About this file
This is a Statement of Work (SOW) for the upgrade of OpenText Media Management (OTMM) software for the U.S. Naval Research Laboratory, prepared by Gayle Fullerton and effective February 24, 2026. The upgrade will transition the current OTMM deployment from version 16.2.1 to the latest available version. The vendor must be an Authorized OpenText OEM Reseller and is required to submit an Authorized OpenText OEM Reseller letter with all quotations.
The scope of work encompasses several key phases: (1) pre-upgrade assistance including upgrade design and architecture planning, health check assessments, and review of existing customizations; (2) customization refactoring to ensure compatibility with the upgraded version; (3) software installation and configuration on two environments—a new Test environment and the existing Production environment—while adhering to DoD-level security requirements; (4) user acceptance testing support, including import of a sample asset set not exceeding 5,000 assets and issue remediation; and (5) production deployment and rollout support including delta migration, post-migration validation, and post-go-live technical support. The vendor will assign a senior Project Manager, senior Technical Consultant, and Services Director as needed. Out-of-scope items include new configurations or customizations beyond those specified, load and performance testing, high availability infrastructure testing, organizational change management, and ongoing managed services support. Deliverables include the upgraded OTMM configuration in the production environment ready for use by Customer users. The Customer is responsible for user acceptance testing and will provide project management, business specialists, and testing resources.
