3.0 Scope of Work:

The Contractor shall provide all professional services necessary for the accomplishment of each project and such required services shall be in accordance with requirements as described herein.

Background: Room 115 is currently a breakroom, and 117 is an adjoining lab. This project will remodel part of 117, including adding a wall, replacing cabinets, moving a sink and moving an autoclave. The existing cinder block dividing walls between 115 and 117 will be removed to expand 115 into a combination conference room/breakroom. The kitchen cabinets from the existing breakroom will be relocated and used again with a new countertop. Part of the room 115 remodel includes the decommissioning of a gel lab that has utilized ethidium bromide. Room 115 will be carpeted and will include a dropped ceiling and new dimmable lighting. A large TV (provided) will need to be mounted on the wall. Walls will need to be prepared and painted.

All diagrams and part numbers for steel casework are from Formaspace, 1100 East Howard Lane, #400, Austin, TX 78753. The building is fed with 120/208 3 phase power, QOB Square D panels and breakers.

4.0 Project Requirement Details

a. Contractors shall provide and maintain all necessary guards, lights, barricades, etc., to protect persons, property, and materials in and around the site.

b. Do not disturb hazardous materials and report condition immediately to the Contracting Officer’s Representative (COR) regarding potentially hazardous conditions that are uncovered. Stop work in the area of the questionable material or condition until identification and direction is provided.

c. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards, (i.e., IBC, NEC, NSPC, NFPA, EPA, ASTM, GSA, AASHTO, etc.) and health and safety codes, in effect at the time of contract award.

d. All work shall meet all pertinent Unified Facilities Guide Specifications (UFGS) and ARS 242.1M standards. UFGS available at http://www.wbdg.org/ffc/dod/unified-facilities-guide-specifications-ufgs. ARS 242.1M available at https://www.afm.ars.usda.gov/ppweb/pps-and-manuals/.

4.1 General Requirements

a. Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.

b. Existing Installations / Demolition: Contractor shall modify existing installations as needed to accommodate the new installation. Contractor shall coordinate modification of existing installations with Government. All disturbances of existing systems shall be thoroughly coordinated with the Government to prevent disturbances that might jeopardize on-going operations and research. Government reserves the right to retain any equipment / materials removed as part of the scope of work. The contractor shall coordinate any equipment / materials to be retained with the Government prior to starting demolition operations. The contractor shall legally dispose all any materials removed that will not be retained.

c. Installation: It shall be the responsibility of the Contractor to complete work in accordance with Federal, State, and Local Code Standards.

Additional procedures and materials may be required than is indicated herein. If any item specified herein conflicts with the applicable codes and recommendations, the Contractor shall bring it to the attention of the Contracting Officer Representative for immediate resolution.

d. Quality Control: The work performed under this contract shall be subject to continuous audit by the Location Monitor. Quality control is the exclusive responsibility of the Contractor.

e. Protection of Work and Property/Safety Requirements: The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the Location Monitor. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security. The contractor is responsible for verifying location of any underground utility and is responsible for any damaged caused to such utilities.

f. Facility Disruptions: Should the Contractor require any power or utility shutdowns during construction, the Contractor shall obtain approval for such shutdown from the Location Monitor fourteen (14) working days prior to the need.

g. Materials and Equipment: The material and equipment to be furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials and equipment and shall be the manufacturer’s latest standard design. All materials and equipment to be incorporated in the work shall be handled and stored. All materials and equipment to be incorporated in the work shall be handled and stored by the manufacturer, fabricator, supplies and Contractor before during and after shipment in a manner to prevent any injury, theft, or damage of any kind to the materials and equipment. All materials and equipment furnished by the Contractor shall be subject to inspection and approval by the CO/Location Monitor.

h. Cleanup: The construction site shall be kept clean and free of debris at all times. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the Location Monitor.

4.2 Description of Work

Room 117

1. Install an approximately 8’x8’ wall on the west end of the room to divide it from the old gel lab, there once was a wall located here. 2x4 framing and sheetrock with tape, mud, and light texture.

2. Remove existing casework, sink and cabinets, upper and lower, from the west end of the lab (the old gel lab. Retain eyewash for installation in the new sink. Retain dish drying rack, it will be reinstalled in 117. The cabinets and tables in the west end of the lab are contaminated with ethidium bromide and must be decontaminated and appropriate caution must be maintained for worker protection. The Forage and Range Lab will take care of the decontamination. All cabinets will be removed and disposed of by the contractor. Cap utilities as required, there is electrical, natural gas, compressed air, and vacuum. Some utilities are in the wall that will be removed. The thermostats and some other items will need to be relocated. Coordinate any water, air, and electrical outages with FRR staff.

3. Remove the cabinets from the east end the room 117, but only from the south wall, the short sitting height cabinets. Those on the north wall will remain.

4. The contractor will be responsible for removal and disposal of all cabinets and construction debris and must supply a trailer or means of transporting this off the property.

5. The tile floor in 117 will remain.

6. Prepare, patch, prime and paint the walls, use PPG Manor Hall 82-

3510 interior semi-gloss paint color NB1 NG6, NL5 for the topcoat.

