STATEMENT OF WORK
(SOW)
Decision Authority Delegation Scenario Development PR No. 1300982308
1.0 Background
The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT), under the sponsorship of the Office of Naval Research, has over the past 3 years introduced foundational capabilities for command and control (C2) of unmanned systems (UxSs) at fixed and mobile nodes. These new capabilities streamline operations with a single management interface and structured information in order to facilitate dynamic UxS discovery and query/response to meet evolving tactical mission requirements.
A complex battlespace may include multiple military elements with various and potentially competing mission priorities and rules of engagement (ROE). Each element may contain UxS C2 nodes which have a mission need to discover UxSs in the battlespace and take tactical control (TACON) away from the currently controlling C2 node. A complex battlespace may be further complicated with constrained or curtailed communications, which may limit the ability of C2 nodes to confer with each other and/or higher headquarters. In order to design a future infrastructure for UxS C2 requirements, a battlespace model is needed which maximally stresses UxS transfer of TACON decision-making.
The purpose of the Decision Authority Delegation (DAD) project is to extend the capabilities of our existing C2 nodes by adding machine awareness of commander’s intent (CI) and ROE. This machine awareness allows for tactical decision aids (TDAs), which allow UxS operators to make informed decisions about whether to take TACON of non-organic UxSs. It also lays the groundwork for future UxS artificial intelligence (AI), informed by CI and ROE.
1.1 Places of Performance
1.1.1 Contractor Site
1.1.2 Travel to NUWC NPT
1.2 Authorized Users
1.2.1 NUWCDIVNPT Code 25, USW Combat Systems Department.
1.3 Sponsors
1.3.1 Office of Naval Research (ONR) TechCandidate.
1.4 Types of Funding
1.4.1 Research, Development, Test & Evaluation, Navy (RDT&EN)
2.0 Scope
The Contractor shall create a virtual model of the battlespace that exercises a wide range of operational and tactical elements in order to stress and identify the issues, challenges, and identify prospective solutions to support the creation of automation and Human Systems Interfaces needed to enhance UxS transfer of TACON (ToTC) decision-making. The model will be used for follow-on software design of transfer of TACON TDAs. The scenario described in this model will exercise

varied mission priorities, CI, and ROE, which affect arbitration of UxS employment by distributed control stations.
3.0 Applicable Documents
The Contractor shall perform the tasking required in Section 4.0 in accordance with the below Applicable Documents.
3.1 Publications
3.1.1 A Command and Control Perspective on Autonomy. Dr. Lynn Ewart, Ph.D et al
3.1.2 The Department of Defense (DoD) Architecture Framework (DoDAF) Architecture Framework Version 2.02
4.0 Technical Requirements
In accordance with the Applicable Documents in Section 3.0 and the Government Furnished Information (GFI) in Section 6.0, the Contractor shall perform the following tasking:
4.1 Define Priority in Transfer of Tactical Control
4.1.1 The Contractor shall participate in a Government-arranged virtual interview with subject matter experts and fleet personnel to explore and document operational and tactical considerations that would support transfer of TACON of UxS. The Contractor shall refine the role of CI and Mission/Military Priority (MP) in the adjudication of conflicting TACON opportunities, and shall explore and document the flow of CI and MP from origin through the Command structure. A characterization of CI and MP that support representation for automated assessment shall be provided as a candidate for near-term experimentation and development. The Contractor shall evaluate and document the origin, flow, and suggested characterization of ROE, including management of constraints imposed by the ROEs and the effect on the adjudication process. The Contractor shall align the Command structure for CI, MP, and ROE with outputs from parallel projects, provided by the Government as GFI, and documented results in accordance with CDRL A001 (DI-MISC-80508B).
4.1.2 The Contractor shall refine a virtual model representing US forces employing UxS (present capabilities through 2025) and engaged with a near-peer adversary in a DDIL communications environment. The model shall incorporate inputs provided by NUWCDIVNPT and uniformed personnel and reconcile differences in terminology between military and technical communities. The model must produce UxS transfer of TACON decision points associated with competing mission priorities that require human adjudication by an UxS C2 node. CI. MP, and ROE as represented in 4.1.1 - 4.1.2 shall be depicted in the virtual model to indicate their roles in the decision process. The underlying Command structure in the OV-1 shall be aligned with outputs from parallel projects, provided by the Government as GFI (see 4.1.1, 4.1.2). The Contractor shall provide a

summary report of the virtual model which depicts the dialog and the distributed command structure with a focus on the UxS ToTC and the associated mission priority and criticality.
The recommended improvements to the virtual model based on experimental results, OP Scenario, and metrics shall be included in the report, drafted and delivered in accordance with (IAW) CDRL A002 (DI-MISC-80508B).
4.1.3 The contractor shall revise the existing Concept of Employment (CONEMP) based on review and experimental results, provided as GFI. The Contractor shall provide a summary report of the suggested changes to the CONEMP with a focus on the UxS ToTC and the associated mission priority and criticality. The recommended improvements to the CONEMP l based on experimental results, OP Scenario, and metrics shall be included in the report, drafted and delivered in accordance with (IAW) CDRL A003 (DI-MISC- 80508B).
5.0 Progress Reports
The Contractor shall prepare a Contractor’s Status Report that indicates the progress of work, status of the program(s), and existing or potential problem areas for all assigned tasks. The Contractor shall submit the Contract Status Report for the same timeframe as each invoice submitted in the Wide Area Workflow (WAWF) Module of the Procurement Integrated Enterprise Environment (PIEE) in accordance with CDRL A004
(DI-MGMT-81991).
