directly associated with the project.

2. All available record drawings will be provided upon request to the Contractor. They should not however, be considered “as built”. These drawing files are provided without warranty or obligation as to the accuracy or information contained in the files. All information in the files must be independently verified by the user. Any user must agree to indemnify and hold the GPO harmless from all claims, damages, losses, and expenses, including, but not limited to, attorney fees arising out of the use of the Computer Aided Design and Drafting (CAD) drawing files.

3. The following architectural drawings and any other necessary documentation of the building shall be provided to the Contractors for their analysis:

(i) Pictures of the renovation site. Attached are pictures of the space including the walls, ceilings, and floors. Also included are the existing offices, the elevators, and the surrounding area such as the bathrooms and bridge 51.

(ii) Conceptual drawings of the overall space design.

(iii) Relevant Architectural and Floor Plans of GPO Building A 5th Floor.

(iv) HVAC Service Area For 5th Floor

(v) Sprinkler System Layout for 5th Floor

(vi) Lightning Layout for 5th Floor

(vii) Power Plan for 5th floor.

III. Project

A. Tasks All the tasks listed in this section can be found in the supporting document named “Attachment 2 –

Conceptual Design”. Please refer to this document for all information regarding the locations, dimensions, or technical of task items hereunder. Resolve any data conflicts with the COR.

1. Demolition

(i) The Contractor will construct and present a demolition plan for the space that takes into account all the commissioning party’s needs.

2. Architectural

(i) The Contractor shall ensure the manufacturing space utilizes a cloud ceiling in its final design.

(ii) The space has an expected occupancy of 15 people at any given time. The Contractor shall take this into consideration for design of the space.

(iii) The Contractor will design and erect dry walls in the space to make room for 3 new offices in addition to an IT room. The contractor shall also ensure the existing corner office is expanded.

(iv) The contractor shall design a small, secured-entry closet for the storage of all security systems.

(v) Adjacent to the Security System Closet, the Contractor shall design a small-caged room for the storage of UPS orders prior to shipping. The area does not need to be secured.

(vi) The Contractor shall design a caged room for the secure storage of raw material by Column A5E

(part of shaft 10).

(vii) The Contractor shall design a double-chamber, secured-entry caged room for the storage of finished goods. External entry into the cage shall be done with secured double doors and internal flow between the two chambers shall be with a secured sliding door.

(viii) The Contractor shall ensure the space is enclosed in all directions with multiple means of egress.

(ix) Entrance into the area should be secured. To this end, the Contractor shall design two mantraps at the north and southern walls of the facility. The northern entrance will serve as the visitor’s entrance and will take up the entire space of Bridge 51. The southern entrance will be the main employee entrance and will be located right outside bathrooms T151 and T152.

(x) The Contractor will ensure there are at least two one-way exits as a means of egress. One will be located on the western wall by Elevators 10 and 11 while the other will be located on the southern wall by elevator 1. All exits shall be operated with push bars.

(xi) The contractor shall select new carpet for the offices according to GPO’s needs. There are no flooring requirements for these carpets in contrast to the ones on the production floor so decisions will be made on a comfort/aesthetic level.

(xii) The Contractor shall equip the main production area of A-501 with concrete flooring. The concrete shall be equipped with a protective finish to protect it from damage and improve its surface texture.

(xiii) The contractor shall repaint all the walls of the space to follow the customer’s desired theming.

The contractor shall coordinate with the customer and GPO to fulfill the design requirements appropriately.

3. Mechanical

(i) The Contractor shall ensure there is new insulation for the duct work in Bridge 51. This work will need to be coordinated with GPO’s safety team for scheduling purposes.

(ii) The contractor will take the plumbing fixtures into consideration. The condition and useful life of the existing ones are not expected to be good.

(iii) The Contractor shall conduct a preliminary survey of the current HVAC’s capabilities.

(iv) The contractor shall ensure the HVAC system is able to perform as needed to satisfy the space’s requirements. Equipment such as Dedicated Outdoor Air Supply Unit, ductwork, Variable Air

Volume (VAV) units, exhaust fans, and diffusers will need to be coordinated with the floor plan.

