Destination) to NIST in Gaithersburg, Maryland (Building 301 for shipping, Building 220 Room 152 for final delivery), with remote installation within seven days of acceptance. Installation requires demonstration of all technical specifications, with software operational upon delivery. Acceptance criteria include four performance tests: licensing system operational, core tools execution, integrated workflow execution, and legacy model migration. Maintenance for one year post-acceptance shall include licensing access, updates and upgrades, and technical support. No warranty is required.

STATEMENT OF WORK
Title: Integrated Simulation, Digital Twin, and Data Analytics Platform
I. BACKGROUND INFORMATION
The Engineering Laboratory (EL) at the National Institute of Standards and Technologies (NIST) promotes U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology for engineered systems in ways that enhance economic security and improve quality of life. EL requires an integrated software platform to support research in co-simulation, digital twin development, and data analytics. Current research efforts involve combining physics-based modeling, system-level simulation, and data-driven methods within a unified workflow of digital twin development using software manufactured by Altair. Specifically, NIST has leveraged Altair software, such as inspire, motion solve, panopticon, motion view and twin activate as well as automated motion solve experiments for uncertainty analysis of simulation results.
II. PURPOSE
The purpose of this acquisition is to obtain an Integrated Simulation, Digital Twin, and Data Analytics platform that provides the following:
- Supports system-level co-simulation across multiple physics domains
- Enables development and deployment of digital twins
- Provides integrated data analytics, machine learning, and visualization tools
- Operates under a shared or floating licensing model to maximize flexibility
- Supports scalable compute environments, including local and cloud-based execution
Sole Source Justification:
To ensure continuity and scalability of research, a software solution is required that enables seamless interaction between multiphysics simulation tools, system modeling environments, and data analytics frameworks under a unified licensing and deployment model. Specifically, the Integrated Simulation, Digital Twin, and Data Analytics software platform, produced by Siemens, is the only solution that is compatible with previous Altair software used at NIST and fully satisfies this requirement. Siemens AG acquired Altair in March 2025.
PERIOD OF PERFORMANCE
The Period of Performance of the Integrated Simulation, Digital Twin, and Data Analytics software platform shall be effective for 12 months after the fully delivered system is delivered, inspected and accepted. See acceptance criteria below.
III. SPECIFIC REQUIREMENTS
The Contractor shall provide an Integrated Simulation, Digital Twin, and Data Analytics Platform that meets all technical specifications identified below. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

- Import/interface with prior workflows, such as integration of co-simulation modules, data analytics, and data streaming modules via Twin Activate and previous custom developed python scripts)

The Contractor shall provide NIST with access for 45 units to the Integrated Simulation and Digital Twin Platform software.
IV. GENERAL REQUIREMENTS
A. Inspection & Acceptance In addition to the inspection and acceptance terms articulated in the specific FAR clause that allows the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Performance Tests:
1. Licensing system operational (YES/NO)
2. Core tools execute successfully (YES/NO)
3. Integrated workflow executes successfully (YES/NO)
4. Legacy models migrate successfully (YES/NO)
*Successful completion results in acceptance
NIST may choose at its discretion to forgo this part of acceptance testing.
A visual inspection of the equipment will be performed by the NIST POC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.
Ownership of the equipment shall transfer to NIST upon acceptance by the Government.
The Government will test, inspect, and accept or reject the equipment within 7 days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.
Delivery Terms: Delivery of the Integrated Simulation, Digital Twin, and Data Analytics Platform shall be F.O.B Destination and shall occur within one (1) week After Receipt of an Order (ARO).
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The

INSTALLATION
The Integrated Simulation, Digital Twin, and Data Analytics Platform and any software shall be installed by the Contractor remotely and meet contract specifications no later than 7 days after delivery receipt, inspection and acceptance. Installation, at a minimum, shall include a demonstration that all technical specifications have been met. Onsite installation and demonstration shall be performed at NIST (Gaithersburg, MD- Building 220) and meet the following requirements:
- Software shall be operational upon delivery
- Installation may be remote
- No on-site support required
- Training not required
MAINTENANCE
The Contractor shall provide routine maintenance on the Integrated Simulation and Digital Twin Platform to include the following type of maintenance:
- Licensing access
- Updates and upgrades
- Technical support
Maintenance shall be quoted for one year to commence after delivery and acceptance of the Integrated Simulation, Digital Twin, and Data Analytics Platform.
WARRANTY
No warranty is required.
