Statement of Work
Repair of Flagship Marine HVAC system onboard M/V Seaway Guardian
I. Background.
The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is a wholly owned U.S. Government corporation within the U.S. Department of Transportation which owns and operates the portion of the Saint Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Canada. The Corporation’s mission is to facilitate the safe and efficient passage of commercial vessels through the Seaway. A major part of this function is the removal of floating aids to navigation (buoys) prior to closing the
Seaway for the winter and placing them back in service in the spring prior to the Seaway opening and providing icebreaking/escort services to safely transit commercial shipping through the international shipping channel. The Corporation owns a 118’x45’ ABS
Classed, A1 towing service, Ice Classed 1A, 5350 HP – multi-mission, buoy tending vessel. The scope task listed below will detail the repair to this listed vessels HVAC system.
II. Scope Task.
The scope of this task is for a HVAC installer/service provider to perform the required replacement of chillers, air handlers, circulating pumps and peripheral equipment damaged when the vessels power was shutoff for several days in January of 2021 and froze the chill water circulating lines to the air handlers and collapsed the refrigerant lines inside the chillers.
1. Perform pre-replacement system inspection/assessment to determine piping and fittings that need to be repaired and/or replaced to make sure correct fittings and piping are sourced and on-hand prior to beginning new equipment install.
2. Order replacement chillers, air handlers – AHU’s, circulating pumps and peripherals (heaters, transformers, and any other supporting equipment) from
Flagship Marine, Inc. to match what was originally sourced and installed during the vessel’s construction to replace all damaged equipment. This will be a plug and play mechanically and electrically.
3. After delivery of mechanicals and any supporting equipment to the vessels dock where they will be loaded onboard as well as any contractors tooling or job boxes by GLS supplied crane at the repair dock selected by GLS.
4. Valve off AHU’s and chiller units to pressure test and make any repairs to leaks in piping are complete.
5. If no leaks are found and piping is sound then, reinsulate piping where repairs were made.
6. Repair/replacement of AHU coils/units.
7. Repair/replacement of circulating pumps and flow switch.
8. Replacement of automatic air bleeders.
9. Refill system with water and bleed out air.
10. Once system is full, verify pumps and flow switch are operational.
11. Replacement of chiller units. Swap out units with new chillers.
12. Reconnect all seawater connections and chill water piping connections and check for leaks.

13. Reconnect all electrical supply, control and alarm monitoring to chillers and verify correct connections.
14. Reinsulate any insulation that may have been damaged during equipment swap out and/or trouble shooting of piping, chillers, or AHU’s.
15. Verify chill water and sea water flow and start chillers and verify proper operation.
16. Once system is working as designed the contractor will drain the chill water system enough to add the proper amount of glycol to protect the system to a freeze point of 20 degrees F.
17. Finally bleed all air from system before final HVAC full load system check.
To accomplish this scope, GLS will provide the following support:
1. Provide any electrical or power disconnects that are damaged.
2. Provide electrical support and LOTO devices for electrical supply breakers.
3. Provide any condensate system piping drain repairs or inspections.
4. Provide licensed welders/fabricators for any hotwork or fabrication needed for repair.
5. Removal of all ceiling, wall, or inspection panels for repair/replacement of equipment.
6. Provide scaffolding and/or ladders for access into ceilings and hard to reach spaces a normal height ladder can’t access.
7. Provide crane or other means to load and unload job boxes and equipment onto and from the vessel.
8. Provide GLS employees to work alongside contractor to provide support and assistance during entire time onboard during repair.
III. Corporation – Furnished Information.
The Corporation shall furnish to each offeror drawings of the As-built, HVAC system diagram as well as the HVAC duct routing drawings, Flagship Marine AHU’s 1-7, chillers and circulating pump equipment drawings and bill of materials.
Contractor will replace damaged system equipment with only Flagship Marine, Inc.