(v) Contractor must ensure that in the design of the HVAC unit that the supply air doesn’t blow unto the machinery. This is to prevent dust from contaminating the product line,

(vi) The contractor shall ensure that each individual office has access to an independent climate control panel. Sufficient VAV Units must be supplied to accommodate this demand.

(vii) The contractor will ensure that the IT server room has its unique needs addressed. Due to all the excess heat coming from the computers, there must be a sufficient exhaust and cooling to keep the space chilled.

(viii) The Contractor will design an HVAC system capable of maintaining the main room at an ambient temperature of 70 °F (± 5 °F) and a relative humidity of 40% (± 5%).

(ix) The contractor must ensure any modifications are compatible with the already existing HVAC systems in the building. Refer to Attachment 4 for more information concerning the existing

HVAC.

4. Electrical

(i) The contractor shall redesign the current lighting system to deliver even and bright light across the floor via energy efficient LEDs. There should be more lights around points of interest such as the machines and workstations.

(ii) The Contractor shall run electricity and Cat5E to all the security camera installation locations shown in Attachment 2. The camera installation itself will be conducted by others.

(iii) The Contractor shall run electricity to all PACS (Physical Access Control Systems) card readers installation locations shown in Attachment 2. The scanners installation will be conducted by others.

(iv) The Contractor shall connect all security systems to a centrally located Security closet. Installation of the equipment in the closet will be handled by others.

(v) The Contractor shall run electricity to all the future locations of equipment such as the card issuance machines. The power requirements for the machines can be found in Attachment 2.

(vi) The Contractor shall run electricity and install new standard 120v outlets in the space wherever needed by the commissioning agent. The placement and quantity of which will be coordinated with GPO.

(vii) The Contractor shall ensure all the lighting has a proper connection to the building’s electrical systems.

(viii) The Contractor shall provide Telecommunications for the facility. The bandwidth requirements are 50 Mb/s per person, and the potential for up to 50 devices in use at a time will be needed.

(ix) The contractor shall upgrade the existing electrical panel with one that can support all the planned machinery plus some spare slots for future proofing.

(x) The Contractor is not responsible for the design/install of computer equipment in the IT room.

Those aspects will be handled by others.

5. Fire & Safety

(i) The contractor shall design a fire detection system that is in accordance with all applicable codes.

The fire detection system shall remain consistent to the building’s present EST3 standard.

(ii) The contractors shall ensure that each office is equipped with smoke detectors and sprinklers.

(iii) The Contractor is not responsible for independently supplying the smoke detectors to be used in the space. The contractor shall work with GPO’s Fire Guard to fulfill this need instead.

(iv) The Contractor shall establish connections between all the smoke detectors and the databox.

They must ensure all the hardware is functional and in good condition.

(v) The contractor shall leave the smoke detectors as a dead data line. The contractor isn’t responsible for programming the fire detectors into the fire detection network. That work will be performed by others.

(vi) The contractor shall incorporate the use of, at minimum, 3 Speaker Strobes in the final design of the fire detection system.

(vii) The contractor shall design and provide a dry fire suppression system for the facility. Automatic sprinkler protection shall be accordance with the requirements of NFPA 72. Architectural elements such as cloud ceiling should be taken into consideration as well.

(viii) The Contractor shall collaborate with the building’s facilities management staff for the development of any fire detection/protection services.

B. General Contractor Requirements

1. The Contractor will perform all work and provide all the labor, materials, and equipment needed to meet this Scope of Work. The government shall not loan or provide any labor or equipment.

2. The government is not responsible for costs incurred due to mismanagement of labor or lack of proper equipment.

3. The Contractor shall provide a certified Construction/Project Manager as outlined in the specifications to oversee and provide Quality Control during the construction period.

4. Personnel assigned to perform services under this scope shall always be under the direction and control of the Contractor. The Contractor shall monitor the performance of its employees to ensure all aspects of this scope are properly fulfilled.

5. If the Contractor finds clarification necessary with respect to the scope of the services to be performed hereunder, he/she shall request, in writing, such clarification from the CO or COR.

6. The Contractor shall provide a minimum notice of 72 hours to the COR for any work that is required to be done by others so the COR can schedule the work in advance.

IV. Design Period

A. Design Requirements

1. The Contractor must develop plans from field verification on-site and GPO-provided supplementary drawings. The contractor is responsible for on-site verification of existing conditions affecting design which may include crawling, use of ladders, and discussions with engineering personnel.

