1 GENERAL DESCRIPTION
The contractor shall perform the effort required by this contract on a Firm Fixed Price (FFP) basis. The work shall be performed in accordance with all sections of this contract.

2 STATEMENT OF NEED AND PERFORMANCE REQUIRED
2.1 Background
The U.S. General Services Administration’s (GSA) mission is to deliver the best value in real estate, acquisition, and technology services to government and the American people. GSA leverages the buying power of the federal government to secure, in the most cost-effective, transparent, and sustainable manner possible, the goods, services, and real property that the federal government needs to operate.
Potential climate change impacts could affect GSA’s ability to fulfill its mission, operate its facilities, provide products and services to its customers, and meet policy and program objectives. All federal agencies face similar challenges of climate change, and as a steward of the federal built environment and supply chain, GSA is in a unique position to assist the federal government in minimizing certain risks associated with climate change.
Executive Order (E.O.) 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability (December 8, 2021), Section 302, requires GSA to track disclosure of greenhouse gas emissions, emissions reduction targets, climate risk, and other sustainability-related actions by major Federal suppliers. Since 2015, GSA has collected such information from major Federal suppliers on a voluntary basis, via membership in the CDP Supply Chain initiative and associated services and data products provided by CDP.
On November 14, 2022, The Federal Acquisition Services Regulation (FAR) Council published a proposed FAR regulation, “Disclosure of Greenhouse Gas Emissions and Climate-Related Financial Risk.” Consistent with OMB Memo M-22-06,[footnoteRef:1] this draft FAR regulation would require major Federal contractors to disclose information relevant to their climate-related financial risks and climate impacts using the CDP reporting system. [1: In relevant part, OMB Memo M-22-06 states, “In accordance with section 206 of E.O. 14008 and consistent with section 5(b) of E.O. 14030, the Federal Acquisition Regulatory Council should leverage existing third-party standards and systems including the Task Force on Climate-Related Financial Disclosures (TCFD) Recommendations, CDP reporting system, and Science Based Targets Initiative (SBTi) criteria, or equivalents, in the development of regulatory amendments to promote contractor attention on reduced carbon emissions and Federal sustainability.”]
GSA/OGP intends to award a firm-fixed-price task order in accordance with Federal Acquisition Regulation (FAR) 13 ordering procedures to collect the disclosure information it is required to collect regarding major federal contractors under E.O. 14057, Section 302, using a supply chain collection and reporting service. GSA/OGP also intends to use the service to baseline major federal contractors’ use of the CDP system as would be required by the proposed “Disclosure of Greenhouse Gas Emissions and Climate-Related Financial Risk” regulation. If the regulation is finalized, GSA also intends to use service to collect and analyze the disclosures required by the regulation. This task order will fall under North American Industry Classification System (NAICS) 541620 Environmental Consulting Services.
2.2 Scope
The Contractor shall support GSA/OGP in providing a service for the collection and viewing of energy and climate-related information related to Government suppliers.
2.3 Task Requirements/Description of Work and Services
2.3.1 “Corporate Membership” CLIN requirements:
· Provide up to 500 GSA suppliers per year, of GSA’s choosing, with the ability to disclose corporate energy and climate-change related information in a format that helps them efficiently comply with industry norms and common needs / requests of their other stakeholders (e.g., customers and investors).
· Provide an online disclosure portal, annual survey, and/or templates which suppliers can use to disclose the following types of information:
· Greenhouse gas (GHG) emissions reduction goals and strategies
· Sustainability governance and management structure
· Statement of climate-change-related risks and opportunities
· GHG emissions, both aggregate (corporate-wide) and allocated to Government accounts
· Energy and climate-change-related investments, conservation measures, and related returns in energy conservation and financial savings
· Provide telephone or email support, and online written guidance to disclosing suppliers, related to technical aspects of completing their disclosures (e.g. use of the online disclosure portal, survey, and/or templates).
· Provide online written guidance to disclosing vendors, related to the substantive best practices and available business benefits of completing the disclosures.
· Provide an online portal for GSA staff to assess the status, and compare and analyze the content, of supplier disclosures collected by the Contractor. This portal should provide the ability for GSA staff to:
· View and analyze both quantitative (e.g. GHG inventory) and qualitative (e.g. management practices, risk and opportunity assessment) disclosure content;
· View and analyze supplier-provided quantitative information (e.g. cost, GHG inventory, GHG reductions) allocated to government accounts
· Download Excel or similar format reports containing the above information
· Download Excel or similar format reports containing all information disclosed to the Contractor.
