STATEMENT OF WORK
Enterprise Team-Virtual Timber Training
Background
One of the areas identified in the “Task Force Report: Issues and concerns on costs of sale preparation and cruising in the U.S. Forest Service” was a lack of comprehensive training for sale preparation personnel. Currently there is no comprehensive or coherent training schedule described in The Forest Service Manual or Handbook for sale preparation personnel. Personnel may lack the timber sale preparation training required for efficient and effective timber sale preparation, especially for more complex restoration prescriptions. Timber sale preparation has become more complex due to different timber sale preparation authorities and the increased pace and scale of restoration. This result, in some cases, inefficient use of resources or incomplete results on the ground, or both. A syllabus and several PowerPoints and other teaching materials have been pulled together. With increased targets, retirements, and a shortage of personnel, regional forest management directors have requested a vendor sponsored approach be considered.
Additionally, the 2014 Farm Bill expanded the use of Designation by Prescription. Before that, only stewardship contracts could use DxP. Other sales were guided by Sec. 14(g) of the National Forest Management Act of 1976 [16 U.S.C. 472a(g)] which requires the physical designation or marking of trees or forest products for timber sale harvests. The 2014 Farm Bill authorizes the Forest Service to designate harvest material through description (describing specific characteristics of trees for harvest, such as a certain species of tree with a given stump diameter) or prescription (prescribing the desired post-harvest characteristics, such as thinning a stand to a specific basal area), instead of physically designating or marking individual trees for harvest. This is a relatively new authority for the Forest Service and has been implemented in some timber sales throughout the nation. Sale administration tends to be more intensive on DxP sales. DxP sales must be scaled (vs. pre-measured) using one of the appropriate scaling methods, and this needs to be part of the class too. Sample weight scaling, one of the approved scaling methods, should be discussed and be part of the class materials.
The 2014 Farm Bill also gave the USFS permanent authority to use End Result Stewardship Contracting to accomplish restoration goals. According to the Forest Service Handbook 2409.19 - Renewable Resources Handbook, Chapter 60 – Stewardship Contracting, § 65.21 - Contracting Officer and Grants Management Specialist Qualifications requires that Contracting Officers shall complete at least 24 hours of training related to stewardship contracts and agreements prior to being delegated as a Contracting Officer on a stewardship contracting project. Training may include National, Regional, or Forest sponsored stewardship sessions and hands-on training in planning and implementing a stewardship project. There is no separate certification process for Stewardship Agreement administration. Hours toward the minimum training requirement should be documented as part of the employee’s Level I or Level II training record. Stewardship training can consist of Formal Agency Training (FAT) and On-the-Job Training (OJT).
Contractor Responsibility: The Contractor shall provide everything--including, but not limited to, all equipment, supplies, transportation, labor, and supervision--necessary to complete the project, except for that which the contract clearly states is to be furnished by the Government.
Project Description and Location
Description: Virtual timber training sessions include Basic Timber Sale Preparation, Designation by Prescription and End Result Stewardship Contracting.
Location: All training sessions will be delivered virtually to a nationwide audience. Specific dates and times are undetermined at this time, however, vendor will coordinate with Contracting Officer Representative (COR) as virtual sessions may be delivered using adjusted schedules (e.g. over four days).
Each of the noted training sessions require 24 hours of instruction to fullfill training requirements.
Class size for each training session could be up to 90 participants as each training session would include antendees from multiple regions. An example is below:

It is anticpated that for each of the training offerings, there will be three scheduled virtual training sessions with the potential of one or two additional classes as determined by the COR and as funding allows.
At the end of each training session, Contractor shall provide a certifciate of completion for each attendee.
Contract Period of Performance
The period of performance consists of a base year and four ordering periods for a total of five years of possible support. The period of performance shall be as follows:
Ordering Period One: September 29, 2021 through September 28, 2022
Ordering Period Two: September 29, 2022 through September 28, 2023
Ordering Period Three: September 29, 2023 through September 28, 2024
Ordering Period Four: September 29, 2024 through September 28, 2025
Ordering Period Five: September 29, 2025 through September 28, 2026
All operation periods are contingent upon availability of funds and satisfactory Contractor performance.
Each option year will require significantly less preparatory work because material will only have to be updates. We anticipate up to nine virtual training sessions; three sessions each for Basic Timber Sale Preparation (BTSP) Designation by Prescription (DxP) and End Result Stewardship course (ERSC) with the possibility of additional classes if requested by COR and as funding allows.
Contractor-Furnished Materials
Contractor needs to have a digital platform, including equipment, to deliver all virtual training sessions.