2. The Contractor must consider adjacent systems and components (architectural as well as utility systems) to avoid construction change orders due to unforeseen site conditions.

3. The Contractor must attend 4 interim review project meetings at 35%, 65%, 95% and 100% milestone deliverables with COR and designated GPO staff. The contractor will record and provide meeting minutes within 35 hours to all attendees for review, comment, and concurrence. Incorporate appropriate comments, finalize the meeting minutes, and submit the final meeting minutes within one week of meetings.

4. The Contractor must provide design period services to include drawings, and specifications reflecting specific tasks identified herein, in addition to on-site meetings with professional and administrative staff, site investigative work, and review of supplementary documents.

5. The Contractor is responsible for professional quality and technical accuracy in providing GPO with documents.

6. The Contractor must provide competent design period services with staff and consultants adequately knowledgeable in:

(i) manufacturing space design and construction

(ii) the various subordinate design disciplines including but not limited to mechanical, electrical, plumbing, structural, fire protection, life safety

(iii) other building/utility systems as required.

7. DB Team must verify necessary building architectural and utility system components to provide for a full and complete design of replacement architectural elements and utility system components. This includes, but is not limited to items such as:

(i) Existing conditions verification – upgrades to meet current codes.

(ii) ABAA/ADA accessibility requirements

(iii) Above ceiling verification – conflicts/interstitial space

(iv) Verification of spare circuits on electrical panels

(v) Mechanical systems and distribution verification

(vi) Plumbing verification (dead legs existing conditions)

(vii) Fire sprinkler reconfigurations/change in pendant type/elevation to meet current code.

(viii) Fire alarm upgrades to current code

(ix) Low Voltage access control capacity on existing panels

(x) Structural conflicts - through floor penetrations, etc.

8. GPO design period services to include Design Development, Construction Documents, and Quality

Assurance/Quality Control (QA/QC). All submissions and related work for each design phase must conform to the requirements in this document.

9. The Contractor must resolve Conflicting Criteria with the COR.

B. Submission Requirements

1. Design Development

Design Development includes initial work of The Contractor required to represent the project as a set of drawings conveying the major intent of the project work. At this stage of project design, the physical layout of the new work should be shown.

2. Construction Documents

The Contractor must provide a checklist of all submittals, certifications, tests, and inspections required per drawing and specification section. This checklist will show all products requiring submittals in the form of shop drawings, data sheets, manufacturer cut sheets, etc. as well as all other items shown as required submittal items including, but not limited to, reports, system evaluations, testing, operating and maintenance manuals, etc.

Recommendations for rehabilitation by SID has been made based on their requirements. However, further evaluation of repair, renovations, retention, and addition of the relocation site must be performed by the Contractor and finalized by the COR.

The Contractor must provide 100% drawings in AutoCAD/Revit and pdf. Specifications in Word electronic formats for construction period use by GPO. A share-point site or email with hyperlink click and download such as Procore is encouraged for ease of transfer.

DB Team is responsible for professional quality and technical accuracy in providing GPO with documents. Services include but are not necessarily limited to:

• Contract Administration

• Architectural design documents and calculations in detail of construction documents including all plans, elevations, sections, details, and schedules.

• Mechanical design documents and calculations in detail of construction documents including all plans, elevations, sections, details, schedules, calculations to size all HVAC and plumbing components.

• Electrical design documents in detail of construction documents including all plans, elevations, sections, details, diagrams, schedules, showing power distribution systems, lighting, and signal systems.

• Fire Protection design documents in detail of construction documents including all plans, elevations, sections, details, diagrams, and schedules.

• Presentation and review submissions. Meetings with GPO representatives, and field technical personnel.

3. Drawings

• Drawings must be normally in plan view, at a scale where work required is clear, legible, and easy to interpret.

• Drawings must be independent for demolition, architectural, mechanical, structural, civil, etc., and must show, on separate views, required demolition and reconstruction details for each function.

• Drawings must be prepared using AutoCAD/Revit 2018 or newer (or equivalent) and plotted on

30" x 42” sheets.

