Statement of Work and Specifications for Bottom Paint for NOAA P/V F3901 Background:
The NOAA Office of Law Enforcement (OLE) in Honolulu operates NOAA P/V F3901, a 38’ Aluminum hull SAFE Boats Int’l full cabin patrol boat (LOA of 39.2’). This patrol vessel underwent initial bottom paint application in June of 2021 by the manufacturer during construction. After approximately 12 months in the water at Ford Island, Ma’alaea Harbor, and Keehi Marine Center, which included monthly bottom cleanings and inspections by a diver, bottom growth/bio-fouling is occurring and increasing monthly. It is evident that the paint has lost its effectiveness.
Prospective Contractors are strongly encouraged to inspect the vessel to understand the entirety of the work being requested. The vessel may be available for inspection at Keehi Marine Center. Access is by appointment only, please contact the Office for Law Enforcement for arrangements.
NOAA OLE requires that the bottom paint system to be used for the NOAA P/V F3901 be Sherwin-Williams SeaVoyage Copper Free Antifoulant Paint. NOAA OLE also suggests that hull paint used is Interlux Perfection, Jet Black in color. Roll on method to all paint being applied is suggested by NOAA OLE.
Place and Period of Performance:
The place of performance will be located at the winning bidder. Work is to be completed as soon as possible and not later than five to ten working days. Completion prior to 30 November, 2022, is strongly preferred.

All work must be performed in compliance with the following standards:
a. American Bureau of Shipping (ABS), Rules for Materials and Welding 2006 - Aluminum and FRP.
b. American Bureau of Shipping (ABS), 2011, Guide for Nondestructive Inspection of Hull Welds.
c. American Welding Society (AWS), D3.7.2004, Guide for Aluminum Hull Welding
d. U.S. Code of Federal Regulations Subchapter T.
e. NOAA Small Boat Program Specifications and Guidelines (see contacts for information).
f. Be sure not to damage the work on the hull General Requirements
a. Have a 24-hour security and at least, a six (6) foot high security fence
b. Have a boat lift or crane on its premises that can accommodate and safely lift the patrol vessel out of and into the water. Then at the government’s discretion, the boat will be driven to the contractor’s lifting area, and be lifted out of the water performance of the contract, and then placed back into the water at the completion of the contract.
c. Must have experience in applying SeaVoyage Copper Free Antifoulant paint, InterProtect primer, and Interlux Perfection paint.
d. The contractor shall provide any officer or agent from NOAA OLE PID the opportunity to inspect the boat during normal business hours and in emergency cases, access the vessel during afterhours.
e. Contractor Submittals. No less than five (5) business days prior to the start of work, the Contractor shall submit the following in writing to the COTR:
i. List of Subcontractors
ii. List of Key Personnel
iii. List of Emergency Phone Numbers
iv. Certificate of Insurance
f. Condition Found Reports (CFR). The COTR must be notified in writing of any conditions found which may impact the performance of the work or administration of the contract, including a detailed description of the condition and any proposed or requested solutions. No changes to the statement of work are authorized without a written approval from NOAA.
g. Contractor Furnished Material/Equipment/Services. The Contractor shall provide all materials, services, equipment, labor, or facilities necessary to perform the work specified.
Paint used on the patrol vessel:
1) Bottom paint used- SeaVoyage Copper Free Antifouling Paint:
a. N51B301 Black and N51R301 Red
2) Hull Paint used- Interprotect 2000E base/Interlux Perfection Jet Black:
a. Y2000E-Gray
b. YHY999- Jet Black
A NOAA Officer or Agent must inspect the vessel before applying any primer, bottom paint, or hull paint on the patrol vessel per this contract at the below listed time periods:
a. At the government’s discretion the vessel maybe brought via trailer or water ways. Remove the boat from the trailer/if boat is brought via water ways lift boat out of water; and put on blocks/stands, securing the patrol vessel. Painting should be a three to five (3-5) day process according to the specs
b. Hull prep: 5000 PSI fresh water pressure wash, collar protection and set up, and sandblast with 80 grit garnet. The boat should be cleaned and free of debris before applying the paint (Primer and bottom paint will also be applied on engine mounts and tilt/trim assemblies if possible).
i. Remove boat from trailer/lift boat out of water. Put boat on blocks/stands, securing the patrol vessel.
ii. Hull prep and apply first coating of the SEAVOYAGE® Copper Free Antifouling Paint N51R301 Red (5) Millimeters thickness to the entire hull. Additionally, proper coats of Interprotect Y2000EGray primer will be applied from the outer edge of the lower flange down to two (2) inches above the waterline (the freeboard)
iii. 2nd coat of SEAVOYAGE® Copper Free Antifouling Paint N51R301 Red Five (5) Millimeters thickness. The Freeboard Hull Paint will also be applied on this day-From the outer edge of the lower flange down to two (2) inches above the waterline (the freeboard), apply one (1) coats of Interlux Perfection YHY999 , in Jet Black color. Ensure that each coat has a DFT of 1.5 Millimeters thickness.
iv. Final coat of SEAVOYAGE® Copper Free Antifouling Paint N51B301 Black with a five (5) Millimeters thickness and final coat of Interlux Perfection with a five (5) Millimeters thickness applied to the hull following the same layout as the day before. See attachment A for SEAVOYAGE® Copper Free Antifouling Paint, InterProtect 2000E primer, and Interlux Perfection for factory instructions to apply the primer and bottom paint. If the factory specs suggest alternate steps of applying paint, the contractor may consult with NOAA OLE in the process of applying paint.
v. Put vessel back on the trailer/in the water
c. Put the patrol vessel back onto the trailer or use lift to bring the patrol vessel into the water at the government’s discretion.
Evaluation Criteria:
"Best Value" Analysis: In addition to price, proposals will also be evaluated based on the following factors and sub factors with Factor A being the most important.
Factor A -- APPROACH AND CAPABILITIES -- Corporate and individual qualifications for the work; adequacy of equipment, materials and facilities proposed; experience with the types of operations identified in the SOW.
Factor B -- PAST PERFORMANCE -- Performance by the offeror and its subcontractor(s) as it relates to all solicitation requirements, including the quality of services and products, timeliness of performance, and customer satisfaction; and indication of ability to improve performance through proactive management. Evaluation of this factor will be based on the information contained in the proposal and information provided by references. The Project may evaluate past performance by contacting references and/or other sources. The Project may also consider other information available.
Although price is the least important evaluation factor, it will not be ignored. The degree of importance of the proposed price will increase with the degree of equality of the proposals in relation to the other factors on which selection is to be based. The Project reserves the right to make an award to other than the lowest priced offer or if the Contracting Official determines that to do so would result in the best value to the Project.
