About this file

This Statement of Work (SOW) details a contract for the National Institute of Standards and Technology (NIST) Material Measurement Laboratory's Thermodynamics Research Center. The primary objective is to design, implement, and enhance data capture procedures for thermophysical and thermochemical properties of metal-based systems, focusing on pure metals, binary and ternary mixtures, and alloys.

The contractor will perform five key tasks: (1) refine data capture workflow and digitization software, (2) develop an Alloys database schema, (3) manage web-based data display and dissemination development, (4) develop a C++ object library for handling thermophysical property data, and (5) produce Guided Data Capture (GDC) files from scientific publications. The base performance period is from October 15, 2025, to April 14, 2026, with four additional one-year option periods. Minimum contractor qualifications include a Ph.D. in thermodynamics of metal-based systems, experience with specific NIST software, technical German language skills, and database and API development experience. STATEMENT OF WORK

Title: Metal-Based Systems Data Capture

Lab requesting Service: MML (630), Applied Chemicals & Materials (Div 647)

I. BACKGROUND INFORMATION

The National Institute of Standards and Technology, Material Measurement Laboratory, Applied Chemicals and Materials Division applies a variety of state-of-the-art technologies to advance fundamental and applied measurement science and technology for thermophysical and thermochemical properties.

Areas of work include abstraction and assessment of published properties data in this field

(archived in NIST’s internal SOURCE database and the NIST Alloys Database), value-added data products, assessments of data quality, and predictive technologies, which are broadly applicable in various areas of basic research, product and process design, and system development. The Thermodynamics Research Center (TRC) produces periodical compilations and electronic databases that provide source data for scientific research and industrial process design. Subject areas include thermophysical properties and transport properties of pure compounds, binary mixtures, ternary mixtures, and chemical reactions, as well as properties for classes of materials representing particular needs in academia, industry, and government such as clathrate hydrates, ionic liquids, and alloys. The goals of TRC is to establish a comprehensive archive of experimental data of well-defined composition and be a comprehensive source of critically evaluated data. For more information, please visit: https://trc.nist.gov/

II. PURPOSE

The Government’s requirement may be summarized as follows: Design, implement, and enhance data capture procedures (with Guided Data Capture (GDC) software developed at NIST) for the thermophysical and thermochemical properties of metal-based systems, with a concentration on pure metals and binary and ternary mixtures of metals, but also to include systems of an arbitrary number of components. This data will be derived primarily from original sources published in the scientific literature and an assessment of uncertainty will be done at the time of capture. The data captured must be added to the existing NIST Alloys database infrastructure. Finally, the process of making this data available through the NIST Alloys Data web interface (https://trc.nist.gov/metals_data) must be completed.

PLACE OF PERFORMANCE

Work will be primary performed at the NIST, Boulder, Colorado site however there may be rare instances that performance can be performed at contractor’s alternate location. Performance other than at NIST

Boulder shall be coordinated with the Contracting Officer Representative (COR) and the Subject Matter

Expert (SME).

REGULAR BUSINESS HOURS

Regular business hours are Monday through Friday 6:00AM to 6:00PM Mountain Time, excluding

Federal holidays and NIST closures. In the event of an unplanned closure, the Contractor shall not report to the NIST campus. The Contractor is responsible to review the site operation status at the NIST website at www.nist.gov to ascertain the Boulder, CO site operating status. Information is also available by telephone at 303-497-4000 or 800-579-5383.

PERIOD OF PERFORMANCE

The base period of performance will be October 15, 2025, to April 14, 2026, plus four (4) one-year option periods.

III. SPECIFIC REQUIREMENTS

https://trc.nist.gov/ https://trc.nist.gov/metals_data http://www.nist.gov/

The Contractor shall provide: Data Capture and Management Services for thermophysical and thermochemical properties of metal-based systems (pure metals, binary and ternary mixtures of metals, alloys and intermetallic compounds), training and travel.

Task 1: Data Capture and Management Services:

1. Data Capture Workflow Refinement: Test and refine NISTs workflow and associated digitization software (e.g. GDC) for capture and storage of thermophysical and thermochemical property data of metal-based systems (pure metals, binary and ternary mixtures of metals, alloys and intermetallic compounds) as represented in published articles.

2. Alloys Database Schema Development: Develop and refine a relational database schema for storage of thermophysical and thermochemical property data of metal-based systems consistent with design principles of the NIST/TRC SOURCE data archival system for storage of data collected.

3. Web-based Data Display and Dissemination Development: Manage the refinement of

NIST’s web-based interface (https://trc.nist.gov/metals_data) for visualization and dissemination of thermophysical and thermochemical property data of metal-based systems utilizing data stored in the data infrastructure. Extend this system to include a data access API.

4. C++ Object Library for Alloys Development: Manage the development and refinement of a

C++ object library for generally handling thermophysical property data with specific emphasis on the ability to handle thermophysical property data for metal-based systems. Provide quality assurance feedback on this development.

5. Data Capture for Alloys: Produce GDC files for English and non-English language published articles about thermophysical or thermochemical property measurements on metal-based systems.

Task 2: Training:

The Contractor shall provide training to include but not limited to in person training of undergraduate and graduate students hired by NIST to facilitate data capture for metal-based systems. This training will include the use of NIST-provided Guided Data Capture (GDC) software for capturing thermophysical properties of alloy systems. GDC training will include training in recognizing and understanding the meaning of all the properties capturable by GDC, training the recognition of the various temperature scales historically used, and training in the basics of uncertainty calculations. The contractor is responsible for the development of all training materials.

The Contractor shall:

Provide safety-related training required by applicable OSHA, state and local regulations or standards to affected contractor personnel (including subcontractor personnel) that perform work under this award.

Such training may include, for example, training for proper use of PPE, respirator use, fall protection, crane operation, forklift operation; electrical safety, or other safety-related topics.

Maintain records of safety training provided to contractor personnel (including subcontractor personnel) that perform work on this award. The contractor shall make those records available to the contracting officer, contracting officer’s representative for the award, or other authorized personnel within 7 days of receipt of their written request, and annually thereafter or upon request.

https://trc.nist.gov/metals_data
