STATEMENT OF WORK

INTRODUCTION/BACKGROUND

The objective of this project is to obtain high speed commercial internet with wireless connectivity on the Wisconsin Air National Guard Base, Truax Field. The primary necessity is to provide aircrew a wireless internet connection to update Electronic Flight Bags (EFB) that are necessary for safety of flight.

Secondary applications are for Aerospace Control Authority (ACA) Morale, Welfare, and Recreation (MWR) program and Public Affairs (PA) who are already authorized commercial internet access on base.

SCOPE OF WORK

The project is to run a dedicated fiber optic line from existing off base infrastructure to the Communications building capable of providing symmetrical 500Mbps symmetrical download/upload with static IPs available. Once in place, Communications personnel will install equipment necessary to provide high speed internet to the Operations, Public Affairs, and Aerospace Control Authority buildings.

PERIOD OF PERFORMANCE

The requested completion date of this project is September 1st, 2020; this time line is based on contractor availability.

PLACE OF PERFORMANCE

115th Fighter Wing 3110 Mitchell St Madison, WI 53704

WORK REQUIREMENTS

The required tasks that need to be completed by the contractor in order are as follows:

1. Run a fiber optic line to the Communications building (Building 505). This contract will likely occur in conjunction with an internet service contract.

2. The company will be responsible for running the fiber line all the way to the Communications building (Building 505). It will end in a standardized junction box that Comm can access and connect to.

3. Communications personnel verify the incoming signal.

4. Restoration of disturbed infrastructure and landscaping.

Note: Refer to Figure 1 for current conduit locations on Truax Field. The dashed lines are what is known as “direct bury”, where the fiber is laid into the ground by itself. Once it hits the continuous lines, it is all existing conduit that the fiber can take to reach Bldg. 505 without specialized tools. The cross‐shapes are manhole access. Conduit may be re‐used for this project. We only need direct bury up until [‐89.335991, 43.128887], after which it is conduit. Then it travels towards the Building Entry Point for building 505.

115th Fighter Wing Communications personnel will:

1. Provide the following equipment:

‐ Extreme Networks X460‐G2‐24T‐GE4 (QTY: 1) ‐ Extreme Networks 10GB‐LR‐SFPP (QTY: 6) ‐ Single Mode Fiber Patch Cables (QTY: 12)

2. Oversee the fiber optic line installation to the Communications building by the civilian company.

3. Begin commercial internet service.

4. Communications personnel install the previously mentioned equipment that will be necessary to convert the incoming internet signal in order to make it compatible with the existing base infrastructure.

5. Install routers in OPS, ACA, and PA building.

6. Verify functionality of commercial internet in all the aforementioned buildings.

SCHEDULE/MILESTONES

Based on the scope of the project, the only requested milestone for the contracted civilian company is for the completed installation of the fiber line to the communications building. The requested completion date is August 15th, 2020 or as soon as possible. This should give Communications time to install the necessary equipment prior to the overall completion date of September 1st, 2020.

ACCEPTANCE CRITERIA

Acceptance for the project is specific to two specific areas:

1. Functionality. Once the fiber optic line has been run to the communications building, Communications personnel will verify that the incoming signal meets the following specifications:

‐ 500Mbps of dedicated Internet service (Note: a small reduction in signal is acceptable as determined by Communications personnel.)

‐ Symmetrical upload and download speeds.

‐ Static IP addressing available.

2. Restoration. Since the fiber optic line will be buried, it will be necessary for the installation crew to trench from existing off base infrastructure to the conduit leading to the Communications building. A 115th Fighter Wing Civil Engineering representative will verify that any grounds or structures disturbed during the installation have been restored.

ANTITERRORISM / OPERATIONS SECURITY / INFORMATION PROTECTION

Any contractor personnel on base must be eligible for base access per Security Forces.

Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation.

Contractor and all associated sub‐contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC‐III) and Terrorist Screening Database (TSDB) (AFI 10‐245, AFI 31‐101 and AFMAN 31‐113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

For contracts that require an OPSEC Plan. The contractor shall develop an OPSEC Plan and provide it to the COR or KO within XX calendar days of contract award to be reviewed and approved by the responsible Government OPSEC officer, per AFI 10‐701, Operations Security. This Plan shall include the Government's critical information, why it needs to be protected, where it is located, who is responsible for it, and how to protect it. For the contractor to effectively comply with OPSEC provisions of the contract, the organization will provide the following guidance: (1) Organization’s Critical Information; (2) Adversaries’ collection threat information as it applies to the organization’s mission and the contract; (3) Operations Security guidance; and (4) Specific OPSEC measures the organization requires (as appropriate).

CONTRACTOR MANPOWER REPORTING

A line item will be included on the contract for Contractor Manpower Reporting.

The contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: www.sam.gov

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