All course materials will be shared with contractor. All course content that has updated/ refined will be the property of the USFS.
Deliverables
Deliverable 1-Basic Timber Sale Preparation (BTSP):
The first course will be a national 24-hour course divided into twelve modules. The intended audience are Forest/District level pre-sale preparation employees, transportation engineers and resource specialists who are trying to implement some sort of prescriptive vegetation treatment in the field.
There may be a need for other Acquisition or Forest Management related topics as needed. The USFS can provide manual, handbook references, existing stewardship course, and other background material.
The vendor would be responsible for the updating of the course materials for the class (a class currently exists), which includes the narrative, instructor notes, digital workbook, and class exercises. The National Training Cadre also needs to be involved in the final development of the course material. The syllabus needs to be dynamic and is dependent on attendees and location.
Milestones and Actual Tasks and Deliverables
• September 25, 2021 -- Prep work begins on course material. Vendor will receive any manual, handbook references, and other background material from the USFS.
• November 15, 2021: Draft of BTSP training modules and materials sent to the National BTSP Training Cadre for initial review
• December 15, 2021: Second draft of BTSP training modules and materials with incorporated feedback from National BTSP Training Cadre sent for final review
• January 10, 2022: Completed final stewardship training modules with all materials, including any course materials for the class, which includes all narratives, PowerPoint presentations, instructor notes, digital workbooks, and any class exercises sent to USFS.
Date for the virtual training sessions have yet to be determined
Certificates of Completion for Basic Timber Sale Preparation virtual sessions will be provided to all attendees.

Deliverable 2-Designation by Prescription (DxP):
The second course will be on how to successfully implement Designation by Prescription, a technique to describe the removal of timber as stated in the Agricultural Act of 2014, a.k.a. the Farm Bill. Course material shall include all aspects of Interim Directive id 2440-2016-1, effective 10/19/2016 and any subsequent updates. The course should also include reference to and how Forest Service Manual 2400 (Zero Code) and Forest Service Handbook 2409.18 (all relevant chapters) integrates with the authority to use DxP. Timber Sale Administration is integral to the success of DxP, so relevant portions of FSM 2450 and FSH 2409.15 should also be incorporated into the course.
The USFS can provide manual, handbook references, and other background material. The vendor would be responsible for completion of the course materials for the class, which includes the narrative, instructor notes, digital workbook, and class exercises. The successful bidder would be given the option to teach up to four classes with no further solicitation by the USFS unless the option is declined. The USFS would also protect the confidentiality of developed course material. The syllabus needs to be dynamic and is dependent on attendees and location. The USFS can provide other materials as requested. Any photographs used must be in the public domain. The USFS has a library of photographs that may be reviewed and used. The vendor will work closely with the National Timber Sale Preparation Team to finalize the curriculum. Some documents are available, such as “Region 3 guidelines for the use of designation by prescription (DxP) on timber sales and stewardship contracts” and “Improving Sale Prep Efficiency and DxP Implementation Strategy”.

The intended audience is Forest/District level presale preparation employees, transportation engineers, Timber Management Assistants, Silviculturists, Sale Administrators, Contracting Officers, Regional/and or Forest Measurement specialists, check cruisers, and resource specialists who are trying to implement and administer some sort of prescriptive vegetation treatment in the field. External partners could be invited too. Class size is expected to up to 90 participants.
DxP: Course times and dates are undetermined currently.
Certificates of Completion for Designation by Prescription virtual sessions will be provided to all attendees.

The third course will be on End Result Stewardship Contracting, including how to successfully develop and implement Integrated Resource Timber Contracts, Integrated Resource Service Contracts, Stand-alone Service Contracts (paid for with retained receipts) and Stewardship Agreements. There may be a need for other Acquisition or Forest Management related topics as needed. The USFS can provide manual, handbook references, existing stewardship course, and other background material. The vendor would be responsible for the updating of the course materials for the class (a class currently exists), which includes the narrative, instructor notes, digital workbook, and class exercises. The successful bidder would be given the option to teach up to four classes with no further solicitation by the USFS unless the option is declined. The Forest Service would also protect the confidentiality of developed course material. The National Stewardship Training Cadre also needs to be involved in the final development of the course material. The syllabus needs to be dynamic and is dependent on attendees and location.
Scope 2
This will be a national 24-hour course divided into eleven modules of content so each module could be taught on its own or combined for the 24-hours. The intended audience is Forest/District level Timber and Acquisition Contracting Officers, G&A Specialists, Timber Management Assistants, and other Program Managers interested in more in-depth training on these particular topics. Typical grades of class participants are GS 9/11/12. Class size is expected to be up to 90 participants per session.
ERSC: Course times and dates are undetermined currently.
Certificates of Completion for End Result Stewardship Contracting virtual sessions will be provided to all attendees.
