STATEMENT OF NEED

RFQ Number NF-FR7300-22-00927KF4

PURPOSE:

The need is software for analyzing and exporting various hydroacoustic data from ships, underwater gliders, and moorings. This is mission critical software for our oceanographic and acoustic surveys that is specialized for analysis of active acoustic work. It is highly specialized with module selections customized to our program needs. This software is also the international standard and used by the Committee for the Conservation of Antarctic Marine Living Resources (CCAMLR), where the US Antarctic Ecosystem Research Division (AERD) program provides data from this software for management of Antarctic krill fisheries.

SCOPE OR MISSION:

The Antarctic Ecosystem Research Division (AERD) conducts Antarctic krill research to fulfill NOAA's mandate of providing scientific advice that supports United States (U.S.) interests related to resource management by the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR), of which the U.S. is a Member. NOAA Fisheries' Antarctic research is mandated by the U.S. Antarctic Marine Living Resources (AMLR) Convention Act of 1984, thus the program of work undertaken and managed by the AERD is widely known as the U.S. AMLR Program. The U.S. AMLR Program is internationally recognized for its ongoing contributions to ecosystem-based management of fisheries that impact krill, finfishes, krill-dependent predators, and other components of the Antarctic ecosystem.

TECHNICAL SPECIFICATIONS:

This software provides tools for active acoustic data logging, data quality control, echo integration, single target detection, fish track detection and fish school (shoal) detection, 3D visualization, and habitat classification. A virtual echogram module provides advanced functionality for multiple frequency analysis, image processing and data visualization and also provides mechanisms for implementing many recently published techniques for species differentiation. It must also be able to classify benthic habitat based off of bottom echos.

Base Year for a twelve month period (03/01/2022) through (02/28/2023) Option Period 1 for a twelve month period (03/01/2023) through (02/29/2024) Option Period 2 for a twelve month period (03/01/2024) through (02/28/2025) Option Period 3 for a twelve month period (03/01/2025) through (02/28/2026) Option Period 4 for a twelve month period (03/01/2026) through (02/28/2027)