• Final drawings must bear GPO title block and nomenclature. Drawings must be on the same type and size sheets. All views, elevations, sections, etc., must be complete to ensure total contractor compliance without any ambiguities, or subject to various interpretations.

• All drawings are required to show existing conditions as of the date of the design submission.

• All sheets of drawings must contain A/E official stamp with professional seal and signature along with the name and address of the firm.

4. Specifications

• Specifications must be prepared and submitted individually in latest version of Microsoft Word.

• The Contractor must review and edit applicable sections of the specifications for completeness, relevance, and correctness. The intent is to provide specifications suitable for the project intention and detailed enough to enable the contractor to perform the work in the simplest and practical manner.

• Where a particular item is referenced in the specifications, consult with COR for direction on which item to select. The contractor must not be provided options or choices to make selections but must be provided the specific selection.

• The Contractor must obtain the name and type of specialty materials and equipment required for use on the project. All items shown in the specifications must, if named specifically by brand or trade name, carry the statement "or approved equal" with salient characteristics listed.

(a) Exception may occur due to previously purchased or installed items interacting with new construction. In this situation, items used should be the same as existing or matched accordingly. Information on such items must be obtained by the contractor from GPO.

• Construction tolerances must be specified in detail in all specification sections or identified on plans.

• Legal precedence of "specifications over drawings" must not be used to resolve design ambiguities between drawings and specifications, or to justify omission of drawings or notes required for clarity.

• Contradiction, ambiguity, or statements subject to various interpretations, must be corrected to reflect a single clear intention.

C. Quality Assurance/ Quality Control (QA/QC) To reduce design errors and omissions, the Contractor must develop and execute a QA/QC plan that demonstrates the project plans and specifications have gone through a rigorous, thorough review and coordination effort.

These plans must include, but is not limited to, methods to verify the leveling and vibrational tolerances of the machine. The Contractor will work with the Machine Manufacturer to validate the acceptance of the 8-Color press foundation.

The COR, GPO, AHJ, or other Safety Personnel may conduct inspections of work or working environment at any time; full cooperation with reviewing personnel is mandatory. The Contractor shall accomplish corrective work required prior to performing further construction.

D. Code Compliance

1. All NEC/NFPA and other applicable healthcare facility codes referred to in specification Any deviations or work that is non-conformant to standards, regulations, or specification shall be removed and corrected at no cost to the Government. The GPO adopts the most current versions of the NFPA and other applicable publications.

2. Installation of electrical systems shall be performed by licensed or journeymen electrician; provide documentation via submittal. Installation of communications systems shall meet the applicable codes. The contractor shall coordinate with GPO with all aspects to revised Physical Security requirements. These requirements may be revised and modified in the construction phase with evolving requirements and constraints applicable to a 100% fully functioning GPO Security System.

3. In the development of submissions, must utilize certain GPO and other design and construction criteria. The design is not limited to these items and must be the result of compliance with applicable codes and standards, the user requests, and The Contractors expertise and creativity.

4. NFPA Codes including, but not limited to: NFPA 101, Life Safety Code; NFPA 99, Healthcare Facilities;

NFPA 70, National Electrical Code (NEC)

5. The Facilities Guidelines Institute (FGI) 2022 Guidelines

6. Compliance to all known applicable codes must be reflected in the completed design and construction contract documents.

V. Construction Period

A. General Requirements

1. The Contractor will make any required modifications to the space as indicated by the Construction

Documents.

2. The Contractor shall follow the designer’s recommendations for any work entailed by their design such as materials or methods to be used. Any disagreements shall be resolved by the COR.

3. The Contractor shall give the COR advance notice of any demolition in the work schedule, whether it be for investigation or construction.

4. Contractor shall ensure all nearby adjacent surfaces and areas are protected from damage during the period of construction and should any damage occur, it will be the responsibility of the Contractor to repair before the end of the contract period.

5. In the event of accidents of any kind, the Contractor shall furnish GPO with copies of all accident reports at the same time they are forwarded to any other parties, without delay, for review.

6. The Contractor must maintain all construction permits visible and updated as required.

7. The Contractor shall prohibit smoking in and adjacent to construction areas.

8. The Contractor will prevent accidental smoke detector operation.

B. Fire and Safety

1. Develop a plan detailing project specific, fire-safety measures. Conduct meetings with the building’s facilities management to determine the type and capabilities of the fire-suppression systems on site.