7. Install 4” black rubber base around all walls and cabinet work. There is approximately 55 feet of black cove needed for the cabinets, contractor to verify. Cove on the south wall can remain. New cove will need installed on the west wall.

8. Install new light switches Leviton Model# R52-01221-20W or equal, and receptacles, white 20-amp industrial grade Leviton Model #R72- 05352-0WS, or equivalent.

9. Convert the outlet on the southeast end of the wall to a 40 amp 208 volt circuit with a 40 amp (or greater) safety disconnect for the autoclave, existing conduit can be used, pulling in the needed wires.

10. Relocate the autoclave from the adjoining lab to the newly divided room 117 location.

11. Plumb in a drain for the autoclave, investigate location for drain, this may need to be cut into the wall, as the current drain is part way up the wall.

12. Remove and cap unused electrical fittings.

13. Remove valves and plug the lines for two sets of gas/air/vacuum that extend from the walls and will be covered by the new cabinets.

14. Cover the outlet behind the new sink (center one, below the supply conduit in the picture) and move the one on the west down the wall 1.5’ to the right and install a GFI outlet.

15. Remove the section of plug mould on the south wall and replace with four (4) two gange receptacles, surface mount industrial, such as this (see below), with white 20 amp industrial grade Leviton Model #R72- 05352-0WS, or equivalent and raised industrial cover. Covers shall be marked with the panel and circuit number that is feeding it by a printed label. This shall be fed each by individual circuits, except the two on the west which may share a circuit.

16. Install GFI outlet under the sink for the DI water system.

17. Install new cabinets/casework per drawings and specs provided.

Cabinets will be provided.

18. Install new sink and countertops, provided, and fixtures, including a lab faucet, pot filling faucet (plumbed to DI water), all provided.

19. Move existing eyewash from the abandoned part of lab 117 and place it on the right of the new sink.

20. Move DI water supply tanks and system from abandoned lab and install under the new sink.

21. Install dish drying rack on the wall, moved from 115. Install new paper towel and soap dispensers, provided.

Drawings of cabinets are for reference only; they may come from a different supplier. Cabinets will be provided by the FRRL.

Existing Room 117 that needs cleared of ethidium bromide.

The cabinets on the southeast wall shall be removed. Those on the north wall shall remain.

Room 115

Room 115 is currently a breakroom. This will be widened by removing the cinder block wall into the adjoining room 117.

2. Remove cabinets and refrigerator, retain for reinstallation in new breakroom corner of the conference room.

3. Steps in process for room 117 should have been completed, so that the gel lab, autoclave and other items have been removed.

4. Remove, cap or pull back electrical circuits, thermostats, plumbing, etc. that is in the wall area between 115 and 117.

5. Remove carpet and base trim from 115.

6. Remove existing ceiling tile and t-bar suspended ceiling grid.

7. Remove cinderblock wall sections between 115 and 117 as noted.

8. Install plumbing for new kitchen in the area where the autoclave came out, there may not be hot water in this area. One option is to bring it in, the other is to install an on-demand heater (circuit will need to be added). Assure that cold water supply is adequate for a sink. Line may be missing or need to be upsized.

9. Install 4 circuits for the kitchen in the southeast corner of the new room, one each for garbage disposal, countertop, microwave, and refrigerator. Install GFI outlets as required, white in color. Label all circuits as to panel and circuit number.

10. Prepare, patch, prime and paint the walls, use PPG Manor Hall 82- 3510 interior semi-gloss paint color NB1 NG6, NL5 for the topcoat.

11. Install new or replace remaining switches or outlets with Leviton

Model# R52-01221-20W or equal, and receptacles, white 20 amp industrial grade Leviton Model #R72-05352-0WS, or equivalent.

All outlets, unless noted, will receive new stainless steel or raised industrial covers as appropriate. All covers will be labeled with a printed label specifying the source panel and breaker number (example: D1 15 (panel D1 breaker 15)).

12. Install drop ceiling per drawing included, according to current building and seismic codes.

13. Install new ceiling tile: USG brand Radar Basic White 2 ft. x 4 ft.

14. Install new drop in trougher light fixtures. Fixtures will be supplied by FRRL. Install to current building code, including seismic support. Install per diagram following, slight adjustments may be necessary to accommodate existing heating and cooling vents. Move vents as necessary to align with the grid.

15. Install a normal light switch by the door to turn the lights off and on, and a dimmer on the northwest all near the window.

16. Level the floor and plug holes from utilities as needed for the installation of carpet. Tile on the west end of the old lab 117 can remain. Install carpet tiles and 6” cove trim, supplied by the FRRL.

17. Reinstall the sink and cabinets in the southeast corner of room

115. The sink unit will need to be switched to the right side, to meet the drain. Utilize current sink and faucet, install a new countertop, not provided. A suitable replacement would be:

Hampton Bay Wilsonart 8 ft. Straight Laminate Countertop Kit Included in Winter Carnival Granite with Full Wrap Ogee Edge from Home Depot.

18. Install paper towel and soap dispensers, supplied by the FRRL.

19. Install TV removed from the old conference room on the west wall of room 115.

20. Install blinds over the window in the northwest corner of 115.

This door will be removed with the wall

Cabinets will be reused.

4.0 TV will be on this west facing wall, the blinds will cover this window, and the dimmer switch will be by the window.
