About this file
This is a Statement of Work (SOW) for the lease of vacuum recovery units at Portsmouth Naval Shipyard (PNSY) in Kittery, Maine.
PNSY seeks to lease four (4) 200-horsepower vacuum recovery units (VRUs) with associated emergency stop (E-stop) cabling and controls. The equipment must be portable, skid-mounted with UL approval, and capable of recovering abrasive blast grit from distances up to 400 feet through 6-inch diameter hose (arranged 80% horizontal, 20% vertical). Each unit requires 460 VAC +5%, three-phase, 60 hertz power with two separate 200-ampere circuit breaker inputs and Camlok connections. The VRUs must deliver minimum 4500 CFM airflow with 27 inches of mercury vacuum static pressure, include MERV 15 filtration, dual inlet/discharge silencers with sound attenuation enclosure, soft-start controls, and operate continuously without water cooling. E-stop cabling must accommodate up to 500 feet of routing using heavy-duty industrial (SO) cable with protective Plexiglas covers. The contractor is responsible for all startup/commissioning, training, preventative maintenance, weekly inspections, repairs within 12 hours (replacement within 24 hours if not restored to service), and quality assurance documentation. The contractor must provide technical instructions, equipment data sheets, preventative maintenance schedules, emergency contact information, and personnel must be U.S. citizens with appropriate identification for shipyard access. The government furnishes only the vacuum hose and power cabling. Equipment must be newly manufactured or refurbished within ten years and capable of continuous year-round outdoor operation in harsh marine environments (−10 to +110°F, 0–100% relative humidity).