2. Maintain site and building access free and unobstructed to facility emergency services.

3. All temporary construction partitions must meet fire-safety requirements.

4. Temporary heating and electrical installations must comply with OSHA 1926, NFPA 241 and NFPA 70.

5. Contractor furnished fire extinguishers must be provided and maintained in construction areas and in temporary storage areas. Extinguishers must be raised two feet off the floor.

6. Flammable and combustible liquids must be stored, disposed and used in accordance with OSHA

1926, NFPA 241 and NFPA 30.

7. Existing fire protection must not be impaired, and a fire watch must be provided should protection become impaired. Notify the COR and Fire Inspector if these conditions are expected or occur.

8. Perform Hot Work in accordance with NFPA 241 and NFPA 51B. The Contractor must obtain and fill out a GPO Hot work permit from the COR prior to the start of Hot Work

C. Site Protection

1. No dust and debris should get into the production area on the same floor.

2. The Contractor shall provide, erect, and maintain catch platforms, lights, barriers/walls, weather protection, warning signs and other items as required for proper protection of the public, occupants of the building, and workmen engaged in work and adjacent construction.

3. The Contractor shall not close or obstruct walkways, passageways or stairways. The Contractor shall also not store or place materials in passageways, stairs or other means of egress and shall conduct operations with minimum traffic interference.

D. Cleanup and Restoration

1. Contractor shall remove waste generated from the worksite on a scheduled basis. Waste shall be deposited in an appropriate dumpster provided by the Contractor, located in an area approved by the

COR and removed from the grounds weekly or when full. The Contractor is responsible for the procurement of waste services, and no government leased, or owned dumpster shall be used to dispose of construction waste.

2. Damage of interior and exterior items such as walls, ceiling tile, and any other Government owned equipment shall be repaired/replaced at no cost to the Government.

3. Should the Lead-containing material outlined in the “existing site conditions” section of this document be disturbed, the following regulations apply:

(i) The Contractor is totally responsible for all the cost for the abatement work if they would fail to find the hazardous materials during the site visit and would not include the cost in the bid price.

(ii) Contractor will abate and remediate areas containing asbestos materials, lead based paint, rectify any code deficiencies including gaps in the Conceptual design and as required by

GPO. Even though GPO tried to find all the hazardous materials in the area, there might still be some which were not discovered in the survey. If the Contractor suspects new ACM or lead-based paint, the COR shall be contacted immediately.

(iii) The removal and disposal of any hazardous material shall be in accordance with EPA

Regulations and the Contractor shall submit the related documents to the COR. The

Primary Contractor shall be responsible for submitting any documents that are required by

EPA Regulations.

4. Upon completion of work, the Contractor is responsible for any punch list items accrued during the final walkthrough by the COR. This contract will not be fulfilled until all items are addressed in a timely manner, inspected by the COR, and have written approval.

E. Government Furnishings

1. Services

• GPO will provide house services such as 120V house Electrical, water, etc.

• GPO will oversee all matters relating to facilities equipment and systems such as HVAC, electricity, plumbing, etc. Any adjustments to these utilities will be handled internally by the

Facilities Management or by others.

2. Loading Dock

• Loading Dock hours of operations are from 7:00 AM to 2:30 PM, Monday thru Friday. Coordinate with the COR for usage.

• The address of loading dock is 44 H Street, NW, Washington, DC 20401.

• Equipment or materials shall not exceed what can be handled by GPO’s elevators as listed below.

• Oversized payloads will require special handling by the Contractor. If any part or equipment exceeds 20,000 lbs., it shall be delivered through the wall or windows. If the wall or window is demolished for the work, the Contractor restores the wall and window to the original condition.

3. Elevators

• Use of freight elevators for the transportation of materials and equipment is provided. The max specifications of the freight elevators are as follows:

(a) Height - 7' 6"

(b) Width - 7' 0"

(c) Length - 10' 0"

(d) Weight - 20,000 lbs.

4. Material Storage

• The Contractor shall confine storage of materials on the job site to areas approved by the COR and shall not unnecessarily encumber the premises or overload any portion with materials to a greater extent than the structure design load.

