About this file
This is a Statement of Work (SOW) for Security System Maintenance and Sustainment services at Officer Training School (OTS) locations, prepared June 3, 2026.
The Contractor shall provide all resources—including labor, tools, equipment, materials, and transportation—to perform preventative and corrective maintenance on physical security systems across three service locations: Location A (245 Lakeland Dr, Titus, AL 36080), Location B (501 LeMay Plaza North, Montgomery, AL 36112), and Location C (Maxwell AFB, Buildings 1432, 1433, 1434, as required). The primary objective is maintaining Full Operational Capability (FOC) of existing infrastructure. Within 30 days of contract award, the Contractor must conduct a comprehensive baseline survey and deliver a report identifying equipment recommended for replacement or upgrade due to obsolescence or degradation. The Contractor shall perform scheduled inspections and maintenance per original equipment manufacturer (OEM) specifications and provide all consumable materials including backup batteries, Uninterruptible Power Supplies (UPS), gate function components, and wireless sensors as part of routine preventative maintenance. For corrective maintenance, the Contractor shall repair or replace malfunctioning equipment to restore full operational capability, procuring compatible replacement components of equal or greater capability with approval from the OTS Contracting Officer Representative (COR) and 42 CONS Contracting Officer. The Contractor must monitor and apply necessary software patches and firmware updates, though any updates requiring hardware modification or additional cost require written risk and cost analysis and prior COR approval. Certification requirements mandate that the Contractor be an authorized Certified Partner of Schneider Electric (SE) and certified in Continuum and/or AccessXpert with 2nd and 3rd-level support capabilities for technical, engineering, troubleshooting, and training, as the OTS campus operates on AccessXpert network software. Performance standards require Emergency Response on-site within 4 hours (99% on-time), Urgent Response within 24 hours (99% on-time), Routine Maintenance within 48 hours (95% on-time), and reporting accuracy with tickets closed within 24 hours (100% accuracy). Deliverables include an Initial Survey Report, Maintenance & Service Tickets submitted within 24 hours of closure, and Risk & Cost Analysis as required. Contractor personnel must obtain base identification and vehicle passes for Department of the Air Force installations, comply with security protocols for controlled or restricted areas, return all credentials upon contract completion, and provide after-hours emergency contact information in the Emergency Mass Notification System, with non-compliance potentially resulting in withholding of final payment.