· Provide an annual report on Scope 3 emissions (modeled and/or based on disclosure information).
· Provide annual supplier profiles (individual one-page scorecards summarizing each supplier’s disclosures).
· Provide status update meetings up to twice per month for GSA with Contractor’s full-time account manager.
· Provide telephone and email support to GSA staff related to use of the online portal.
· Provide disclosure support office hours for suppliers offered twice during the disclosure period.
2.3.2 “Premium Membership Options L1” CLIN requirements:
· The “Premium Membership Options L1” requirements below are a package of services which may be selected by GSA. These services are additional to the “Corporate Membership” requirements. For each Base and Option year, GSA shall only exercise the “Premium Membership Options L1” option if GSA also exercises the “Corporate Membership” requirements option for that year.
· Sublicense data to pre-approved list of federal agencies.
· Increase GSA’s annual limit of engaged suppliers from 500 to 1000.
· Provide an Annual Program Review with CDP’s Global Director of Corporates and Supply Chains.
· Provide disclosure support office hours for suppliers offered monthly during the disclosure period.
· Provide a TCFD Alignment Analysis, an aggregate-level analysis of alignment with the TCFD recommendations for the group of suppliers requested to disclose.
· Provide a TCFD Extract, an Excel document compiling responses to a subset of disclosure questions aligned with TCFD recommendations, for all requested suppliers.
· Provide a quarterly extract of suppliers’ Science-Based Target status.
· Provide a Part-Time Associate to support disclosure and account coordination.
2.3.3 “Premium Membership Options L2” CLIN requirements:
· The “Premium Membership Options L2 requirements below are a package of services which may be selected by GSA. These services are additional to the “Corporate Membership” requirements and “Premium Membership Options L1” requirements. For each Base and Option year, GSA shall only exercise the “Premium Membership Options L2” option if GSA also exercises the “Corporate Membership” AND “Premium Membership Options L1” options for that year.
· Provide access to a Supply Chain Engagement Fellow, who will directly engage with North American suppliers on behalf of GSA, to help achieve GSA’s goals. GSA would choose one of the following two options:
· Direct engagement of up to 100 non-responding customer-only requested North American suppliers to drive CDP disclosure.
· Direct engagement of up to 50 North American suppliers which have not set SBTs to commit and submit targets. These campaigns will include an introductory webinar and open office hours to encourage and assist suppliers to establish their target throughout the disclosure cycle.
3 Inspection and Acceptance
3.1 52.246-1 - Contractor Inspection Requirements. (Apr 1984) The Contractor is responsible for performing or having performed all inspections and tests necessary to substantiate that the supplies or services furnished under this contract conform to contract requirements, including any applicable technical requirements for specified manufacturers’ parts. This clause takes precedence over any Government inspection and testing required in the contract’s specifications, except for specialized inspections or tests specified to be performed solely by the Government.
3.2 Requirements for Acceptance
Rejected Deliverable If the deliverable is immediately rejected, the Contractor must submit an acceptable deliverable within a time period approved by the COR that is appropriate given the complexity of the deliverable. In addition, within two (2) business days, the Contractor must submit in writing to the COR, with a copy to the CO, an explanation for the reason the Contractor failed to comply with this requirement and the actions taken to prevent future occurrences.
Deliverable Returned for Deficiencies If the COR does not accept the deliverable because of deficiencies, and provides written comments to the Contractor with identified deficiencies, the Contractor must respond with a proposed solution to the identified deficiencies within five (5) business days after receipt of comments from the COR. Upon COR approval of the contractor’s proposed solution to deficiencies, the solution will be incorporated in the deliverable in a timely manner, as agreed upon by the Contractor and COR in writing.
4 Deliveries and performance
4.1 Deliverables

All deliverables must meet the Government’s requirements. The COR reserves the right to review and either accept or reject the deliverables. The COR also has the right to require correction of any deficiencies found in any deliverable that is contrary to the SOW. If the deliverable is rejected, the Contractor will be notified in writing by the COR of the specific reasons for the rejection.

6 Place of Performance The place of performance will be the Contractor’s facility. There will be no travel associated with performance under this contract. The Government will not reimburse the contractor for any travel.
7 Contract Administration Data
7.1 Contract Administration
The Contracting Officer is the only person authorized to make or approve any changes to the requirements or terms and conditions of this contract. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof.

8 Government-Furnished Information
The Government may provide the contractor with documentation and information required to perform under the contract. All information remains property of the government and can only be used by the contractor in performance of this contract.