• Verify available storage space at the job site with COR prior to bid opening. Any additional off-site space required is the responsibility of the Contractor. Allocate the available storage areas and coordinate their use with the other trades on the job.

5. Parking

• The Contractor is to pay $9/day/vehicle and the space is limited due to multiple ongoing construction projects. The Contractor shall limit the number of Contractor vehicles on site to an appropriate level. Coordinate with the COR for proper parking if standard lot spaces are not being used.

F. GPO Regulations

1. Crane Work

• Any crane work will be scheduled on weekends (Saturdays and Sundays) or Federal Holidays approved by the COR. The cost resulting from weekend work and Federal Holidays shall be included in the bid price.

2. Gas-Powered Vehicles

• Propane Gas Powered Forklifts shall be used during weekend work, Federal holidays, or off hours

(4pm-10:30pm) with GPO’s approval and permission.

3. Security

• Contractor’s vehicles, work bags, toolboxes, material, etc. will be inspected upon arrival and checked when leaving the premises of the building. Luis Gallegos (COR, work cell: 202-285-8480) will be the Point of Contact and escort the Contractors to the locations when they arrive. Andrew

• The Contractor shall safeguard all Government Property in the work area. At the close of each work period, equipment shall be secured and/or taken away from the work site daily.

• The Contractor shall cooperate with those in authority on the premises to prevent the entrance and exit of all workers and/or others whose presence is forbidden or undesirable.

• Follow the FY24/FY25 Contractor Security Requirements.

VI. Period Of Performance A. A timeline based on A/E contract award of approximately July 2024 is offered below.

C. All work to be completed within 63 weeks (434 days) of the Notice to Proceed (NTP). Submission of

Design timeline, safety plans, quality control plan, schedules, pre‐construction submittals, etc. shall be required to be submitted within 14 days of the Construction NTP.

D. Contractor must submit a Critical Path Method (CPM) schedule for both the Design and Construction phase with estimated dates and itemized cost of work to the Contracting Officer for review and approval before Notice to proceed.

E. Work Schedule

Work will be performed during normal business hours 7:00 AM until 3:00 PM. Coordinate working schedule with the COR prior to beginning construction. Any work to be performed outside normal business hours and on weekends or holidays will need to be coordinated with the COR three (3) days prior.

VII. Privacy Statement

Information Security: The C&A requirements do not apply; a Security Accreditation Package is not required. Incidental exposure to protected health information may occur from accessing the work site. Staff will follow all Privacy & Security policies and procedures.

VIII. Post Construction Quality Validation and Contract Close-out

A. FAR 52.246‐21 Warranty of Construction, the Contractor is to provide a one (1) year warranty period, from the date of final acceptance of the work, covering defects related to all work performed and any materials/equipment included in the project.

B. Closeout – The Contractor shall provide a two week notice to the COR for the onsite Final

Walkthrough and Punch List for Acceptance as well as other planned milestones.

C. The Contractor must submit the record drawings showing any changes or modifications to the

Bid Documents reflected on the hard-copy set of “as-builts”; Drawings must be individually marked “Record Drawing” and submitted in a single package as follows;

1. Drawings in AutoCAD (DWG) or Revit (RVT) format of the entire project shall be delivered electronically.

2. Drawings must represent final project with all demolished and/or removed items deleted from the .dwg/.rvt files.

3. Drawings in (PDF) format of the entire project in addition to 1 set of full size 30 x 42" drawings.

IX. Technical Evaluation Criteria:

A. Past Performance

• An offeror is expected to have at least five (5) years of Design-Build Experience.

• Offerors must submit a two-page (maximum) narrative describing the company's design-build experience providing the types of services performed are of a similar complexity to the work solicited.

• Offerors must be familiar with the design and construction of spaces for office and light manufacturing work.

• Your company must have provided these types of services to either a Government or

Commercial entity for the minimum number of years noted above.

B. Key Personnel and Personnel Management:

• The offerors must have qualified personnel and submit details of their credentials with their proposals in accordance with the solicitation.

C. Quality Plan

• The offerors must have a qualified plan and describe their approach to constructing the workspace in accordance with the commissioning agent’s specifications.

D. Schedule

• The offerors must submit a copy of the tentative schedule or timeline to work in accordance with the solicitation.
