Statement of Work and Specifications for Bottom Paint for NOAA P/V F3503 Background:

The NOAA Office of Law Enforcement (OLE) in Honolulu operates NOAA P/V F3503, a 33’ Aluminum hull Safe Boats Int’l full cabin patrol boat (LOA of 36’). This patrol vessel underwent bottom paint maintenance in November of 2020 in Kailua-Kona. The previous bottom paint was sanded by hand and mostly removed from the hull. Bottom paint was hand rolled. After approximately 12 months in the water in Honokohau Harbor, Ma’alaea Harbor, and Pearl Harbor, with one pressure wash in July of 2021, significant biofouling was detected on the hull in November 2021. In past years, this type of growth has never occurred.

Prospective Contractors are strongly encouraged to inspect the vessel to understand the entirety of the work being requested. The vessel may be available for inspection on Ford Island, Oahu. Access is by appointment only, please contact the Office for Law Enforcement for arrangements.

NOAA OLE suggests that bottom paint system to be used for the NOAA P/V F3503 be International Intershield 300V as primer and International Interspeed 5640 as bottom paint. NOAA OLE also suggests that Hull paint used is Interlux Perfection, Jet Black in color. Spray on method to all paint being applied is suggested by NOAA OLE.

Evaluation Criteria:

"Best Value" Analysis: In addition to price, proposals will also be evaluated based on the following factors and subfactors with Factor A being the most important.

Factor A -- APPROACH AND CAPABILITIES -- Corporate and individual qualifications for the work; adequacy of equipment, materials and facilities proposed; experience with the types of operations identified in the SOW.

Factor B -- PAST PERFORMANCE -- Performance by the offeror and its subcontractor(s) as it relates to all solicitation requirements, including the quality of services and products, timeliness of performance, and customer satisfaction; and indication of ability to improve performance through proactive management. Evaluation of this factor will be based on the information contained in the proposal and information provided by references. The Project may evaluate past performance by contacting references and/or other sources. The Project may also consider other information available.

Although price is the least important evaluation factor, it will not be ignored. The degree of importance of the proposed price will increase with the degree of equality of the proposals in relation to the other factors on which selection is to be based. The Project reserves the right to make an award to other than the lowest priced offer or if the Contracting Official determines that to do so would result in the best value to the Project.
