NOAA Ship Nancy Foster Sonar Gondola Detailed Design and Fabrication Requirements
This is a Statement of Work (SOW) specification for the detailed design, fabrication, and installation engineering of a sonar gondola for the NOAA Ship Nancy Foster (R-352), dated July 30, 2026. The work encompasses comprehensive design services, gondola fabrication, and an installation/engineering package to support shipyard execution. The gondola must accommodate 16 different sonar transducers and sensors, including Kongsberg EM2040 and EM712 systems, Teledyne Reson SVP-70 systems, Simrad EK80 multifrequency systems, Teledyne RDI ADCP, Knudsen 3200chirp systems, and Furuno FE800 and DS6030-30 equipment. The design must incorporate all listed sensors, allow for future transducer upgrades, comply with Marine Vessel ABS construction standards, and not exceed minimum dimensions specified in the Kongsberg Gondola Feasibility Study to minimize draft impact on the vessel.
The contractor must perform detailed design with preliminary design review at 45 days and final design review at 60 days post-award, including government personnel and Kongsberg representatives. Following design approval, the contractor shall subcontract gondola fabrication to a qualified third-party possessing ABS-certified welders, marine industry experience, and a comprehensive quality control plan. The contractor must compile a comprehensive installation and engineering package by March 15, 2027, containing installation/modification work specifications, removals drawings, installation and modification drawings, a special dry docking plan, updated docking and general arrangement drawings, weight reports with GHS model updates, and ABS engineering review of all drawings. The gondola is targeted for completion by October 1, 2027, with installation during Q1 FY28 scheduled dry docking. Rough drafts must be available for review no more than 30 days prior to final delivery dates.
