STATEMENT OF WORK (SOW)
FOR
Inspection/Testing of Fix suppression Systems
AT
Watervliet Arsenal
Project # PR 0069708110 Fire and Emergency Services (TAWV-IME-(F))
PART 1 GENERAL
1.01 Overview.
A. This Statement of Work (SOW) defines the effort for inspection/testing of fix suppression systems
1.02 Hours of Operation.
A. Normal duty hours are 7:00 AM through 4:00 PM, Monday through Thursday, and 7:00 AM through 3:00 PM on select Fridays (the arsenal is closed every-other Friday). Federal holidays are non-work days. If a federal holiday falls on a Saturday or Sunday, the preceding Friday or following Monday is a work holiday.
1.03 General Requirements.
A. The contractor shall perform all work in strict conformance with Watervliet Arsenal Instructions for Contractors (WAIC). The contractor shall read and understand this document prior to submitting a proposal. The WAIC is publically available at:
http://www.wva.army.mil/Documents/Contracting/WAIC.pdf B. The contractor shall supply all tools, materials, supplies, equipment, labor, temporary utilities and supervision necessary for the complete execution of the requirements within the contract documents and requirements of this SOW.
C. The contractor shall, prior to submitting a proposal, review (i) all contract documents, and (ii) the project work site, and shall provide written notice to Contracting Specialist detailing any discrepancies that are found between the contract documents and the project work site.
D. The contractor shall notify the Contracting Specialist a minimum of two (2) business days before the contractor starts work. The contractor shall notify the COR a minimum of seven (7) business days before the shut-down of a utility or building service.
E. The contactor shall clean all work areas, at the end of each work day, to remove all tools, equipment, debris, materials, and all waste from the work site.
F. The COR will report on the CMRA.
Statement of work:
PERFORMANCE WORK STATEMENT WILL BE TO PROCURE THE COST OF LABOR,
MATERIAL AND EQUIPMENT TO TEST CYLINDER WEIGHT AND TEST ALL COMPONENTS OF THE EXISTING FIXED FIRE EXTINGUISHING SYSTEM FOR ONE (1) BASE YEAR AND TWO-THREE (2-3) OPTION YEARS The CO2 SYSTEMS to be inspected and tested in the following buildings:
‐ 35 Heat Treat ‐ 21 Post Cafeteria ‐ 35 Minor Plating ‐ 135 Rotary Forge
· 110 Chemical Storage
Contractor shall conduct a function test of all components (valves, nozzles, tamper switches, discharge switches, alarms and manual activation systems) of the system to ensure proper function for an actual discharge.
Any system that did not pass inspection: The Requiring Activity Representative will be notified as soon as possible in writing, and the contractor will provide a solution for evaluation within 24 hours, in an effort to repair the system back to operational state.
Contractor shall provide separate written quote for evaluation to the requiring activity representative for any parts found to be not operational.
An additional dollar amount not including the price of inspections will be determined at time of award and will be used for general repairs such as:
-Hydro testing nozzle replacements
- Hydro testing bottles -Detection/notification sensors -Pull station parts -Hose replacement
Any work or parts needed to repair the system back to operational state will be brought to the attention of the Requiring Activity Representative in writing; and worked on after evaluation and approval from the contracting office; within the limitations of the funds set aside for general repairs.
Contractor shall compile a record of the current hydrostatic test (HST) dates, frequency of required HST and date of next HST test due for each component of each system requiring such test and a written copy will be issued to the owner for record purposes.
Two inspections are required per NFPA code: one in January time frame and a second inspection in September time frame. Exact dates for inspections are to be mutually agreed upon by the requiring Activity Representative and the contractor.
