I. PROJECT DESCRIPTION
Located on Garden Key approximately 70 mile west of Key West Florida in the Gulf of Mexico, Fort Jefferson is the primary cultural feature of Dry Tortugas National Park (DRTO). It is significant as an exceptional example of a Third System seacoast fortification and as a physical manifestation of the United States response to the geopolitical atmosphere of the mid-19th century. The magnitude of its engineering and construction, and its pristine and remote location set it apart as one of the most unique resources in the National Park system.
The need is for complete Design-Build (DB) services to evaluate existing conditions, develop a complete electrical upgrade design and provide construction services for the repair/rehabilitation the electrical system at the maintenance/shop areas at FACE 3 of Fort Jefferson. In 2010, PMIS project 112716 was approved / completed to rehab the electrical system throughout the admin area of Garden Key, Faces Two and Three.
As background, just before construction started, a structural report for the fort was completed. It concluded Face 3 was structurally unsound and subsequently personnel were not allowed to enter that part of the fort and it was shut down for any kind of use. For this reason, a contract modification was done to delete the Face 3 work from the contract.
Since that time structural repairs have been made and the casemates on Face 3 are usable again. This scope of work includes A/E professional design services and construction services for the replacement of all electrical components at Face 3 including but not limited to conduit, switches, outlets, wiring, and distribution panels, installation of energy efficient LED components in shop areas, and removal of all legacy components from prior years that are obsolete or no longer in use.
