Statement of Work: 136th Airlift Wing, Fort Worth, TX DDPM212702: B1673 Drainage Repair
Statement of Work
136th Airlift Wing, Naval Air Station Joint Reserve Base, Fort Worth, TX
11 JANUARY 2022
Project Title: Building 1673, 3374 & 3375 Drainage Repair Project Number: DDPM212706
1. Background: The 136th Airlift Wing requires the installation of a rainwater mitigation solution to prevent future water intrusion into the front offices of building 1673, and Munition Storage in 3374 and 3375. Currently, during high-intensity rain events, the front areas of building 1673, 3374, and 3375 collect water that migrates into the walls and floors. It is the intent of this project to install a suitable drainage system that will collect and transport this excess water away from the buildings. The existing drainage system has failed and needs to be replaced.
2. Scope: The contractor shall furnish all labor, parts, tools, plant, equipment, appliances, transportation, and materials necessary to complete the project. Rain scuppers and below-grade drainage channels shall be installed to prevent water collection adjacent to the building foundation. All work shall be performed in accordance with this statement of work (SOW), associated specifications, and drawings. All work shall also be performed in accordance with international, federal, state, and local building codes, as well as the Unified Facilities Criteria
(UFC).
3. Objectives: It is the Government’s intent for the contractor to install a drainage system at the front of building
1673, 3374, and 3375 that eliminates the ponding of water in the front of the buildings and subsequent water infiltration. The drainage system will contain adequate components to collect the water during a rain event and then outfall the water to the adjacent parking lot. The drainage in front of 3374 and 3375 must be able to support pallet jack and vehicle traffic. The contractor is responsible for ensure that the installed drainage system successfully completes the project objectives stated in this section.
4. Tasks: The contractor shall perform, at a minimum, the following:
4.1. Install drainage system adjacent to the front foundation of building 1673.
4.1.1. Existing drainage pipe needs to be removed only as much as necessary to facilitate the installation of the new drain system. Any components not in the way of the project shall be left in place.
4.1.2. Drainage shall be provided by the proper installation of a 5” wide trench drain that runs the length of the foundation as shown in the drawing (Attachment 1).
4.1.3. Below-grade grade piping (4” minimum diameter) shall be installed from the trench drain towards the parking lot through the curb as shown in the drawing (Attachment 1) and covered back with soil. Contractor shall ensure that the slope of the piping provides adequate drainage of water from the trench drain to the parking lot.
4.1.4. All disturbed/excavated areas shall be restored with grass cover using Bermuda sod.
4.2. Install drainage system adjacent to the front foundation of buildings 3374 and 3375.
4.2.1. Drainage shall be provided by the proper installation of a 5” wide trench drain that runs the length of the driveways as shown in the drawing (Attachment 2).
4.2.2. Below-grade grade piping (4” minimum diameter) shall be installed from the trench drain towards the culvert between 3374 and 3375 and covered back with soil. Contractor shall ensure that the slope of the piping provides adequate drainage of water from the trench drain to the culvert. This is to include saw cutting the concrete for the drainage installation and any additional concrete they may be required.
4.2.3. All disturbed/excavated areas shall be restored with grass cover using Bermuda sod.
4.3. Verify all measurements prior to performance, as Government provided drawings are for reference only.
4.4. Before excavation, coordinate with 136 CES for location of underground utilities.
4.5. Clean job site daily during the progress of work, to include sweeping the construction areas to prevent excessive Foreign Object Debris (FOD). The contractor shall be responsible for off-site disposal of all demolition debris and excess material, unless otherwise indicated by the Government (see paragraph 8). The project site shall be restored to initial condition of cleanliness prior to final acceptance by the Government.
4.6. Coordinate inspections as required by the Contracting Officer’s Representative (COR). The completion of a Government inspection does not relieve the contractor of its responsibility to comply with required project documents, codes, or the need to provide quality materials and workmanship.
4.7. Request a Pre-Final Inspection from the Contracting Officer to verify that the project is complete and ready for final acceptance. The Government may develop a Pre-Final Inspection Punch List as a result of this inspection. The contractor shall ensure that all items on this list have been corrected before notifying the Contracting Officer to schedule a Final Acceptance Inspection.
4.8. Request a Final Acceptance Inspection from the Contracting Officer to perform final inspection and acceptance of the project. Notify the Contracting Officer at least 14 days prior to the Final Acceptance Inspection and include the contractor's assurance that all specific items previously identified to the contractor as being unacceptable, along with all remaining work performed under the contract, will be complete and acceptable by the date scheduled for the Final Acceptance Inspection.
5. Deliverables: The contractor shall provide the following deliverables:
5.1. Meeting minutes for each progress meeting, when held.
5.2. Letter of Guarantee that warrants the project against defects in materials and workmanship for one year from the date of final acceptance.
5.3. Copy of manufacturer warranties for any installed products.
6. Government Furnished Property (GFP): No GFP provided for this project.
7. Security:
7.1. Access and General Protection/Security Policy and Procedures: The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer identified below. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services, or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by Department of Defense, U.S. Air Force, and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
7.2. Contractors Requiring DoD Facility and/or Installation Access Without Common Access Card (CAC):
Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB), applicable installation, facility and area commander installation/facility access, and local security policies and procedures (provided by Government representative).
8. Cultural Resources: The contractor shall halt any ground disturbance activity in the event that any Native
American or other historical artifacts, fossils, human remains, unmarked graves, or burial sites are found.
Report any possible observations to the Contracting Officer. The Contracting Officer shall suspend performance at the site of work and notify the Base Civil Engineer and Environmental Office. Performance cannot resume until directed by the Contracting Office.
9. Disposal: Non-hazardous waste or debris shall be removed by the contractor from the base and disposed at an appropriately permitted facility.
10. Radioactive Materials (RAM):
10.1. The Contractor shall notify the Contracting Officer or designee, in writing, 10 days prior to the delivery of, or prior to completion of any servicing required by this contract of, items containing radiation producing devices (RPD) (e.g., portable x-ray machines) or devices containing radioactive materials (RAM) (e.g., soil density gauges, radiography cameras, etc.).
10.2. The Installation Radiation Safety Officer (IRSO) is authorized to temporarily suspend work in the event of unsafe operations involving the use of RAM.
11. Place of Performance:
11.1. The contractor shall perform all work at the 136th Airlift Wing located on Naval Air Station Joint Reserve Base Fort Worth (76127).
12. Period of Performance:
12.1. Contractor shall coordinate material ordering and delivery schedule so that all demolition, repairs, and construction are completed in three months, ninety (90) calendar days after the issuance of a notice to proceed (NTP).

12.2. The normal business hours for the Government are 6:30AM to 5:15PM, Tuesday through Friday, with the exception of federal holidays, unless arrangements have been made in advance.
