Issuing Office: BLM Nevada State Office Project: Ely Fuels Delivery Blanket Purchase Agreement Set‐up
Location: Ely District Office
Blanket Purchase Agreement, Fuel Delivery
Objective:
The Nevada Bureau of Land Management (BLM), Ely District Office, has an ongoing requirement for fuel delivery services during prescribed fire missions within the White Pine and Lincoln Counties of
Nevada.
Scope:
The Ely District fuel program utilizes a helitorch during prescribed fire implementation. The purchase and delivery of varying quantities of off‐highway diesel (dyed diesel) and non‐ethanol gas are necessary to carry out this operation. Non‐ethanol gas is necessary to remove the negative effects ethanol has on the flammability of the helitorch mixture. More specifically, ethanol hinders gelling ability of Flash 21, a gelling agent added to the helitorch mix to improve the ability of the mixture to stick to vegetation and also increase the resident time of fire to establish on vegetation.
Tasks:
General ‐ The BLM is requesting a vendor provide the specific fuels as stated below as well as delivery of the fuels to a location to be determined prior each BPA call.
1. Purchase and delivery of off‐highway diesel (dyed diesel) in varying quantities for each day of the planned prescribed burn.
2. Purchase and delivery of non‐ethanol gas in varying quantities for each day of the planned prescribed burn.
3. Provide either a fuel tender, fuel tank, or similar apparatus capable of safely storing fuel purchased and delivered as stated in tasks 1 and 2. Fuel tenders must have some type of mechanical or electric method of pumping and dispensing fuel.
a. Fuel tender or fuel tank shall have the following proof of testing:
i. Have proof of a current yearly visual and leakage (VK) test.
ii. Have proof of an Internal and Pressure (I&P) within the last 5 years.
iii. All fuel tenders or fuel tanks must comply with local certification processes.
b. Valves:
i. All tank control valves shall be protected by an emergency shutoff valve.
ii. Handles shall be painted red, or decal directing user to the emergency valve.
iii. All valves shall shut completely with no leaking fuel.
iv. Tank control valves shall be equipped with fusible nuts.
c. Hoses and nozzles shall be in good condition with no deep cracks or leaking surfaces.
d. All fuel tenders or fuel tanks shall have:
i. The capability to incorporate the use of camlocks and couplers with sizes ranging from 1 ½”‐5” in diameter for connecting from the provided fuel tender to helitorch re‐fueling equipment. Camlocks, couplers, and associated hoses will be provided by the government.
ii. Fire extinguisher, multi‐purpose 2A‐10BC. Fire extinguisher shall have a current annual inspection tag and the annual maintenance tag in regard to a 6‐year annual inspection and every 12 years regarding a hydro test on all dry powder, metal fire extinguishers.
iii. Chock Blocks, appropriate size. (2 Required).
iv. Seat belts available for driver and any passengers when applicable.
4. Respond on‐site to all repair, troubleshooting, and relocation requests within 12 hours of notification. In the event of an emergency respond on‐site immediately upon notification.
Note ‐ The amount of fuel is determined by many factors including vegetation, weather conditions and availability of personnel to support burn implementation. The number of days the fuel delivery and dispensing services are required is also contingent on the same factors.
Assumptions:
The approximate quantity of diesel used per day is 100 ‐ 200 gallons per day, each day
The approximate quantity of non‐ethanol gasoline is 200 ‐ 400 gallons per day, each day
The approximate days required for onsite services is five (5) days for each call, which could be 1‐ 3 times each year over the entire contract period depending on weather and other factors.
Ordering:
BPA calls may include one, or a mix of tasks described above. An ordering Contracting Officer issuing a PBA Call/Order against this BPA will provide specific requirements, guidelines, and terms and conditions applicable to the effort along with points of contact specific to the individual requirement.
BPA award holders will be given fair opportunity to be considered for each order placed (with price and availability being considered).
Locations:
The Specific site locations will be designated on each individual BPA Cal/Order.
Invoices:
A summary invoice shall be submitted per each prescribed burn mission, no more than monthly or upon expiration of the individual BPA Call, or expiration of this BPA, whichever occurs first. Invoices are to be submitted to the address specified on the individual BPA Call. Payments will be made via the Internet Payment Platform (IPP).
Period of Performance:
The period of performance of BPAs is anticipated to be for a five‐year period from date of award unless the BPA is cancelled or expires.
