Voyageurs National Park International Falls, MN

STATEMENT OF WORK

Bulk Fuel

NATIONAL PARK SERVICE

MIDWEST REGION

OHIO MAJOR ACQUISITION BUYING OFFICE

Background

The park is seeking the supply and delivery of various types of fuel to effectively managing seasonal fueling operational needs at the Park. The various fuels will be used in Snowmobiles, Boats, Trucks, and various other equipment. Therefore, needing multiple types of fuel at different times of year. The fuels needed are listed below:

Work Requirements

Base Year and Option Year 1

Furnish and supply diesel fuel (off road, dyed ultra-low sulfur) from April 1, 2021 to March 31, 2022. Supply and deliver diesel fuel on an as needed basis to 1- 2000-gallon tank at the Rainy Lake Maintenance Area fueling station, Kabetogama Lake fueling station 1- 1,000-gallon tank and Ash River Maintenance fueling station 1- 1,000 gallon fuel tank. Not to exceed 9,999 Gallons in a performance year.

Furnish and supply 91 Octane Non-Ethanol Gasoline Fuel from April 1, 2021 to March 31, 2022. Supply and deliver Gasoline on an as needed basis to a 2-1000 gallon tank at Ash River Maintenance Area Fueling Station, 2-1000 Gallon Tank at Rainy Lake Maintenance Area Fueling station, and 1-2000 gallon Tank at Kabetogama Lake Fueling station. Not to exceed 9,999 Gallons in a performance year.

Furnish and supply 89 Octane Non-Ethanol Gasoline Fuel from April 1, 2021 to March 31, 2022. Supply and deliver Gasoline on an as needed basis to 2-1000 gallon tank at Ash River Maintenance Area Fueling Station, 2-1000 Gallon Tank at Rainy Lake Maintenance Area Fueling station, and 1-2000 gallon Tank at Kabetogama Lake Fueling station. Not to exceed 9,999 Gallons in a performance year.

Furnish and supply 87 Octane Gasoline Fuel from April 1, 2021 to March 31, 2022. Supply and deliver Gasoline on an as needed basis to 2-1000 gallon tank at Ash River Maintenance Area Fueling Station, 2-1000 Gallon Tank at Rainy Lake Maintenance Area Fueling station, and 1- 2000 gallon Tank at Kabetogama Lake Fueling station. Not to exceed 9,999 Gallons in a performance year.

Diesel Fuel change over from summer to winter blend will occur as the supplier makes these seasonal changes in their inventories.

The change over of Gasoline will be at the discretion of the park to coincide with the changing of seasonal operations at the Park, this could vary from year to year

Option Year 2

All diesel fueling stations (winter diesel) – Furnish and supply diesel fuel (off road, dyed ultra-low sulfur) from April 1, 2022 to September 30, 2023. Supply and deliver diesel fuel on an as needed basis to 1- 2000-gallon tank at the Rainy Lake Maintenance Area fueling station, Kabetogama Lake fueling station 1- 1,000-gallon tank and Ash River Maintenance fueling station 1- 1,000 gallon fuel tank. Not to exceed 9,999 Gallons in a performance year.

Period of Performance

Base year - This service will begin on April 1, 2021 and expires on March 31, 2022.

Option year 1 - This service will begin on April 1, 2022 and expires on March 31, 2023.

Option year 2 - This service will begin on April 1, 2023 and expires on September 30, 2023.

Delivery Schedule

The fuel will be delivered by request of park employees whose authorization will be determined after contract award. Winter blend fuel shall be delivered during the period of October 1, 20XX through March 31, 20XX and summer blend fuel from April 1, 20XX through September 30, 20XX. The last fill under the contract should be delivered as close to March 15 as possible.

Deliveries shall only be made at the request of the government.

Special Requirements

Each invoice shall state price, Federal excise tax, the tank location, quantity of fuel, and total cost. Invoicing is to done monthly. Payment shall be by direct deposit electronic funds transfer, after acceptance of the invoice in IPP.
