Statement of Work Electronic Fingerprinting Capture and Transmission
1. Background
The Drug Enforcement Administration (DEA) Inspections Division Office of Security Programs (IS) Personnel Security Section (ISR) and Suitability Section (ISS) requires electronic fingerprinting services that provide the ability to capture federal applicant, Task Force Officer and public trust Contractor fingerprints and transmit them electronically to the Defense Counterintelligence and Security Agency (DCSA) and the Federal Bureau of Investigations
(FBI).
2. Objective
The objective of this contract is to establish electronic fingerprinting services for the DEA. The DEA has a need for a contractor to provide the services outlined in this Statement of Work
(SOW).
3. Scope of Work
The contractor shall provide services that can meet the below requirements and tasks. The contractor must provide all personnel, supervision, and other items and services necessary to perform as defined in this SOW. The contractor must perform to the standards in this contract.
4. Role and Responsibilities for Government Personnel
The Contracting Officer (CO) has the overall and primary responsibility for the administration of this contract. Only the CO has the authority to enter into, administer, or terminate this contract conditions, requirements, specifications, and delivery schedules; making final decisions involving such matters as invoice payments or other consideration due to the Government for nonperformance or unsatisfactory performance, interpreting the contract, and resolving disputes;
and, terminating the contract for default or convenience. The CO also has authority to delegate certain responsibilities to an authorized Contracting Officer Representative.
The CO will appoint individual(s) to act as authorized representatives in the monitoring and administration of this contract. This individual is designated in writing as a Representative (COR). An individual designated as a COR is authorized to perform the following functions and those functions in accordance with the COR designation memo:
Coordinate the technical aspects of this contract and inspect all required services.
Certify, accept and reject invoices deemed improper for payment for the services and/or supplies rendered and allowed under the terms and conditions of this contract.
5. Contract Type
The Government anticipates a single award, firm fixed-price, contract resulting from this solicitation.
6. Period of Performance
The term of this anticipated contract shall be from the date of award
During period, the contractor will capture and transmit approximately fingerprints for Background Investigations (BI) requirement. See table below for CLIN structure.
7. Place of Performance
All work shall be restrictions.
8. Specific Requirements
The Contractor must be currently approved to work with the federal government and be an FBI-approved channeler. The Contractor must be able to collect fingerprints, save them in the required format as outlined by DCSA and the FBI, and transmit them utilizing DCSA Web Fingerprint Transmission (SWFT) program. The SWFT program is a direct pipeline to the intended recipient(s), DCSA or FBI. Additionally, the SWFT program is governed by DCSA and the only authorized means of electronic transmission.

9. Specific Tasks
The Contractor will collect fingerprints for DEA personnel secure portal as requested by staff assigned to the Personnel Security Section (ISR) and Suitability Section (ISS). ISR and ISS staff continued access successful capability, allowing for the tracking and statistical analysis of all events within the system.
Contractor will establish a DEA account for an unlimited amount of DEA Security Assistants/Division Security Officers (DSO)/Contracting Officer Representatives (CORs) Contractor will provide initial setup and training to DEA Security Assistants/ DSOs/CORs Contractor will maintain the DEA account and provide continued training and support to DEA Security Assistants/ DSOs/CORs during the period of the performance of the contract Contractor will collect fingerprints for persons identified by DEA Security Assistants/ DSOs/CORs nd transmitted as indicated Contractor will provide support to DEA applicants via web and/or toll-free number in
Contractor will neither require nor provide any software/hardware to be installed on DEA information technology (IT) systems and information resources.
-classified Internet Protocol (IP) Router Network (NIPRNet)
Contractor will ensure their system utilizes a multi-layered security process by; utilizing username and passwords for both applicants and DEA staff;
purging all data (fingerprints and Personally Identifiable Information) after successful transmission of fingerprints;
reoccurring FBI Cyber Awareness Security training;
reoccurring training on how to capture fingerprints; and, (NIST) and Federal Information Processing Standards (FIPS)
10. Government Furnished Property, Materials, Facilities, and Equipment
Government furnished property, materials, facilities, and equipment will not be provided for this requirement.
11. Invoicing
The Contractor will issue invoices no later than the 30th Calendar date of the month for the prior DEA representative will certify that the contractor performed and that the government received the hours and/or materials billed by the contractor at the agreed prices/rates.
At a minimum, Company name and address, Data Universal Numbering System (DUNS) number, Taxpayer Identification Number (TIN) Contract number, Invoice number, Invoice date DEA name, Address Period of performance covered by invoice.
CLIN numbers, supporting documentation as necessary Total price, Prompt payment discount terms
NOTE: If any of the information listed above is absent from an invoice then the DEA will reject your invoice. Failure to comply with all invoicing instructions outlined in this SOW will result in automatic rejection of your invoice.
