STATEMENT OF WORK

AUDIT OF WALLOPS EXCHANGE AND MORALE ASSOCIATION

FINANCIAL STATEMENTS

PR #: 4200760946

A. Background

The Wallops Exchange and Morale Association (WEMA) Exchange is a non-appropriated funded instrumentality established by NASA to promote the social, athletic, educational, cultural and other interest of its members and to achieve active employee participation in the establishment and operation of authorized activities. To this end, WEMA encourages and supports the organization of group activities and functions at the Wallops Flight Facility dedicated to these interests. The Exchange is an instrumentality of the government. The WEMA Executive Council consists of no fewer than six voting members and not more than seven nonvoting members appointed by the Wallops Facility Director.

The WEMA Executive Council is responsible for the management oversight, policies, and procedures of Exchange non-appropriated fund operations, which provide products, services, and recreational activities for the welfare and morale of NASA Wallops Flight Facility employees. Operations are comprised of five service areas:

Cafeteria, Visitor’s Center Gift Shop, Exchange Store, Lodge, and Rocket Club.

These five service areas comprise all income for WEMA, however the major revenue generating services are the Visitor’s Center Gift Shop and the Lodge.

WEMA has 25 employees, 18 full-time and 7 part-time, divided into the five services areas as follows: Exchange Store (2), Visitor’s Center Gift Shop (3), Cafeteria (11), Rocket Club (3), Lodging Facilities (3), and Business Office (3).

B. Scope

The requirement is to have a financial audit performed for the operating elements of the Wallops Exchange and Morale Association for a 5 year ordering period.

The audit shall be conducted in accordance with Government Auditing Standards because the exchanges are instrumentalities of the United States Government.

Government Auditing Standards provide a framework for conducting high quality government audits and attestation engagements with competence, integrity, objectivity, and independence. Audits performed in compliance with Government Auditing Standards provide information used for oversight, accountability, and improvements of government programs and operations. When auditors comply with Government Auditing Standards, their work can lead to improved government management, better decision making and oversight, effective and efficient operations, and accountability for resources and results.

C. Requirements

1. The contractor shall observe on-site physical inventories of the Exchange Store, Gift Shop, Cafeteria and Rocket Club.

2. The contractor shall perform all inquiries, tests, and observations deemed necessary to provide independent opinion on the Financial Statements of the Exchange for the fiscal year 2022 (October 1, 2021-September 30, 2022).

3. The contractor shall issue an Independent Auditor’s report on the financial statements (i.e., opinion or disclaimer), report on internal control over financial reporting, and report on compliance with laws, regulations, and provisions of contracts or grant agreements.

4. The contractor’s report shall cover the consolidated two-year comparative financial statements for the previous fiscal year (e.g. FY2021) and the current fiscal year (e.g. FY2022).

5. The contractor shall perform close out of accounting records for the previous fiscal year (e.g. FY2022) and establish beginning balance accounts for current fiscal year (e.g. FY2023).

6. The contractor shall provide required adjusting journal entries (resulting from subject audit) for recording in the Exchange accounting system.

D. Deliverables

1. The contractor shall provide an audit report by December 31, 2022. WEMA may provide an extension to the deadline as needed in extenuating circumstances (such as government shutdowns, pandemics, etc.). The audit report will be used in WEMA’s Annual Report.

2. The contractor shall provide recommendations deemed necessary to ensure effective and efficient operations.

Additionally, the contractor is required to provide evidence that the firm has had a Peer Review within the last three years in accordance with Government Auditing Standards.

The contractor is advised that this solicitation is for a firm fixed price purchase order.

The contractor is advised that per the Inspector General Act of 1978, as amended, section 4, paragraph (b)(1)(C), directs each Inspector General, with respect to the organization within which the office is established, to take appropriate steps to ensure that any work performed by non-Federal auditors complies with the standards established by the Comptroller General. Therefore, a quality control review may be performed by the NASA Inspector General to ascertain whether the subject audit was performed in accordance with generally accepted government auditing standards issued by the Comptroller General of the United States. The contractor agrees any costs incurred to support such an audit (if it is performed) will not be separately billed to NASA.
