Statement of Work Acquisition of new Gasmet DX4000 FTIR Gas Analysis system for the Combat Capabilities
Development Command (DEVCOM) Chemical Biological Center (CBC)
1. Introduction: The Chemical Analysis and Physical Properties (CAPP) branch of the Combat Capabilities Development Command (DEVCOM) Chemical Biological Center (CBC) is seeking to purchase a Fourier Transform Infrared (FTIR) Gas Analyzer. It has determined though it’s internal search and review that the Gasmet Model DX4000 FTIR gas analyzer meets or exceeds the specifications for the requirement. The contractor shall provide all equipment necessary to support the CBC as defined in this Statement of Work (SOW).
1.1 Background. The CCDC CBC Team is responsible for the equipment necessary to perform analysis and test samples received from all over the world which may pose a chemical and biological threat. In order to support the mission, the laboratory requires all equipment to be fully up to date with the latest software and to be operating in accordance with the original equipment manufacturers specifications without any delay in service in case of equipment malfunctions and able to perform the required services without violating equipment warranties.
1.2 Objective. The objective of this contract is to acquire a new Gasmet DX4000 FTIR Gas Analyzer.
2. Description of Services or Supplies:
Instrumentation manufacturer, XXX shall ship to DEVCOM CBC an FTIR model
DX4000 system. Government requires the system to be capable of measuring multiple gasses simultaneously, be equipped with a component library in excess of 400 gasses, and have the ability to analyze Toxic Industrial Chemicals (TICs), chemical warfare agents (CWA’s) and their precursors. The system must be able to detect sub ppm concentrations. In addition to this, the government requires a system that uses a quantum thermally-cooled detector, optical gas cell temperature controlled to 180°C, and programmable measurement time. The system needs to be lightweight and portable such that it can be used in laboratory and field environments.
The FTIR system must also be accompanied by a software package which interfaces to the instrument. The software must allow for the setup, operation, display and reporting of the FTIR gas analyzer and gas measurements. Gas readings should be able to be saved as a text file for importing into spreadsheet program such as Excel®. The measured infrared spectrum should be available for post-analysis and further review. The Government also requires the capability to detect and identify “unknown gases” using reference libraries as supplied by NIST & US EPA containing over 5,000 gases & vapors.
The FTIR system shall also include a portable Sampling System (PSS) consisting of a temperature controlled sample pump at 180°C and temperature controlled heated line to draw the gas sample from its source and flow it into the gas cell at ~ 4 lpm. The system needs to have a pressure management capability and an inbuilt fail-safe to stop the flow of sample if the temperature falls below its set point to prevent instrument damage.
3. Requirements:
The supplier will provide at minimum the following:
a. FTIR Gas Anaylzer
b. Pressure measurement for sample cell
c. Portable Sampling System (PSS)
d. Interfacing software
e. Heated stainless steel filter element for PSS
f. Heated transfer line from PSS to analyzer
g. Standard 1 year warranty
h. Operations & Maintenance manual
i. Price includes delivery to site
