About this file
This is a Statement of Work (SOW) for The Institute of Heraldry (TIOH) describing a requirement for military insignia design, development, and production services. TIOH seeks vendors to replace 14 existing Blanket Purchase Agreements (BPAs) set to expire in FY2026, with a focus on producing authorized military insignia for commercial sale through Army & Air Force Exchange Service (AAFES) and Defense Logistics Agency (DLA).
Contractor requirements include being TIOH-verified and authorized to produce military insignia, possessing a TIOH hallmark, and capable of manufacturing items such as decorations, service medals, ribbons, badges, lapel buttons, shoulder sleeve insignia, and unit patches. Specific technical requirements involve providing 2D and 3D digital files, manufacturing prototypes, creating steel dies and hubs, producing 12 QA samples, fulfilling orders on schedule, and maintaining detailed production documentation. The opportunity is currently in a Sources Sought Notice (SSN)/Request for Information (RFI) stage, with potential set-asides for small businesses, veteran-owned businesses, and other qualified small business categories.
