About this file

This Statement of Work (SOW) details the procurement of a retroreflective meter for Dover Air Force Base's Airfield Operations Flight. The device must provide comprehensive airfield marking retroreflectivity measurements and standards, with specific technical requirements including a lightweight design with a 7-inch touch screen display, built-in GPS, interchangeable battery pack, data management capabilities, and the ability to measure retroreflectivity under various conditions (including daylight, nighttime, wet, and rain environments) per multiple ASTM and EN standards.

The meter will support airfield management's critical mission of maintaining safe operations for 25,000 annual aircraft movements by providing quantifiable data on airfield marking conditions. The contract specifies normal operating hours of 0730-1630 Monday-Friday, excludes federal holidays, and requires coordination with Airfield Management at least three business days prior to base access. The government will provide utilities and emergency services, while the contractor is responsible for maintaining work areas, operating vehicles in compliance with base regulations, and ensuring minimal disruption to mission-essential functions.

STATEMENT OF WORK

FOR

RETROREFLECTIVE METER

AT DOVER AIR FORCE BASE, DELAWARE

25 June 2025

1. Description of Services: Dover AFB Airfield Operations Flight requires equipment that will provide airfield marking retroreflective standards for new and repainted airfield markings to ensure any contract work is performed with Air Force standards and to assist Airfield management with determining the need to have airfield markings repainted or removed/repainted.

2. Requirements and Installation: The contractor shall provide all qualified personnel, equipment, tools, supplies, supervision and other items necessary to complete the service at Dover Air Force Base.

The marking retroreflectometer requires the following:

a. Lightweight, balanced operation without requiring the operator to bend down

b. Auto-lifting, retractable handle with 7-inch touch screen display for easy operation

c. Built-in GPS and printer for immediate on-site records

d. Full asset management tool with data fields to enter additional information about the pavement markings, including Pass/Fail criteria.

e. Easy-to-use software for data management - create data reports, KML and Shape files for easy visualization and GIS management

f. interchangeable battery pack, charger & calibration standard

g. light source, & commercial-grade rechargeable battery

h. Easy data export for complete documentation and tracking

i. Measures retroreflectivity RL per ASTM E1710 and EN1436

j. Measures daylight visibility Qd per ASTM E2302 and EN1436

k. Measures night-time retroreflected CIE chromaticity per ASTM D6628 and EN1436

l. Measures retroreflectivity in continuous wetting (rain) per ASTM E2832\

m. Measures retroreflectivity in wet conditions per ASTM E2177

n. Large memory capacity to accommodate large projects between data downloads

o. Extensive measurement range for accurate low to high precision range

p. Built-in printer for on-site paper records

3. System Issues: Throughout the year, airfield management is responsible for maintaining the safe operation for 25K aircraft movements. Part of this is to ensure the airfield markings are in good shape and provide the correct retroflectivity during nighttime and inclement weather conditions. The meter will assist airfield management by providing quantifiable data on the marking’s status. The data will aid in the determination of what markings required repainting and/or removal/repainting during the April and October paint cycles.
