1.0 DESCRIPTION OF SERVICES
The contractor shall review the parameters of the upcoming Precision Impact Range Area (PIRA) Target Array test and advise the government on technical aspects of the test.
The provided services shall not exceed the funded amount of $9,000.
1.1 Background.
The existing InfraRed (IR) targets on the PIRA have reached end-of-life due to weather deterioration and the need to support for higher fidelity measurement sensors. The biggest challenges in testing IR imaging systems is the lack of a uniform, sharp transition between hot and cold objects in a scene. Blurring of the thermal edge results in degraded measurements of the system’s Modulation Transfer Function (MTF), Signal to Noise Ratio (SNR), and Relative Edge Response (RER). By actively controlling panel temperatures with heating elements embedded in the panel bodies, Spectral Science, Inc. aims to build a set of engineering panels with high degree of uniformity so that a sharp temperature edge can be achieved.
As part of the Small Business Innovation Research (SBIR) Phase II Enhancement contract, Spectral Sciences, Inc. is planning to demonstrate a 4-panel prototype of their PIRA Target Array (PTA) at Edwards AFB. Laboratory testing of the panels has shown its ability to maintain good thermal uniformity at temperatures up to 30 degrees Fahrenheit above ambient. The next phase of testing is required to demonstrate the panels in the destination environment.
The contractor will provide consultation services to assist with test setups, parameters, and technical thoroughness reviews.
1.2 Place of Performance
The contractor shall perform these services at their facility.
1.3 OPSEC
At all times, the contractor shall employ Operational Security (OPSEC), and act to reduce the vulnerability of Air Force and other DoD missions by eliminating or reducing successful adversary collection and exploitation of critical information. OPSEC applies to all activities that prepare, sustain, or employ forces or assets during all phases of operations.
2.0 SUPPLIES AND SERVICES
The services shall be accomplished via e-mail, telephone, and/or Microsoft Teams.

The contractor shall provide the following consultant services.
Pre-test:
1. Determine the optimal temperature of blackbody and distance to perform the NUC
2. Check the calibration procedures for a multitude of IR cameras (SWIR, MWIR, LWIR all different brand) setup for this test. This task includes determining the overall test setup configuration.
3. Review our test matrices to validate correct approaches, procedures, techniques and recommend alternative ideas to achieve test objectives.
Post-test:
4. Perform independent review of our data analysis for accuracy and provide suggestions for future improvement.
5. Assist in determining if the final array configuration (10x10m) would achieve similar performance as the prototype array (2x2m)”.
