Monthly and Annual Portable Fire Extinguisher Inspection, Maintenance, and Monitoring.

Annual Building Fire Suppression System Inspection for the 309th Aircraft Maintenance Group

(309 AMXG).

2.0 Background

The National Fire Protection Association (NFPA) requires that portable fire extinguishers and facility fire suppression systems be inspected, tested, and maintained in accordance with (IAW) NFPA 10, NFPA 13, NFPA 25, and associated life-safety codes. The Department of War (DoW) adopts the latest editions of NFPA Codes, implemented via Air Force Occupational Safety, Fire, and Health standards, OSHA regulations, and DAFMAN 91-203.

This Blanket Purchase Agreement (BPA) provides for:

• Recurring monthly and annual inspection, maintenance, tagging, and electronic barcode tracking of approximately 1,316 Government-owned portable fire extinguishers (including

2.5 lb, 10 lb, and 50 lb configurations) distributed across 309 AMXG industrial maintenance facilities, hangars, flightline ramps, and administrative areas at Hill Air Force Base (HAFB), Utah.

• Recurring annual facility fire suppression system inspection, testing, and certification.

3.0 Scope of Work

The Contractor shall furnish all labor, supervision, travel, tools, equipment, supplies, transportation, and technical expertise necessary to perform monthly and annual inspections, preventative maintenance, testing, and monitoring of portable fire extinguishers and designated building fire suppression systems.

All work shall strictly comply with:

• NFPA 10: Standard for Portable Fire Extinguishers

• NFPA 13 / NFPA 25: Standards for the Installation, Inspection, Testing, and Maintenance of

Water-Based Fire Protection Systems

• DAFMAN 91-203: Air Force Occupational Safety, Fire, and Health Standards

• Utah Administrative Code R710-1 / R710-4: State Fire Marshal Rules for Fire Extinguisher

Servicing and Suppression Systems

• All applicable federal, state, local, and Hill AFB fire prevention regulations.

The Contractor is responsible for maintaining electronic documentation of all work performed utilizing an approved electronic tracking/barcode scanning platform (VEOCI or a system designated by the 309 AMXG Point of Contact).

4.0 Facility Inspection

All work shall be performed at Hill AFB within 309 AMXG operational facilities, maintenance hangars, back shops, and flightline ramp areas see Table 1.0 and Table 2.0:

5.0 Specific Tasks

5.1 Portable Fire Extinguisher Inspection & Maintenance

The Contractor shall perform the following inspection and maintenance tasks across all 309 AMXG portable extinguishers (2.5 lb, 10 lb (10lb fire extinguishers must have a rating of at least 2A-10BC), and 50 lb units) see Table 2.0:

# Task Performance Standard

1 Access & Visibility Ensure extinguisher is securely mounted in designated location, unobstructed, and clearly visible.

2 Pressure Gauge Verification Verify pressure gauge needle is within the proper operating range.

3 Weight & Fullness Check Verify fullness by physical hefting or weighing to confirm proper agent charge (critical for 2.5 lb, 10 lb, and 50 lb wheeled/cartridge units).

4 Mounting & Bracket Integrity Inspect brackets, wall hangers, cabinets, and wheeled carriage assemblies (50 lb units) for physical damage or loose fasteners.

5 Service Tagging Ensure durable inspection tags are attached, legible, and updated with current month, year, and technician initials.

6 Physical Damage Inspection Inspect cylinder body for corrosion, dents, gouges, or structural defects.

7 Hardware Compatibility Verify mounting brackets and vehicle/ramp mounts match the specific model and size installed.

8 Instructions Alignment Ensure operating instructions on the nameplate face forward and are fully legible.

9 Recall & Obsolescence Check Confirm that no fire extinguisher in service has been recalled or is obsolete. If Recalled/Obsolete see Paragraph 25.

10 Cylinder Shell Integrity Inspect shell for signs of unauthorized field welding, tampering, or mechanical distortion.

11 Pull Pin & Seal Function Verify pull pin functions correctly and is secured with a clean, approved plastic tamper seal.

12 Levers & Handles Verify discharge levers, handles, and carrying assemblies operate smoothly without obstruction.

13 Valve Stem Inspection Check valve stems for proper extension, cleanliness, and absence of leakage or corrosion.

14 Operating Pressure Alignment Ensure installed pressure gauge matches the working pressure designated on the cylinder nameplate.

15 Agent Designation Confirm gauge face corresponds correctly with agent type (e.g., Dry Chemical, CO2, Clean Agent).

16 Thread Compatibility Verify valve and gauge thread compatibility during maintenance or replacement.

17 Hose & Nozzle Examination Remove nozzle/horn to verify discharge path and hose are completely unobstructed.

18 Nozzle Matching Ensure nozzle and discharge assembly match the manufacturer-approved design for the unit.

19 Hose Condition Check hoses for dry rot, weather cracking, coupling deterioration, or crimping.

20 Internal Port Check Remove hose to inspect internal valve seating for corrosion, clumping, or seal leakage.

21 Hose Retention Ensure hose retention band/clip firmly secures hose flush to the cylinder.

22 Tamper Seal Replacement Install new tamper seal upon successful completion of inspection.

23 Exterior Cleaning Clean exterior surfaces of cylinder, hose, and bracket free of industrial grease, dust, and grime.

24 Tag & Log Recording Log all inspection and maintenance actions on the physical tag and in the digital database.

25 Failed Units / Exchange Protocol

Any unit that fails inspection shall immediately be removed from service and the Contractor shall provide a new operational replacement extinguisher. The extinguisher must be replaced with identical Rating and Code. This action must be fully documented on the electronic inspection checklist in VEOCI.

26 Periodic Maintenance & Hydrostatic Testing

Perform required 6-year maintenance and hydrostatic testing IAW NFPA 10 schedules.

5.2 Annual Building Suppression System Inspections

The Contractor shall perform annual building fire suppression inspections, IAW NFPA 25/NFPA 13 and local Base Fire Department requirements see Table 2.0:

# Inspection Item Performance Standard

1 Piping & Sprinkler Head Visually inspect accessible system piping, fittings, hangers, # Inspection Item Performance Standard

Inspection seismic bracing, and discharge heads for corrosion, physical damage, leakage, or clearance obstructions.

2 Control Valve Verification Inspect all main, riser, and sectional control valves to verify they are in the full open position and properly secured, chained, or electronically supervised.

3 Waterflow Alarm Testing Functionally test mechanical waterflow alarms and pressure switch alarm transmission to central monitoring.

4 Main Drain Testing Conduct main drain flow tests to determine water supply pressure stability and verify supply lines are free of internal restrictions.

5 Tamper Switch Operations Test valve supervisory tamper switches to ensure supervisory alarm signals register at the building fire alarm panel.

6 Hydraulic Nameplate Confirm hydraulic design data plates are securely attached, readable, and intact at system risers.

7 Certification & Reporting Apply approved annual certification tags on system risers and upload completed digital test reports to VEOCI within five (5) business days.
