UNITED STATES DEPARTMENT OF THE INTERIOR
U.S. FISH AND WILDLIFE SERVICE
CRAB ORCHARD NATIONAL WILDLIFE REFUGE
Statement of Work/Need Five-year BPA for
Portable Toilet Services, Crab Orchard National Wildlife Refuge
Introduction
Crab Orchard National Wildlife Refuge (CONWR) is seeking to establish a five-year BPA for supply and weekly servicing of portable toilets in recreation areas on the CONWR, located at 6987 Headquarters Road, Marion Il 62959. CONWR comprises approximately 44,000 acres of habitat in Southern Illinois, including hardwood forest, agricultural land, grazing units, brushland, wetlands, and lakes.
Specifications
The contractor shall provide seven (7) portable toilets to be located at various recreation areas on Crab Orchard National Wildlife Refuge. Exact locations are outlined in Attachment A. This BPA will include the rental of the portable toilets, delivery of the portable toilets, provision of all consumables associated with the portable toilets (toilet paper, towels, hand sanitizer, etc.), and weekly servicing of the toilets. Servicing is defined as the weekly emptying, cleaning, and disinfecting and sanitizing of the portable toilets. Toilet walls, seating surfaces, holes, and flooring shall be cleaned, disinfected, and sanitized. Flooring shall be clean and free of dirt/debris to present an overall appearance of cleanliness. Flooring shall also be free of standing water at the end of each cleaning cycle.
In the event that a portable toilet is found to be excessively dirty/in need of attention/flipped over between weekly cleanings, the Refuge staff will contact the contractor for a spot cleaning/servicing, which will be provided at no additional cost to the Government. Based on previous portable toilet contract experiences, it is not anticipated that there will often be need for cleaning/assistance between regular weekly cleanings, but this cannot be guaranteed.
In the event that a portable toilet is no longer needed in a particular recreation area, Refuge staff will provide an alternate location for positioning of the portable toilet. The Refuge staff does not anticipate needing to move the toilets from the locations outlined in Attachment A.
Period of Performance
This proposed contract is for five years, beginning on or around June 1, 2023, and ending on or around May 31, 2028.
Payment
When a BPA call is made over the micro-purchase threshold of $2,500.00, invoices shall be submitted via the Internet Payment Platform at https://www.ipp.gov on a monthly basis. Copies of invoices must be submitted to the Refuge Administrative Officer for processing. Invoices for BPA calls that are under the micro- purchase threshold will be paid by government purchase card.
